REQUEST FOR PROPOSAL: Development of Partner Financial Management System (PFMS)

World Vision is a child focused relief, development and advocacy organization that has contributed to transformation in the lives of millions of children around the world in vulnerable situations. We are driven by Christian values to serve children and families regardless of their religion, age, gender, ethnicity, class and caste. We are looking for potential Nepalese Consultant Service Provides to undertake the following assignment:

1. Consultancy Service: Development of Partner Financial Management System (PFMS)

The current Financial Management practice for partner NGO of World Vision International Nepal is using Microsoft Access based software.  The system works in isolated mode and operates only with desktop version and is non-scalable system.

All PNGO’s record financial transaction in an application which is installed on individual workstation and generate reports which are reviewed manually in individual manner and consolidate them for central reporting.  This task consumes lot of time and day for human resources.

Thereby WVI Nepal Country office is planning to implement SaaS financial management system at all partner NGO and ensure the system as a package is integrated with the existing systems and is fit for the intended purpose, as highlighted below:

• The partner financial management system should suit the organization's business model and organizational structure along with compliance to government financial management guideline. 
• Should be SaaS based and customizable along with configurable as per WVI Nepal financial management guideline.
• Must fully interface and be capable to export/import financial data in required multiple format (excel, CSV, PDF).
• The system should able to recognize partner NGO’s (PNGO’s) as a subsidiary of one central entity (WVI Nepal) where each subsidiary should treat as a separate entity.
