REQUEST FOR PROPOSAL

for

VOCATIONAL AND SKILL DEVELOPMENT TRAINING OF Mithila Folk Artist

1. Background

Ratauli Yuwa Club (RYC) is a non-profit making organization established in 1991 AD in Mahottari District. It aims to promote socio-economic, social justice, environmental, and political conditions of the local people through rights-based, good governance, participatory, and democratic processes to eliminate social evils, illiteracy, ignorance, poor health, undemocratic norms, immorality, discriminatory practices, and environmental degradation.  It has been acting in coordination and partnership with governmental, international, and national non-governmental organizations to address the problems to bring positive changes for sustainable development in our society. These days, RYC has been implementing the Sponsorship (Samunnati) Program in Jaleshwar & Pipara palikas since July 2017 in partnership with Save the Children to improve the lives of children in Mahottari district through education, health & nutrition, livelihood, and adolescent development. 

2. Objectives 

Under its Sponsorship program, RYC intends to provide market-led vocational training in Mithila Folk Art (Level 1) to 10 out-of-school adolescents from marginalized communities in Jaleshwar & Pipara Municipality. This initiative aims to create new job opportunities and uplift the livelihoods of participants by increasing income through Mithila Folk Art-related businesses and/or job placements.

3. Scope of Work

The training program should cover the essentials of the Mithila Folk Art Training. The consultant/firm shall design and deliver training based on the CTEVT curriculum, encompassing the following:

  • The Mithila Folk Training for 210 hours (35 training days, 6 hours/day, excluding Saturdays and government-approved holidays) for 10 adolescents.
  • Provision of hands-on training to participants through a combination of lectures, demonstrations, and practice sessions.
  • Provide linkage, resources, and support throughout their job search journey.

4. Expected Deliverables

The selected institute is responsible for providing training in accordance with the ToR and delivering the following tasks:

  • The training institute will provide 210 hours (35 training days, 6 hours/day) of Mithila Folk Artist training to 10 adolescents, based on the CTEVT curriculum. 
  • The training institute should conduct the training in Jaleshwar, Mahottari. 
  • The training institute should provide job placement to at least 60% of participants who opt for employment after successful completion of the training.
  • The trainer must hold at least a Level 3 NSTB certificate, and the co-trainer must hold a Level 2 NSTB certificate from a recognized equivalent institute. Both should have at least 5 years of experience handling relevant skill training.
  • Training institutions must possess sufficient training materials, equipment, and a dedicated laboratory for practice sessions.
  • The training must meet the quality benchmarks outlined in the agreement between RYC and the training institute.
  • The training institute must be adhered to RYC's Safeguarding policy throughout the training program.
  • During the training period, the training institute must promptly address and rectify any issues identified through monitoring findings and feedback.

5. Implementation Plan

This training will be non-residential, as participants will be from Jaleshwar Municipality or Pipra Rural Municipality. The training institute is responsible for managing all essential basic equipment, instruments, and necessary setup requirements as needed for the training.

The tentative start date is June 1, 2025, and the tentative end date is July 15, 2025, or earlier.

6. General Qualification of the Training Institute/Trainers:

The training institute and its trainers must meet the following qualifications:

  • The training institute must be registered and affiliated with CTEVT for more than 2 years to conduct vocational training.
  • The training must be facilitated by qualified and experienced trainers who completed Level 3 NSTB Certificate holder and co-trainer Leavl-2 certificate holder with handling relevant skill training. 
  • All team members involved in the training must have proven experience in vocational training. Detailed Curriculum Vitae (CVs) of all team members, including academic qualifications, training facilitation experience, and work experience, are required to be submitted with the proposal.

7. Required Documents:

  • VAT Registration Certificate 
  • Affiliation Certificate from CTEVT 
  • Company/Institute Registration Certificate 
  • Tax Clearance Certificate for Fiscal Year B.S. 2080/2081. 
  • Organizational Profile 
  • Evidence of Past Work Experience (including Experience Letters)
  • Technical and Financial Proposal

If any required documents or information are unavailable or not applicable, the reason(s) must be explained in the proposal form. RYC reserves the right to disqualify proposals that do not adhere to the submission guidelines.

8. Budget

The training institute must submit a total budget with a detailed breakdown, including all applicable taxes, at the time of proposal submission. The institute is responsible for all tariffs, duties, trainer costs (lodging, food, travel, salary, and communication), training venue rental, training materials, its own monitoring costs, participant insurance, and participant snacks during the training execution.

9. Timeline:

  • Contract sign: 30 May 2025
  • Training Start date: 1 June 2025
  • Training end date: 15 July 2025, or as earlier.

10. Payment Schedule: 

Payment will be made in three installments:

  • First Installment (60%): Payable upon completion of the initial 20 working days, subject to the submission and approval of the 1st Progress Report by RYC’s Livelihood Coordinator.
  • Second Installment (40%): Payable after the completion of training, subject to the submission and approval of the final Progress Report by RYC’s Livelihood Coordinator.

11. Bid Assessment:

Following the Procurement Committee's evaluation, RYC will award the contract to the applicant whose proposal offers the best value, considering both technical (60%) and financial (40%) factors.

  • Technical Evaluation (60%): This evaluation will assess the quality of the proposal, including the following criteria: Capacity statement for the assignment. methodology and implementation plan, Team qualifications, Team composition and Experience in the relevant thematic sector/assignment
  • Financial Evaluation (40%): This evaluation will assess the value for money presented in the financial proposal.

Submission Process:

Technical and financial proposals that meet the ToR requirements should be submitted via email to procurementryc@gmail.com with the subject line "Proposal on Mithila Folk Artist" by 5:00 PM Nepal Standard Time (NPT) on May 25, 2025. Proposals received after this specified deadline will not be considered. Hard copies of the proposal may also be accepted.
