REQUEST FOR PROPOSAL – DEVELOPMENT OF A FILM FOR ICCO NEPAL COUNTRY OFFICE

Introduction and Background
Objective
: The objective of this document is to provide adequate information to potential applicants in order to respond to this Request for a Proposal for developing a short film (approx. 5-6 minutes) on ICCO program in Nepal.
Background
: ICCO is an organization for international development cooperation. Its facilitates financial advice, lobby, and brokerage services to local non-governmental organizations, the private sector, networks that work for sustainable economic development, enhancing democracy and peace, food security and climate mitigation.
ICCO brings together enterprising people. We work in more than 40 countries in Africa, Asia and Latin America, in partnerships with civil society organizations, including development organizations, companies and knowledge institutions. In this way we seek to help people to be economically independent.
ICCO through its partner NGOs is working on many development issues for the marginalized groups and communities. ICCO works on thematic issues concerning children, fair climate, fair and sustainable economic development, food and nutrition security, health and HIV/AIDS, conflict transformation and democratization and humanitarian aid.
ICCO is working on a range of visibility and communication activities which in addition to showcasing its projects and work will be pivotal in their fund raising activities in the region.
ICCO Nepal Country Office is part of the Region of South and Central Asia.
Brief about film
ICCO Nepal Country Office is through this RFP looking for a Consultant/ Film Maker/ Production House to
develop a short film (5-6 minutes) to showcase ICCO program in Nepal
. The film would feature work done by ICCO and its partners NGOs in Nepal in a narrative format and cover the following themes of ICCO.
1) Food and Nutrition Security-
FNS
2) Conflict Transformation and Democratization –
CT&D
3) Health and HIV AIDS-
HIV/AIDS
4) Water, Sanitation and Hygiene –
WASH
The project would require travelling to various project sites and locations over a duration of 2-3 weeks where ICCO partners are based or implement their projects. In most cases travelling to remote areas would be required and in all such cases travelling arrangements and basic accommodation would be made by the applicant. Please include the same in your financial proposal.
The partners and locations selected for filming are mentioned below:

THE FILM
Objective
: The key objective of the films is to feature and showcase the work done by ICCO over the years through its partner NGOs. These films would consist of unlimited non-commercial rights for web and broadcast media and be used for advertising and media relations.

Proposal
The proposal should be divided into two parts and their details are given below:
Part I: Technical
1. Cover letter
2. Proposal Title page
3. Table of Contents
4. Project Methodology
5. Project Schedule
6. Proof of past work with focus on related / similar work
7. Optional content by applicant
8. Annexure
Cover Letter
: include a signed letter briefly stating an understanding of the work, the commitment to perform the work within the time period, the benefits you/your company brings to the project and why you/your company believes itself to be best qualified to perform the work.
Title Page
: reference the Request for Proposal title, the firm name, address, contract information and date of submission of proposal.
Table of Contents
: show the title of each subsection reference to a numbered page and also list the title of any appendices and supplementary information.
Project Methodology
: Summarize the process your team will undertake by project and indicate the willingness of your firm to work collaboratively with other suppliers whether full form services form all or part of your proposal. Identify the role of ICCO VS the applicant. Indicate the conceptual development (creative thinking, innovation and approach), treatment keeping in mind the sensitivity of the projects and the fact that these films are for international audience as well. Apart from that also provide a list of equipment that would be used for the shoot and other details relating to post shoot like the editing of the film, background music, dubbing and sub titles etc.
Project Schedule
: Outline the project schedule by milestone and timeline. This will include scheduling from the initial briefing meeting, to submission of electronic source files on DVD at the conclusion of the deliverables prior to any support services. The applicant must account for feedback from ICCO at different stages of the project duration.
Team Composition
: Indicate the team composition (attach CVs as an annexure) with the approximate no. of various technicians required and provide information on specific experience related to this project for the firm, team participants and project manager.
Proof of Past Work
: Provide links to the samples of work done in the past via online sources (like youtube, websites etc) and list similar type of assignments. Post preliminary screening we will request the actual samples to the short listed candidates.
Annexure (Optional Component by Applicant)
: provide any additional information your firm thinks is relevant for the project that has not been identified by the RFP requirements.
Part II: Financial
1. Financial Proposal
Financial Proposal
: provide final pricing based on a set of deliverables with required features. The financial proposal must have the following elements clearly indicated 1) Applicant/firm’s fees, 2) Travel costs, 3) Accommodation cost, 4) incidentals, materials and any other associated costs.
Note: final payment will occur only after a DVD drive with all source files have been submitted and files reviewed by ICCO.
Applicant Information
: the applicant submitting the proposal is ultimately responsible for the deliverables and has the options to engage sub-contractors; however, all subcontractors are the responsibility of the lead firm. No subcontractor can be replaced without prior written consent to ICCO.

â€¢ï€ Proposal must be in English, and the Proposal must be submitted by the appropriate date and time
â€¢ï€ ICCO reserves the right to cancel the applicant/ applicant agency’s contract at any time with appropriate compensation for authorized work completed up to the date of the notice period
â€¢ï€ An applicant may request that their proposal be withdrawn prior to the submission deadline. A signed request must be submitted via email. The proposal will not be returned.
Proposal Evaluation, Selection and Award Process
In addition to adherence to the RFP guidelines, proposals will be evaluated based on weighted criteria.
CRITERIA
Technical (Related experience and skills, qualifications, Knowledge of the context, Innovation and Approach to the assignment) - Weight age: 75%
CRITERIA
Financial -Weight age: 25%
This Request for Proposal is not an offer for contract and any or all proposals may, be rejected and another Request for Proposal process may be conducted.
Depending on the team approach and methodology, multiple proposals will be accepted or options within one proposal will be accepted, provided options are clearly defined in the budget and proposal description.
All submissions received will be considered eligible for evaluation provided they meet the criteria for submissions.
Officials not to Benefit
: The applicant warrants that no official ICCO has received or will be offered by the agency any direct or indirect benefit arising from this Contract or the award thereof. The agency agrees that breach of this provision is a breach of an essential term of this Contract.

. ICCO will inform the successful applicant by 20th April, 2013.
Proposals received after the closing deadline will not be accepted
. All costs related to the preparation and delivery of the RFP is the sole responsibility of the applicant.
Endnote
: Thank you for your interest in submitting a proposal. The Request for Proposal is not intended to rule out innovation on part of the contractor. If applicants believe a more desirable end result can be achieved by deviating from specific details, this should be outlined in the proposal. This will be reviewed with the applicants and finalized prior to starting the project. Formal lines of communication and reporting schedules shall be established to maintain a sufficient level of information exchange for decision making and successful project completion.
