Job Title: Program Development and Knowledge Management Officer

Joining Date: January 2026 (Earliest Possible) for minimum 2 years

Role Purpose

Position Overview: The Program Development and Knowledge Management Officer will lead strategic program planning and drive new project and research development efforts. This person will play a key role in identifying and cultivating funding and partnership opportunities, shaping program strategy, and strengthening the organization’s overall knowledge management capacity.

Key Responsibilities

Program Development & Resource Mobilization

  • Proactively identify, cultivate, and develop new project and research opportunities aligned with organizational priorities.
  • Work closely with the Program Development & Knowledge Management Unit (PDU) to prepare and submit proposals, concept notes, and expressions of interest to bilateral donors, foundations, and institutional funders.
  • Continuously scan and monitor donor calls, grant solicitations, and funding opportunities.
  • Lead the strategic expansion of organizational programming by mobilizing financial, human, intellectual, technological, and other in-kind resources to support core initiatives.
  • Draft and consolidate proposals, concept notes, donor submissions, and project responses.
  • Liaise with implementation teams to ensure timely donor report submissions; design and maintain reporting tools for project implementation.
  • Edit and refine narrative reports for donors, using both qualitative and quantitative data collected from field teams.

Monitoring, Evaluation, Research & Learning (MERL)

  • Support rollout of M&E tools in field settings, and provide technical support to field teams for effective implementation.
  • Conduct trainings and workshops for field staff on monitoring, evaluation, and project reporting.
  • Design and maintain a robust data-management system for routine project monitoring and evaluation.
  • Periodically review ongoing projects and provide timely feedback to program teams on progress toward goals and indicators.
  • Maintain a centralized database to track outputs and progress against indicators.
  • Prepare project implementation plans, develop manuals and standard operating procedures (SOPs), and ensure that project activities align with organizational policies and quality standards.

Field Research & Knowledge Dissemination

  • Travel to project field areas to assess context, identify gaps, and identify potential interventions or proposals.
  • Work in collaboration with the communications team to package and publish research findings, ensuring wide dissemination via reports, journal articles, conference submissions, posters, and other learning events.
  • Manage the submission and review process for academic or applied research outputs, and coordinate participation in conferences, workshops, and dissemination forums.

Organizational Development & Capacity Building

  • Promote a culture of continuous learning and innovation: encourage staff across departments to propose new initiatives and improvements.
  • Identify capacity-building and training needs for staff; facilitate development opportunities across departments.
  • Provide technical guidance and editorial support in the development of training materials, reports, and external documentation as needed.
  • Work collaboratively with teams to strengthen organizational systems, policies, and knowledge practices.

Required Qualifications & Skills

  • Master’s degree in Environment Science, Natural Resource Management, Developmenet Studeies and relevent field. Minimum 3-5 years of professional experience in project or program design and development, preferably within the development sector in Nepal.
  • Familiarity with environmental issues, plastic recycling, climate change, green economy, and related research.
  • Strong analytical ability, strategic thinking, and systems-level perspective. Able to manage multiple stakeholder needs effectively.
  • Demonstrated experience in donor-funded proposal development, budget preparation, and grant application processes.
  • Capacity to conduct or supervise program assessments and write high-quality proposals and budgets.
  • Excellent writing, editing, and communication skills (both written and spoken English).
  • Proven ability to deliver under tight deadlines and manage multiple tasks under pressure.
  • Ability to build and maintain strong interpersonal relationships at organizational and stakeholder levels.
