Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Background
Blind Youth Association Nepal (BYAN) is a national organization established and led by visually impaired youth of Nepal. Our vision is persons with disabilities of Nepal enjoying a dignified life in an inclusive society.” BYAN is actively engaged in advocacy and programs in the areas of education, employment, political participation, disaster risk reduction, and the promotion of sexual and reproductive health and rights (SRHR) for persons with disabilities.
To strengthen our evidence-based programming and promote accountability, learning, and impact measurement across our interventions, BYAN is seeking a qualified and motivated Monitoring, Evaluation, Accountability and Learning (MEAL) Consultant.
Position Details
- Position: MEAL Consultant – 1 position
- Duration: July 2025 to December 2025 (over the span of 6 months)
- Duty Station: BYAN Office in Kathmandu, with required field visits to BYAN Chapters
- Working Modality: At least 4 days a week of physical presence in the office is required (subject to change)
Key Responsibilities
Monitoring and Evaluation
- Support the roll-out and institutionalization of BYAN’s MEAL framework across its projects and programs.
- Contribute to strengthening BYAN’s internal MEAL systems, processes, and practices for sustainability and effectiveness.
- Develop and implement MEAL frameworks, tools, and plans tailored to BYAN’s programs.
- Conduct regular monitoring of project activities and ensure data quality, integrity, and timeliness.
- Support data collection, analysis, and reporting, both quantitative and qualitative.
Documentation & Learning
- Lead the preparation of documentation such as stories of change, case studies, learning briefs, and good practices.
- Organize and facilitate learning reviews and after-action sessions with project teams.
- Consolidate key learnings for program improvement and strategic decision-making.
Accountability
- Set up inclusive feedback and complaint mechanisms, ensuring accessibility for persons with disabilities.
- Promote a culture of openness and accountability throughout the project cycle.
Capacity Strengthening
- Provide training and mentoring to staff and local partners on MEAL tools and approaches.
- Strengthen internal capacities for data-driven learning and adaptive programming.
Qualifications and Requirements
- Bachelor’s or Master’s degree in Social Sciences, Public Health, International Development, or related fields.
- At least 2 years of relevant professional experience in MEAL, preferably within disability inclusion or development programs.
- Proficiency in tools such as Excel, SPSS, or KoBoToolbox for data management.
- Strong writing skills for impact-driven reports and documentation.
- Excellent interpersonal and communication skills.
- Commitment to disability rights and inclusive development.
- Fluency in English and Nepali; knowledge of Nepali Sign Language is an asset.
