Oxfam has been working in Nepal since the 1980s, addressing the poverty and injustice faced by women and other socially excluded groups. We are looking for dynamic team player in the following positions for our programme.  

 

Gender Officer (Re-advertisement)

 Level: D1

 Duration: Fixed term contract until March 2017

 Location: Gorkha

RESPONSE OBJECTIVES

Ensure the protection of rights and needs of women and girls and men and boys are met in the humanitarian response.

(Building on Oxfam’s commitments as outlined in the Oxfam Strategic Plan this response is being designed and will be delivered ensuring that women’s rights and protection guide and inform our programme choices)

JOB PURPOSE

To support the Nepal Response Team in response operation area in enhancing their capacity to meet the Minimum Standards on Gender for Humanitarian , so that the different needs of men, women, boys, and girls affected by crisis can be addressed.

REPORTING LINES

Post holder reports to Area Humanitarian Programme Manager (APM) for operational Management and to Gender Partnership Coordinator for technical matrix management.

Dimensions

  •  Required to make sound judgements regularly within agreed processes using a good understanding of the team, the community and the context 
  •  Work patterns are mainly routine but become high-pressure during emergency times
  •  Communication and Coordination with response team in concerned location,  Country Team, Gender  Advisor, and with external contacts / target audiences to support operational work. 
  •  Analysis and internal communication of the local and wider context to inform appropriate planning and implementation of the humanitarian programme
  •  Monitoring the regular response work for effective delivery for putting women rights into response operations in location.
  •  Negotiation and representation with authorities and other humanitarian stakeholders

 Key Responsibilities

  • Work withe humanitarian feild teams to ensure access of women at risk to Oxfam’s response, recovery and rehabilitation work.
  •  Work within the PH and EFSL teams as a team member to better understand the gender concerns from a programmatic perspective, taking into account the needs of men, women, girls and boys.
  •  Work alongside the programme teams to familiarise Oxfam’s principles and approaches to gender equality to achieve gender minimum standards, taking into consideration the local context and appropriate response.  
  •  Build the capacity of women within the community to facilitate their participation and leadership role in emergency management. 
  •  Mentoring and coaching Oxfam programme teams and partner staff in gender and safe programming.
  •  Lead in integrating gender into MEAL processes in operation area; setting of specific indicator for process monitoring and follow up that, advising team in getting gender specific information through spot monitoring and Post Distribution Monitoring ( PDM) process, initiate innovative documentation process to capture learning and changes, support team to get sex and gender disaggregating data.
  •  Maintain relationship with partners and allies among the women’s organizations, both to support them in communicating to the rest of the organization policy or other emerging issues, and to promote their participation in coordination systems at the local level
  •  Act as a focal point/representative on Gender in Nepal Response by Oxfam in operation area for enhancing sharing, linking and learning process with field teams, relevant technical/thematic issues, as well as coordination with external concerned people and authority.
  •  Be an active member of Oxfam’s humanitarian response team; participate in appropriate staff meetings and planning sessions. 
  •  Other tasks as necessary in agreement with reporting manager 

 Skills and Competence

 Essential:

  •  Bachelor degree in related field. Preferred expertise in Gender Studies and Social Science.
  •  Should have at least 3 years of experience in related field.  
  •  Demonstrated experience working on gender issues in humanitarian and early recovery contexts.
  •  Proven experience of successful capacity-building of field staff and partners.
  •  Proven skill in collecting critical information and analyse information in 1s Phase of emergency.
  •  Strong communication skills, Good levels of spoken and written English. Complete fluency in Nepali
  •  Genuine commitment to a rights-based approach, gender equality and protection.
  •  Proven analytical and strategy development skills. Understanding of monitoring processes, learning, adaptation and evaluation.
  •  Ability to work in multi-cultural team across different geographical locations, including providing remote support to field teams/partners when required.
  •  High level of adaptability and initiative.
  •  Willing to travel to remote field areas for regular support to programme teams.
  •  Willing to deploy to take part in emergency assessment team where required.

 Desirable:

 

  •  Understanding of gender issues in WASH and EFSL - with a particular emphasis on Cash Transfers, Social Safety Nets, DRR and CFW.
  •  Strong understanding of protection issues as related to conflict including IHL and key protection standards such as Sphere Protection Principles and ICRC Protection Standards.

DRR Officer

 Level: D2

Duration: Fixed term contract until March 2017

 Location: Kathmandu Valley

 

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE: To implement Oxfam’s strategic and operational priorities in Nepal.

JOB PURPOSE:  In line with Oxfam’s strategic plans and policy guidelines to work under the leadership of the DRR Coordinator and Program Manager in planning, implementing and monitoring agreed objectives / issues with Oxfam partners.  Participate in and contribute to the development of wider institutional strategy

BUDGET RESPONSIBILITY:

DIMENSIONS:

 •Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.

•Communication largely with OXFAM in-house staff, (including international) also with some external contacts / target audiences to support operational work.

•Analysis and internal communication of the locally relevant context to inform appropriate planning.

•Some analysis and communication of the wider context.

•Monitors and supervises the work of partners for timely delivery of the programme.

•Some negotiation and representation with local authorities and local bodies.

•Networking with peers to develop a shared analysis of local issues, contacts and key players.

