Senior Finance Coordinator 

Founded in 1991, Women’s Rehabilitation Centre (WOREC) is a national level leading NGO working in Nepal from local to global level with feminist values to support and bridge collective actions for women rights and feminist movement. Together with collaborators from a diverse range of feminist human rights movements and networks, WOREC works to advance the rights of women in diversity. WOREC advocates for affirmative structural and social changes influencing national and international actors. WOREC works for the protection and promotion of women's human rights and social justice with the campaigns against violence against women, and women's economic, social and cultural rights. WOREC is active nation-wide by its presence with central office in Lalitpur, provincial and district offices in 6 provinces. WOREC is currently looking for candidates to fulfill the following positions:

Position Description

Designation: Senior Finance Coordinator

Location: Kathmandu

Position Description

The Senior Finance Coordinator (SFC) will be the lead responsible person for the overall financial management of the organization. The SFC will be accountable for all the project's budget planning and effective use of funds ensuring operational and programmatic efficiencies. S/he will oversee the effective and appropriate use of financial resources, and develop effective mechanisms to monitor the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. S/he will ensure compliance with funding partner's financial regulations and organizational policies. The SFC will report to Executive Director but will work in close coordination with Program Operations and Program Management Units that also looks after the overall financial management, related administration, assets management and procurement.

Key Responsibilities of the Position

  • Lead and implement policies, guidelines, and criteria for overall financial management of the organization from Central Office and organization's project finances in accordance with organizational standards and funding partner's regulations.
  • Provide leadership on all budgets, expenditure monitoring, and monthly/ quarterly and six-monthly financial reporting.
  • Develop project budgets and identify and implement strategies to ensure spending is aligned with project implementation.
  • Managing and improving the organization's entire financial accounting, monitoring and reporting systems.
  • Support Operations Units in inventory and procurement management, general administration of the organization, and ensure smooth operations of projects and campaigns at and from the Central Office.
  • Represent Accounts and Finance Unit in the Central Management Committee.

Planning and Budgeting of Project 

  • Financial forecasting, budgeting, monitoring and supervision of the overall financial system. 
  • Support Program Managers/Coordinators in preparation of annual project budget, Yearly Plan of Operation (YPO), financial report and periodic project financial report. 
  • Preparation of Budget vs. Actual Report on monthly basis circulate it to the concerned authorities.
  • Financial Monitoring and Reporting 
  • Consolidate and analyze various finance related data to support planning, management and reporting. 
  • Ensure an effective internal control system (ICS) and financial management system within the organization, the district office and supervision of overall financial systems with inclusive frameworks and procedures. 
  • Coordinate with the external/internal auditors; prepare audit action plan with timeline and responsibilities & follow up of the audit action plan until all the audit observations are resolved.
  • Receive and keep track of the Programme audit reports, SWC approvals, SWC monitoring.

Financial Management 

  • Check vouchers / expenses; supervise petty cash management. 
  • Supervise payroll (salary/benefits), allowances and financial advance management of all staffs. 
  • Ensure timely and accurate financial reporting as per the organizational and funding partner's requirement. 
  • Maintain up to date accounts of all transactions by programme, with adherence to Financial Policy, Nepal Accounting Standard (NAS), International Accounting Standard (IAS) and funding partner's financial reporting requirements in a transparent manner. 
  • Verification of bank reconciliation statements and ensuring legal and taxation compliance. support in policy making/policy update.
  • Ensure the transparent and competitive procurement of goods and services at all times. 

Education Qualification and Skills 

  • Master’s Degree in Business Administration or CA and ACCA. 
  • At least five years of experience in leadership position.
  • Must possess excellent accounting knowledge, knowledge about tax, VAT and other tax provisions, thorough with GoN rules and regulations.
  • Good understanding of programs and program budget, possess reporting skills, knowledge and practice of accounting software packages and preference with acknowledge.
  • Familiar on software ERP, Tally and FAMAS.
  • Ability to manage, prioritize and complete numerous tasks with a high degree of organization and less supervision. 
  • Ability to work effectively under pressure, maintain confidentiality with sensitive.
  • Ability to establish good working environment and lead the team.
