Position: Project Coordinator
Duty Station: Lalitpur
The Project Coordinator (PC) will work under the direct supervision of the Chairperson and work closely with the partner organization’s/project team, leading the overall implementation of Surakshit Pariwar (SP) projects in Nepal. This position is responsible for overall Program Development and Management, Finance and Administration, Reporting and Compliance, and Coordination & Liaison with the donor agencies, related government agencies and relevant stakeholders.
Major Duties and Responsibilities:
Program Development and Management – 50%
- Explore the potential funding opportunities and maintain a database of international and local donor organizations (international foundations, bilateral and multilateral agencies, and private cooperation offering donations), and be updated on local and global fundraising opportunities.
- Develop concept notes, project ideas, project proposals, and business plans, and ensure their timely submission.
- Develop an annual project plan and implement & monitor the project activities to ensure that they are being implemented following the Detailed Implementation Plan (DIP) and applicable program implementation guidelines.
- Provide technical support to partner municipalities on: annual health review, capacity building on data management, data analysis, results-oriented program, planning, budgeting, monitoring, and evaluation methods & principles.
- Make frequent field visits to project areas to facilitate the implementation process, routine data collection, and follow-up.
- Developing, improving, and reviewing reporting templates, as well as Monitoring & Evaluation (M&E) tools, to ensure efficient communication and reporting systems.
- Ensure proper implementation of project(s) per the project agreement.
Reporting and Compliance – 20%
- Share the information on updated donor and fundraising opportunities with the SP board biannually or as required.
- Prepare regular progress reports, including donor-specific reports if required, on projects and financial situation, technical deliverables, presentations, and annual work plans.
- Share the progress reports, in terms of projects and financial status, with the SP board biannually or as required.
- Ensure compliance with the applicable rules, regulations and policies of the government of Nepal, donors and SP.
- Lead the process of project agreement and facilitate obtaining approval from Social Welfare Council, municipalities and related government agencies, as applicable, prior implementation of the project.
- Ensure compliance with government regulatory requirements, like SP annual renewal and submission of project progress and financial reports to various government entities like the District Administration Office, Social Welfare Council, Municipality, IRD, etc., for smooth and uninterrupted operation of SP programs/ projects.
- Ensure timely statutory audits.
Finance and Administration – 15%
- Provide inputs to and work with the SP board for the development of SP policies and procedures, like financial policy, human resources policy, and program implementation guidelines/ procedures, etc.
- Ensure timely preparation of donors’ and SP’s annual operational budgets, and implement them as approved by the respective donor(s) and SP Board.
- Ensure appropriate and timely financial management, including overseeing financial projections,
- expenditure tracking and financial reporting.
- Prepare annual procurement plan and routine requests for equipment, supplies, and other goods (both for program and administration) and forward them to the SP board for further action.
Coordination and Liaison – 15%
- Build sound relationships and proper coordination with Partner Organizations, Health Office (HO), District Coordination Committee, municipal office, health facility, and other concerned stakeholders at the district, municipality, and ward levels to effectively implement the program and achieve the desired program results.
- Coordinate the Project Advisory Committee (PAC) meetings as per Social Welfare Council requirements.
- Ensure effective coordination with the SP board for conducting regular meetings, Annual General Meetings, statutory audits and procurements, as required.
- Any other tasks assigned by the supervisor.
Required academic qualification and work experience:
- Bachelor's degree in Public Health with over five years of experience in health project management, or a Master's degree in Public Health with at least two years of experience in the field.
- Preference will be given to candidates with experience in Maternal and Newborn Health (MNH) projects.
Skills and abilities:
- Ability to function as a self-starter with limited supervision.
- Excellent verbal and written communication skills in English language.
- Ability to manage people, good interpersonal skills, and experience of working in a team.
- Knowledge and experience using MS-Office packages.
- Good analytical skills and experience with program oversight.
- Knowledge and experience in project management and data management.
- Practical experience in facilitation and negotiation skills with government counterparts/stakeholders at different levels.
