CAD Jumla is an autonomous, independent, nonprofit making independent, non-governmental organization (NGO) working in areas of promoting human rights and developmental activities. It was established in 2009 AD, by the enthusiastic youths of Jumla; lawyers, social workers, health worker, journalists, human rights activists and intellectuals to facilitate in promoting human rights and continuing developmental activities based on the principle of “for the Karnali people with the Karnali people and by the Karnali people” for establishing just and prosperous Karnali region by acknowledging the adversity and diversity of the region in terms of geographical remoteness, economic hardships, traditional practices and rich flora and fauna. The organization has been working on need based action orientated multi-disciplinary areas through social mobilization especially focusing on human rights, Women Empower, agriculture and School WASH.

CAD Jumla has been implementing the “Girls Standing Strong (GSS) project” in partnership with Plan International Nepal. The project will be implemented in Kanaka Sundari Rural Municipality of Jumla district. The key goal of the project is that all child, adolescent and young (CAY) particularly girls and young women enjoy their rights to live free from child, early and forced marriage (CEFM). CAD Jumla is seeking qualified, experienced, and self-motivated staff for the mentioned project and requests applications from eligible candidates.

Position: Monitoring and Evaluation (M&E) Officer- One (Only for Female Candidate)

Contract Type: C-SC-7

Duty Station: Based at CAD Jumla field office, Kanaka Sundari Rural Municipality, Jumla (frequently visits to project areas)

Report to: Project Coordinator 

Salary and Benefits: As per the organization's norms commensurate with the project agreement

  1. Job Summary: Has to take following, roles, duties and responsibilities in overall management of Monitoring, evaluation and documentation as per the project documents of Girls Standing Strong (GSS) & Child sponsorship, Child Protection, Sponsorship Management Project.

Key Responsibilities

1. Compliance to policies, rules/regulations and guidelines

  • Adhere policies, rules & regulations and guidelines of CAD and Plan International Nepal including safeguarding children and program participants.

2. Key responsibilities and tasks

  • Ensure the proper implementation of Result based Project Monitoring and evaluation frame work, log frame and orient project staff on how to follow the framework to ensure proper documentation
  • Support project staff to develop annual project plan and track the progress against it.
  • Carry out routine field monitoring and share the findings to project staff and Plan MERL section.
  • Enhance capacity of non MERL staff on MERL requirements and system.
  • Collect routine data of the project, compile and review to ensure the quality of deliver and report to Plan International Nepal and board of CAD. Analysis monthly, Semiannual & annual coverage/ People reached by the project components focused on Sponsored children, and other marginalized groups and prepare Monthly MERL report of the project.
  • Ensure the feedback received from stakeholders and suggest to Project lead and board for better response.
  • Support Project Coordinator to prepare periodic project progress report and database report in timely manner and sending to Plan International Nepal
  • Provide necessary feedback to project staff where as required and support for course correction during implementation. 
  • Ensure the quality of data and information’s generated through the project, handle project data with confidentiality.
  • Prepare and document the success stories, best practices, and lessons learned and share with team, community, local, and district-level line agencies as appropriate.
  • Perform other duties as may be assigned by organization.
  • Analyze and discuss findings based on regular monitoring data with Executive Director, Project Coordinator&  field staff.
  • Provide evidence-based recommendations to Executive Director& Project Coordinator to ensure that implementation of field activities adheres to Result Based ME framework and monitoring plan of activities
  • Support district based staffs in conducting baseline surveys and Knowledge, Attitude and Practice (KAP surveys)
  • Support field staff team in maintaining/ updating information at watch group, child right committee, inter religious group network, youth women organization, youth network & child club.
  • Support project for regular review and reflection meetings with Rural Municipality and key stakeholders and in organizing joint monitoring of the project areas
  • Regularly visit working areas for ensuring effective implementation and for providing necessary feed backs, guidance and direction
  • Establish sound relation and coordination with stakeholders and line agencies and funding partner.

3. Others

  • Any other duties towards achievement of project objectives assigned by the line Manager and  Program Specialist/concerned staff of Plan International.

4. Academic Qualification, Experience and Competencies

a. Academic Qualification and Experience

  • Bachelor’s degree (Preferred Master's degree) in Public Health, social science and any discipline from recognized institutions with minimum of three years of working experience in similar Position and themes. 
  • Experience in Child Protection, early childhood, SOYEE, SRHR and in mountain districts would be an added advantage.

b. Required Professional and Social Competencies

  • Strong inter-personal, communication, negotiation and facilitation skills;
  • Experience in establishing and maintaining collaborative relationships with rural municipalities, community groups and other agencies working in project area;
  • Fluency in both (written and oral) English and Nepali;
  • Proven experience with quantitative and qualitative data collection and analysis
  • Strong capacity and creativity in leading and facilitating participatory methodologies to meaningfully engage beneficiaries, including children, and receiving their feedback through approaches such as social audit
  • Excellent knowledge and skills in Windows, Word, Excel, PowerPoint and data analysis tools and software. 
  • Experience in program data management, use of data management electronic devices such as tablets is highly desirable
  • Willing to travel extensively to the project implemented sites and able to accommodate and adjust with local community/ stakeholders;
  • Sensitivity towards issues related to child protection, gender, social equality and poverty alleviation.
  • Sensitive and seriousness with safety and security system.
