Program Officer: ENSURE Nepal Project

Duty Station: Kathmandu with field travel

Duration: Full-time, project-based (One year with possibility of extension) 

Reports to: Program Coordinator

ABOUT THE PROJECT

Nepal Development Society (NeDS), established in 2013, is a leading research-focused non-governmental organization in Nepal. NeDS is implementing the ENSURE-Nepal is a four-year initiative supported through a cooperative agreement with the U.S. Department of State Office to Monitor and Combat Trafficking in Persons. The project aims to develop scalable interventions that reduce harm to migrants and their communities through identifying addressable risks and ameliorating them via evidence-based IDR and interventions. It uses evidence-based intervention development research to identify what works to reduce exploitation and harm faced by migrant workers.

POSITION SUMMARY

The Program Officer supports overall project implementation, coordination, and field operations. This includes supporting research activities, managing partner engagement, coordinating intervention tasks, and ensuring smooth execution of planned activities in Nepal. The role requires close work with project partners, migrant-led organizations, research teams, and government stakeholders.

KEY RESPONSIBILITIES

1. Program Implementation & CoE Field Coordination

  • Lead day-to-day field operations of project interventions, including activities with recruitment agencies, medical centers, and PDOT centers.
  • Assist in coordinating assessments, field visits, and improvement activities.
  • Ensure documentation, reporting, and follow-up of CoE-related tasks in line with project plans.

2. Partner Coordination & Liaison

  • Coordinate with national and international partners involved in the project.
  • Maintain regular communication with partner NGOs, research teams, migrant support groups, and technical advisors.
  • Support meetings, workshops, consultations, and joint planning sessions.

3. Research Support

  • Work with the MEAL Officer to conduct data collection, including surveys, interviews, and consent processes.
  • Support research design activities, logistics, and documentation.
  • Ensure data quality and timely submission to the research team.

4. Documentation & Reporting

  • Prepare activity reports, meeting notes, and field documentation.
  • Maintain proper data archiving and digital record keeping.
  • Support preparation of quarterly and annual donor reports.

5. Administrative, Budget & Logistical Support

  • Assist in the preparation of activity budgets and logistical plans.
  • Coordinate procurement, travel arrangements, and field scheduling.
  • Support sub-award preparation and partner reporting requirements.

QUALIFICATIONS

Education

  • Master’s degree in social science, public health, development studies, management, or related fields. 
  • Experience
  • Minimum 3 years of experience in project or program management, coordination, preferably in labour migration, trafficking, or any development sector.
  • Experience working with community groups, private agencies, NGOs, or government agencies is an advantage.
  • Experience in collecting field data, conducting interviews, or supporting research activities.

Skills

  • Strong coordination and communication skills.
  • Ability to support field research and manage logistics.
  • Good documentation, writing, and reporting abilities.
  • Comfortable working with diverse teams and partners in different time zones. 
  • Willingness to travel for field work.

SALARY AND BENEFITS

NeDS provides competitive salary, with provident funds, gratuity, accidental insurance, medical insurance and opportunity for growth and development.

Basic Salary: NPR 67,000

PF: 10% of basic salary from Office

Gratuity: One month of basic salary per annum

Festival Allowance: One month of basic salary per annum

Medical Insurance: NPR 260,000 for staff and family

Accident Insurance: Upton NPR 2,000,000
