Consultancy Services for Data Integration of Sajag Nepal Project Datasets into the Geohazard Module of Bipad Portal

1. Background

a. About the Organization

Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. YI-Lab's mission statement is, ‘to engage young people to bridge science to people and policy through innovation’. YI-Lab harnesses indigenous knowledge, citizen science approaches, develops low-cost technological solutions, promotes open data, promotes entrepreneurship, and conducts evidence-based advocacy campaigns. YI-Lab provides a conducive environment for young people to co-create solutions for inclusive development.

b. About the RAIN Project

The Resilience, Adaptation and Inclusion in Nepal (RAIN) Programme, funded by the Foreign, Commonwealth and Development Office (FCDO), aims to strengthen community resilience and enhance sub-national government systems for early warning, early action, and climate adaptation. The project is led by People in Need (PIN), co-led by DanChurchAid (DCA), and implemented by a consortium of partners, including Local Initiatives for Biodiversity, Research and Development (LI-BIRD), Community Self-Reliance Centre (CSRC), Youth Innovation Lab (YI-Lab), and Prerana, with technical support from the Red Cross Red Crescent Climate Centre (RCCC) and the United Kingdom Meteorological Office (UK Met Office).

Youth Innovation Lab (YI-Lab), as a technical partner under RAIN, supports the continued enhancement of the Bipad Portal by expanding access to multi-hazard risk information and strengthening digital solutions for disaster risk management.

c. About Bipad Portal

The Bipad Portal (Building Information Platform Against Disasters) is the Government of Nepal's national digital platform for disaster risk reduction and management, developed under the leadership of the Ministry of Home Affairs (MoHA) and operated by the National Disaster Risk Reduction and Management Authority (NDRRMA). It serves as a centralized multi-hazard information system that supports disaster preparedness, response, recovery, and risk-informed planning across federal, provincial, and local levels.

The portal integrates and visualizes disaster-related spatial and non-spatial datasets from multiple agencies, enabling evidence-based decision-making through risk maps, incident reporting, early warning information, and disaster assessments. Its interoperable architecture allows integration of datasets from different sectors to strengthen disaster risk management and resilience.

d. About Sajag Nepal Project

Sajag Nepal is a collaborative initiative that strengthens preparedness for mountain hazards in Nepal through research, risk assessment, and evidence generation. The project has produced a comprehensive set of multi-temporal landslide inventories covering pre-earthquake, co-seismic, and post-earthquake periods from 2014 to 2020. It has also developed scenario-based landslide risk models to assess earthquake- and monsoon-triggered impacts on infrastructure and communities, analyse changes in landslide patterns over time, and support current and future risk assessment.

These datasets and models provide important evidence for disaster preparedness, infrastructure planning, and long-term landslide risk reduction. Their integration into the Bipad Portal will improve accessibility and support informed decision-making by government agencies and other stakeholders.

e. About the Geohazard Module

The Geohazard Module in the Bipad Portal is a centralized, GIS-based platform for managing and visualizing geohazard information across Nepal. It facilitates the systematic collection, storage, updating, and dissemination of data on hazards such as landslides, rockfalls, debris flows, land subsidence, and riverbank erosion, along with their spatial extent, characteristics, impacts, and mitigation measures. By integrating geohazard information with exposure data such as settlements, critical infrastructure and population, the module supports hazard and risk assessment, evidence-based planning, disaster preparedness, emergency response, and long-term risk reduction. It also serves as a national repository for geohazard assessments, enabling federal, provincial, and local governments to access standardized information for land-use planning, infrastructure development, and informed decision-making.

2. Purpose of the Assignment

The purpose of this assignment is to assess, prepare, configure and integrate datasets developed under the Sajag Nepal Project into the Bipad Portal, linking with the Geohazard Module. The assignment will ensure that the datasets are technically compatible with the Bipad architecture, appropriately documented, optimized for web-based visualization, and deployed within the relevant Bipad modules.

The selected consultant or consulting firm will work closely with Youth Innovation Lab and the NDRRMA technical team throughout the assignment.

Note: YI-Lab will not entertain or consider submissions with incomplete documents. Quotations submitted through email will not be considered; only sealed quotations submitted to the YI-Lab office will be accepted. YI-Lab reserves the right to accept or reject any or all quotations, in whole or in part, without assigning any reason.
