Under Energy sector, SNV Nepal is implementing “FRANKE – Smoke Free Village Project” in the communities of Karnali, Sudurpaschim, and Lumbini Provinces of Nepal. Together towards a Clean Cooking Environment, this project aims to increase the adoption rate for clean cooking solutions (CCS) by demonstrating behaviour change communication activities at the community level and supports local institutions CBOs in their institutional learnings in clean cooking promotion. The project also supports local private sectors and other relevant local stakeholders to develop a reliable and sustainable private sector led supply channel for CCS. The project works closely with the local government, CSOs and community leaders. The project aspires to achieve more than 85% of the households in a community will progress towards clean cooking usage by the end of the project intervention to be called as progressing to Smoke Free Village initiative. Along with, the project conducts different community level events for behaviour change practices so that effect to smoke from traditional cooking habits can be minimized.
To support the project implementation, SNV is recruiting the SFV Cluster Focal Persons who will have following responsibilities:
Objective and Tasks:
The Objective of this assignment is to support targeted communities of the programme provinces for adoption of clean cooking solutions and market development of clean cooking promotion activities. Specifically, tasks will include but not limited to: Work with the partner Rural/Municipalities, communities, and stakeholder for the promotion and adoption of clean cooking appliances, making the community/village ready for Smoke Free Village transition. Conduct behaviour changes communication activities at the field for making people aware and realize the impact of traditional coking and transform their learning to the benefits of clean cooking solution, the cooking practices should be seen as communal things beyond the individual practice as smoke from a house also affects the neighbourhood. This position requires intensive experience of working with the community and engaging the local community and institutions in decision making processes for adoption of clean cooking solutions.
Qualifications and Required Competence:
- Understanding of Clean Cooking Sector of the country, preference is given to the candidate having similar work experience in the Karnali, Sudurpaschim, and Lumbini provinces.
- Basic Computer application: Ms Office, report writing, presentation and negotiation skills.
- Understanding the role of Palika for renewable energy and climate issues. Knowledge about periodic planning process and energy plans of Palika.
- Understanding of different clean cooking appliances and their availability in local market. Basic knowledge about the marketing techniques for a commodity-based market. Basic awareness on clean cooking usage safety.
- Good interpersonal communication and reporting skills, ability to conduct local events, meeting or workshops.
- Fair speaker and smart personality are preferred.
- Having clear understanding of BCC approaches in health and sanitation to engage and encourage community people to adopt clean cooking solutions.
- This position needs frequent site visits to the fields in Karnali, Sudurpaschim, and Lumbini Provinces
Academic Qualification:
- Bachelor’s Degree in Rural Development / Development Studies / Management or relevant. Or an Intermediate Degree with Technical SLC and 10 years plus experience in CCS/ICS project.
Work Experience:
- 5 years plus experience of working in community level social mobilization experience.
- Extensive work experience at community level, understanding local level planning process and working modality
- Working experience with market-based approaches and public private partnership model (especially in cooking sector)
- Working experience of community led or co-designed approaches in behaviour change practices and good influencer/communicator.
- Should have experience of working with local level stakeholders and line agencies such as Palikas, CFUG, CBOs, etc.
- Experience of working with AEPC associated programmes is desirable.
- Experience of working in clean cooking promotion programme will be an absolute advantage.
- Experience of working in the mid-hills of Karnali, Sudurpaschim, and Lumbini provinces will be an asset.
- Good language skills (oral and written) in English and Nepali

Contract type: Full-time Consultancy
Contract duration: up to December 2025 with high possibility of extension upon satisfactory performance
Start date: 1st September 2025
Duty station: Kanchanpur, Kailali, Dadeldhura, Bardiya, Banke (might change as per the project need).
