The core focus of FAIRMED's work in Nepal is Neglected Tropical Diseases (NTDs) and Maternal and Neonatal Health (MNH), while it interweaves GESI and Disability Inclusive Development (DID) as cross cutting themes into its programs to strengthen the health system and increase the uptake of public health services.

Job Summary

The Monitoring and Documentation Officer is on-the-ground FAIRMED staff member providing training, technical assistance, and management support to program partners to ensure quality program implementation and results. S/He will be responsible for serving as the primary contact for monitoring and documentation activities in the project. S/he will be responsible for the monitoring field activities, quality assurance using data, report preparation and disseminate at various levels. The monitoring ensures activity’s timeliness, accomplishment and quality as per the measuring indicators and work plan.

S/he will work closely with the implementing partner’s team to ensure proper tracking of the project activities and its results, document & disseminate the findings within project team and with local bodies as appropriate. Similarly, s/he will maintain coordination with CO to collect evidences of project’s achievements, and outcomes, document project’s results, successful practices and generate examples to showcase them at various forums (local, Provincial as well as national level).

The specific job responsibilities:

Two major components:

  1. Monitoring of accomplishment & quality, and
  2. Documentation including progress reporting.

The details are as follows 

Monitoring

  1. Take lead in developing detailed implementation plan (DIP) based on monitoring and evaluation framework in consultation with project Manager, Project Team and Country Office.
  2. Monitor the timely execution and ensure quality of project activities against set standards using monitoring plan,
  3. Advocacy with Municipalities to ensure execution of national standards & guideline for monitoring and supervision of health programs
  4. Facilitate to establish and follow up of monitoring mechanism in Municipalities for health governance and quality assurance of health services delivered through health facilities.
  5. Develop quality assurance tools (checklists, guidelines) to be used during monitoring of quality standards at the field levels.
  6. Develop annual schedule for supervision, onsite coaching, mentoring to be done by Municipality and provincial health office and share/consult with Project Manager and prepare and share monitoring reports regularly.
  7. Plan with Project Manager to organize joint monitoring visit from Health Office, Province/ District Coordination Committee and Municipalities to project intervention sites and health facilities and document the visit findings and suggestions.
  8. Analyze data, identify existing gaps, share with Project Manager and the field team to develop plans to address identified gaps.

Documentation

  1. Document the outcome of technical assistance to health facilities to strengthen recording and reporting mechanism
  2. Coordinate collection of evidences of project's achievements, document project's results through successful practices and document examples to showcase them at various forums including Municipalities, province and also national level.
  3. Coordinate with partner NGO and project team to prepare project’s periodic progress reports on time and share with Project and Country office.
  4. Build capacity and motivate partner staffs to capture case/success stories, photographs and document them properly
  5. Take lead in preparing progress reports, assist in visualizing and illustrating the outcomes of the project by closely working with the PM, and Partner organization.
  6. Document learning in quality improvement processes through technical reports, abstracts, and manuscripts

Coordination and collaboration

  1. Work in close coordination with PNGO’s team as regard activity monitoring, documenting and reporting of field activities
  2. Maintain close coordination with the Country office for documentation, dissemination and timely reporting.
  3. Build and strengthen networks and collaboration with health facilities, municipalities, local community groups and other influential persons in project areas
  4. Participate and contribute actively in review meetings, and available learning-sharing forums organized by the project, municipalities, and other stakeholders at various levels.

Competencies

  1. Good knowledge and understanding about MNCH, Neglected Tropical Disease and Health System Strengthening in context of Nepal
  2. Skills and experience in health project monitoring, surveys & need assessment, and small scale studies  
  3. Ability to use computer software such as GIS, Microsoft Office and data management application such as SPSS, STRATA etc. 
  4. Excellent skills in both English and Nepali, and Communication within and outside team
  5. Excellent analytical and report writing skills in English and Nepali language 
  6. Sound interpersonal skills including listening, communicating, coordination, advocacy and influencing personality
  7. Must be a team player and possess good learning & coaching attitudes skills
  8. Exhibit strong leadership and decision making skills
  9. Demonstrate excellent personal integrity and confidentiality
