Action for Nepal

Position Overview:

The Project Officer will be responsible for the direct, day-to-day implementation and monitoring of project activities at the ward and community levels in their assigned Rural Municipality. S/he will work closely with government health facilities, community health structures, and local stakeholders to ensure the delivery of high-quality RMNCAH, mental health, and GEDSI interventions. This role is crucial for building community ownership and ensuring the project's interventions are responsive to local needs.

Duties and Responsibilities:

A. Community-Level Project Implementation

  • Execute field-level activities as outlined in the project design and detail activity plan, ensuring alignment with the project’s theory of change and outcomes.
  • Implement and monitor project activities at the assigned ward and health facility levels according to the annual work plan.
  • Provide on-site technical support to HFOMC members, health workers, and FCHVs to promote equitable, accessible, and high-quality RMNCAH services. Ensure that service delivery is inclusive and free from disparities related to caste, gender, socioeconomic status, disability, or geographic distance, enabling all community members to access quality care through health facilities.
  • Facilitate and monitor community-based engagement activities, including Health Mothers' Group (HMG) sessions, male engagement dialogues, and school-based ASRH sessions.
  • Support the organization of outreach clinics (PHC-ORCs) and RH morbidity camps in remote wards, ensuring they are inclusive and accessible.
  • Coordinate with rural municipalities, schools, health facilities, and other stakeholders to ensure effective implementation of all project activities.
  • Prepare annual work plans, quarterly plans, and activity schedules in coordination with municipalities and health facilities.
  • Ensure timely execution of Municipal planning and budgeting support, Health worker capacity-building activities, Community engagement and outreach interventions
  • Facilitate inception, annual planning, and review meetings.
  • Plan, implement and co-ordinate the project activities to ensure the quality in AFN’s projects
  • Support implementation of MSS assessments, facility improvement plans and supportive supervision systems
  • Strengthen referral systems and birthing center quality improvement process
  • Prepare activity plan and fund requirement for the field level activities for smooth delivery of project activities;
  • Provide technical and coordinating support to organize project activities in the community;
  • Ensure that activities are carried out timely and effectively as per approved project documents
  • Ensure timely submission of activity reports, quarterly reports and data as per the reporting timeline;
  • Ensure the implementation of AFN policies and practices in all field level activities;
  • Be in regular communication with the team and to support the program in field;
  • Co-ordinate with the local stakeholders and to plan about the future sustainability of the project; 
  • Schedule and organize meetings/events and maintain agenda and minutes
  • Support growth and program development;
  • Provide technical support to HFOMCs, AHCCs, FCHVs, and HMGs in line with project needs.

B. Community Mobilization and Advocacy

  • Mobilize and engage community members, focusing on vulnerable and marginalized groups, including women, adolescents, Dalits, and persons with disabilities.
  • Strengthen the capacity of community structures such as HFOMCs, Health Mothers' Groups, and child clubs.
  • Facilitate awareness sessions with traditional healers to improve their understanding of RMNCAH and mental health conditions and encourage timely referrals to health facilities.
  • Promote the importance of gender equality, social inclusion, and child safeguarding within the community.

C. Coordination and Reporting

  • Maintain strong coordination with the Rural Municipality (RM) health section, ward offices, Health Facility In-charges, and other local partners.
  • Report regularly to the Project Manager on progress, challenges, and emerging issues.
  • Support the MEAL Associate in data collection by maintaining accurate records of all community-level activities, including attendance registers and training reports.
  • Contribute to the preparation of regular progress reports by documenting field-level achievements and case studies.

D. Capacity Strengthening

  • Plan and coordinate training for health workers on RMNCAH services.
  • Ensure the integration of GEDSI, PSEAH, and child safeguarding across all training and program activities, while strengthening participants’ understanding of these areas.

E. Safeguarding, Risk management and Inclusion

  • Ensure all project activities comply with the organization’s safeguarding and inclusion policies, including Child Safeguarding, PSEAH, and GEDSI standards.
  • Promote the participation of marginalized groups (e.g., girls, persons with disabilities, Dalits) in project activities. 
  • Contribute to assessing, mitigating and reporting on risks, including risks of child abuse and exploitation and sexual abuse and exploitation, in the project area
  • Support the development and implementation of effective incident reporting mechanisms both within the health centers and in the community.
  • Ensure immediate reporting to AFN of any incident of abuse and exploitation.
  • Follow directives of AFN for follow up required regarding incidents, including reporting to concerned authorities;
  • Ensure safety of survivor, confidentiality and survivor centered approach. 
  • Contribute to raise awareness and practice of GEDSI, Child Safeguarding and PSEAH with all health stakeholders.

F. Advocacy and Sustainability

  • Advocate with local governments to integrate RMNCAH into municipal plans and budgets.
  • Support HFOMCs in developing and implementing local RMNCAH action plans.
  • Develop, communicate, and implement strategies and an exit plan to ensure the project’s sustainability beyond its implementation period.

Required Qualifications and Experience

  • Bachelor's Degree in Public Health, Nursing, Social Sciences, or a related field 
  • Minimum 2 - 3 years of experience in community-based health program implementation in rural Nepal.
  • Experience working on RMNCAH, community mobilization, or primary healthcare programs.
  • Experience working with FCHVs, HMGs, and local government bodies is an asset.
  • Strong knowledge of: MSS, HMIS, LMIS and RMNCAH programming
  • Experience in FCHVs/HMGs training facilitation and coordination

Required Skills and Competences

  • Strong interpersonal, facilitation, and communication skills.
  • Ability to work effectively with diverse community members, including marginalized groups.
  • Good organizational and time management skills.
  • Strong written and spoken communication skills in Nepali and English.
  • Ability to work independently in remote field settings with minimal supervision.
  • Proficiency in MS Office suite (Word, Excel, Ppt).
  • Commitment to GEDSI and safeguarding principles.
  • Willingness to spend a significant amount of time (up to 80%) in the field, which may involve extensive walking and travel in challenging terrain.
