Community Development Centre (CDC)

CDC Doti is a Provincial non-profit organization, NGO working for the social and economic empowerment of people under the vulnerable zone and community. It was established on 16/09/2049 B.S and has been serving since 30 years for the same cause for social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. CDC believes in human potentials and strives to empower social well-being, community-led development, accountability to community, donors and stakeholders, government and non-government agencies. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

It was established on 16/09/2049 B.S and has been serving for more than 30 years with a focus on social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government bodies, international non-government agencies, community-based organization across various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and local stakeholders enhance advocacy capacities development in various sectors. CDC believes in human potentials and strives to promote social well-being, community-led development, accountability to communities, donors and stakeholders, government and non-government agencies. Over this period CDC Doti has developed strong professional networking, collaborative relationship with various organizations, networks and structures in the district and province. CDC also has hands-on experience on social development and  in strengthening the capacities of local level government, community-based organization in Nepal.

Nepal’s recent transformation from unitary to federal democratic republic has created significant opportunity for provincial government to formulate policies/procedure and system to collect and mobilize resources to fulfil state obligation. his transition enables the establishment of transparent and participatory planning and budget system where essential services for children can be fulfilled through adequate allocation and expenditure. In this context, child budget analysis is a critical tool for assessing the scale, distribution, and effectiveness of public investments for children, identifying gaps, and informing evidence based advocacy. Accordingly, CDC Doti, through its Civil Society Strengthening for Child Rights Program in Sudur Pashim Province partnering with Save the Children, plans to undertake a child budget analysis to support equitable and effective allocation of public resources for the realization of child rights in alignment with the UNCRC. Save the Children believes that the systematic planning and expenditure at provincial level will definitely lay a foundation to implement child rights in alignment with UNCRC. The Civil Society Strengthening for Child Rights Program in Sudurpashim province is to support right holders and duty bearers in advancing child rights. Public budget allocation for children rights is one of the major components of improving child rights through different development initiatives Child budget analysis is an important process to assessing the sectoral distribution of the public budget and expenditure allocated for children by the provincial government identifying the current status and gaps, equally informing evidence-based advocacy more effective and equitable budget allocation for children. Thus, CDC aims to conduct a study to analyse public budget for children for further budget advocacy at Sudur Paschim Province. It also enhances the capacity of civil society networks to utilize the study findings as the evidence for further budget advocacy for children at provincial level.  Furthermore, the study intends to develop the understanding of state government to fulfil children's rights through increased allocation and utilization of public resources for children specifically for health, education, participation and protection.

Therefore, CDC has intended to engage consultancy services to conduct a comprehensive child budget analysis of Sudur Paschim province and this Terms of Reference (TOR) has been developed for the selection and assignment of consultancy services to analysis budget for children.

The detail of service is as following:

1)To conduct study on the analysis of Sudur Paschim provincial government budget for children for further budget advocacy.

Terms and conditions for 'supply and delivery':

The firm/individual must have prior experience working in promoting children's rights through operational research and policy advocacy. S/he should have following capacities and experience working for children.

  1. RFP should be submitted by 18th May,2026 (7 days of the notice publication), RFP received after the specified date and time of the invitation, will not be considered.
  2. Quoted rate should be mentioned with VAT/PAN and other necessary Taxes if applicable in remarks and financial proposal should be submitted in separate file.
  3. Consultants should send the PAN/VAT registration document, Tax clearance document, Suppliers renewal document and experience document if any. (as per RFP)
  4. At least 5 years of experience working with children and Nepal government.
  5. Proven experience in conducting various study focusing children and women.
  6. Having familiar with provincial policy and procedure/system on budget formulation, executing and follow up. 
  7. Ability to coordinate with several ministries of Sudur Paschim province to collect budget data related to children.
  8. Proven ability to meet deadlines with high quality report