  

KEY RESPONSIBILITIES: 

•To assist project team for the implementation of recovery programme linking with urban risk management & Community Based Disaster Risk Reduction,

• To ensure that DRR component in recovery programme is appropriately implemented and institutionalized at community, ward and Municipality levels.

•Provide assistance on partners’ selection/appraisal and issuing grant agreement to partners in line with OXFAM policy and guidelines compliance, 

•Facilitate to strengthen capacity of project partners and government stakeholders on DRR. 

•Assist the project team on managing partnership relationship on DRR component and facilitate issuing grant agreement to partners. 

•Undertake regular field visits to monitor ongoing DRR project progress. Take necessary action based on results of monitoring.

•To support partners develop and compile quantitative and qualitative report  (quarterly, interim and final) and documentation of case studies and good practices

•To ensure adherence to Oxfam’s Gender, Diversity and Equal Opportunities policies

Qualification, SKILLS AND COMPETENCE: 

 

•Bachelors degree in Civil engineering with 1-2 year progressive experience in the sector of Disaster Risk Reduction (DRR)

•Substantial experience of community development works in NGOs.  

•Substantial experience of CBDRR and disaster management cycle.

•Proven track record of achieving results and of community based monitoring skills

•Ability to manage relationships with community, partners, local bodies/ institutions and government officials

•Ability to facilitate dialogue between development practitioners at community, VDC/Municipality levels

•Sensitivity to gender and diversity issues

•Strong interpersonal and information skills to work as part of a team

•Good communication skills with fluency in written and verbal English and Nepali 

 •Physical fitness for travel and a willingness for sustained field work

 

Logistics Officer

 Level: D2

Duration: Fixed term contract until March 2017

 Location: Gorkha

 

 OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering. 

JOB PURPOSE: To perform logistics and administrative tasks according to Oxfam GB procedures and polices.

REPORTING LINES: 

Post holder reports to: Field Logistics Manager 

Staff reporting to this post: Logistics Assistant

DIMENSION: 

  • Supervises people, assets, projects or processes.
  • Monitors performance of team or external contacts and gives advice / guidance to managers in a specialist area.
  • Objectives are set within well-defined limits although some adaptation on day-to-day issues may be required.
  • Problems may vary but solutions can be defined from previous experience with judgement being required to choose and apply the most appropriate solution.
  • Regular communication is normally with their immediate manager but some tasks require a broad range of communication (including negotiation) internally and externally.
  • Maintain and manage the development of improvements to the department's services, procedures and systems.
  • Line management or supervision of logistics and administrative assistant.
  • Solving problems of a varied nature and resolving day-to-day problems often without upward referral.
  • Impacts of this role are significant within the department and have wider, organisational impact.

KEY RESPONSIBILITIES: 

Logistics: 

1. Support Logistics Manager to organise all logistics processes, including purchasing, warehousing, communications, transport and asset management as well as the related administrative procedures for Oxfam operations.

2. Give support and when required play an active role in national and international procurement of items based on authorised requisitions in a transparent and timely manner and in line with Oxfam GB systems and procedures.

3. To support the programmes in budget development, patricide in project mobilisation workshops and pay regular filed visits of project areas.      

4. Ensure that all Oxfam procedures are followed when during all processes related to stock management and those suitable tracking systems are employed and ensure quality control systems are in place.

5. Ensure that assets and fleet management procedures are strictly followed at all times. 

6. Support programmes, & projects in establishing and following up of logistics procedures at office and field level.       

7. Support PSM in logistics and administration strategic work i.e. identify national and international suppliers / producers of humanitarian items (blankets, Jerry Can, Tents etc) i.e. bill of quantity, road networking and coordinate and represent Oxfam in Nepal Logistics Forum.

8. Ensure accountability, transparency, quality control and gender balance while carrying out logistics and administration work.

9. Implementation of security management plan.

10. To supervise logistics staff in procurement, warehousing, assets, transportation, staff travelling & accommodation and visa processing and air management reception area. 

11.Capacity building of OGB logistics team 

Administration:

1. Provide administrative support & initial guidance to Nepal Programme offices and projects. 

2. Support programmes & projects in establishing administration systems & procedures. 

3. To act as lead person and providing overall supervision to admin staff in visa processing, travelling, office upkeep and reception area. 

4. To provide support to PSM in security issues and implementation of policies related thereto. 

5. To perform as first point of contact in external environment on different administrative issues. 

6. To perform capacity assessments in Administrative and related areas of other partner organizations under the guidance of Logistics Manager. 

7. Providing support to Humanitarian projects in administration.

SKILLS AND COMPETENCE: 

  • Education – Bachelor’s Degree in relevant subject from reputable institute with minimum 2 years of experience in logistics and administration.
  • Written and verbal communications, which engender confidence from Managers and staff across the organisation. 
  • Keeps up-to-date with internal or external activities that may influence role. 
  • Willing and able to adapt priorities in order to respond to changing demands
  • Deputise for higher-level staff. 
  • Anticipates outcomes of activities and uses initiative to keep these activities on course. 
  • Appreciates impact of events on organisational practices. 
  • Actively promotes high standards and continuous improvement. 
  • Resources above utilised to maximise productivity within their remit and Increase standards. 
  • Influence working practices recommending improvements that are regularly adopted.

  • Good knowledge of misc government agencies, Financial institutions. 
  • Computer literate, including word-processing, database and/or spreadsheet use, lotus notes etc.
