Founded in 1991, Women’s Rehabilitation Centre (WOREC) is a national level leading NGO working in Nepal from local to global level with feminist values to support and bridge collective actions for women rights and feminist movement. Together with collaborators from a diverse range of feminist human rights movements and networks, WOREC works to advance the rights of women in diversity. WOREC advocates for affirmative structural and social changes influencing national and international actors. WOREC works for the protection and promotion of women's human rights and social justice with the campaigns against violence against women, and women's economic, social and cultural rights. WOREC is active nation-wide by its presence with central office in Lalitpur, provincial and district offices in 6 provinces. Job Description

The Program Operation Manager (POM) is responsible to oversee the overall programs and synergies of programs of organization. ThePOM is responsible to oversee the combined effects of programs of WOREC and programs under VAW, ESCR and Human Rights & Social Justice campaigns along with holistic engagement and comprehensive capacity development of W/HRDs. Program and its activity planning, implementing, monitoring, reporting, documenting, stakeholder communications and coordination with field and other various stakeholders are the major responsibilities of POM. POM oversees the program operation and assist ED for overall operation including administrative, logistics and procurement operation of the organization and in proposal writing and tracking of specific and short-term projects, contracts, consultancies and M&E at different districts. POM works closely with and under the direct supervision of ED, also in close coordination with Program Managers, Finance and Admin Departments,Coordinators of Lalitpur office and District Coordinators,Monitoring, Evaluation and Learning Manager/Officers of the concerned programs and other field staffs in achieving the goal and objectives of WOREC.

Duties and Responsibilities

  • Take team leadership and oversees all operation of all the programs and campaigns. Ensure the control, oversight and systematic operation system of the programs are functionally well and adheres the organization's finance, administrative and HR policies.  
  • Take regular updates from province and district offices of the ongoing operations of program activities and coordinate the organizations working with women, youths and children, human rights activists, w/hrds and guide them through in managing both the program and the operations smoothly.
  • Monitor progress and ensure quality by tracking program implementation and reporting on timely basis and making necessary adjustments to ensure the successful completion of the respective project.
  • Ensures that all campaigns and programs of the organization focusing on gender equality, human rights and social justice are well connected with the organization's vision, mission, goals and objectives and that the issues that come from the community are well linked with programs and campaigns.
  • Develop and implement the campaigns from feminist approach and women's human rights perspective considering the project documents as well as WOREC's vision and mission.
  • Ensure that for all implemented activities, evidences/reports are documented at central level, province level as well as district level.
  • Develop the annual budget and operation plan to support the programs. Ensure the program operation guidelines of each program and campaign are prepared and implemented properly. 
  • Plan and design the human resource development plan and conduct staff capacity building program and provide technical support to respective staff as per the need. 
  • Ensure all annual, half yearly, quarterly and monthly plan of program are prepared timely and activities are implemented effectively in order to achieve expected outcomes, document adequately and properly, and ensure timely reporting to donors.
  • Fulfill the responsibilities under the supervision of Executive Director. Engage in preparation of analytical program operation reports and submit it to Executive Director. 
  • Guide and plan with the concerned responsible persons to organize and manage training, workshop conferences/seminar and interaction programs in coordination with different national and international partners. 
  • Make field plans to provide technical inputs and required support to district management and supervise the monitoring and evaluation unit of the organization for successful completion of program/projects in all districts.
  • Strengthen and maintain relationship with various resource persons, stakeholders and governments, non- government organizations and various networks.

Education Qualification and Skills 

  • Master’s or M.Phil. in Social Sciences - Economics, Rural Development, PublicAdministration, Law, or related field
  • Good understanding of development sector, right based approach, human rights concepts and mechanism with feminist values. 
  • At least five years of experience in leadership position.
  • Have methodical and strategic thinking.
  • Good communication skills.
  • Project management and training management skills.
  • Excellent organizational skills.
  • Computer literacy. 
  • Adequate knowledge of administrative, procurement and contract management process. Knowledge of working with government, UN Agencies and/or other funding agencies.
  • Strong writing skills in English and Nepali languages
