POSITION TITLE: Senior Logistics and Procurement Officer

LOCATION: Kathmandu, Nepal

UNIT: Agriculture, Resilience & Water

REPORTS TO: Senior Office and Security Manager

USAID Agricultural Inputs is a new five-year USAID-funded Feed the Future (FTF) Activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. The activity is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.

USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence. 

POSITION DESCRIPTION:

This position will support the management of logistics, procurement, and general operational and administrative support functions of the USAID Agricultural Inputs Activity.

ESSENTIAL RESPONSIBILITIES:

Administration

  • Support the general administration of the Kathmandu Office and office lease(s) for Regional and Coordination Offices, including but not limited to managing utilities and internet, maintenance of office equipment, flooring, and furnishings, and upkeep.
  • Support coordination and logistics, including financial settlement, for activity events, meetings, and workshops. 
  • Support arrangements for LTTA and STTA Winrock staff and consultants.
  • Support dissemination of Winrock administrative policy/guidelines and security information and oversee adherence.
  • Provide select programmatic support as needed, including grants.
  • Provide occasional administrative support to the Chief of Party.

Procurement

  • Support procurement of office supplies and equipment, ensuring compliance with all applicable Winrock and USAID policy.
  • Support maintenance of inventory list, property list, and vendor rosters for office services.
  • Support management of staff and consultant logistics, including travel. 

IT Support

  • Support proper and timely filing of activity documentations in the Winrock-issued collaborative SharePoint site as well as the Official Project Filing Site.
  • Ensure technical support for conducting virtual meetings and events.

Other

  • Other tasks as assigned from by the Chief of Party (COP), Deputy COP, Senior Director of Operations, and Senior Office and Security Manager 

QUALIFICATIONS AND REQURIEMENTS:

Education: Bachelor’s degree or equivalent experience required.

Experience: 

  • At least 4+ of experience in procurement, logistics and/or general administrative support.
  • Advanced computer skills (Microsoft 365).
  • Highly advanced management, organization, and communication competencies.
  • Demonstrated experience working across technical and support teams.

Language: Fluent Nepali is required. Advanced English is required.
