Introduction

Divya Development Resource Centre (DDRC), Parsa is a non-profitable, nongovernmental organization established in 2050 B.S. DDRC registered address is Kalimai Rural Municipality Ward No. 5, Biranchibarwa, Parsa, Nepal. DDRC, has set its Vision “A healthy society of men, women and children where (Justice) opportunities are (Equitably) shared which sustains positive change and dignity for all.” In order to reach this destination, it has its mission- to facilitate a process of participatory development approach, which empowers men and women, to attain all the rights with special attention to marginalized groups, to guarantee the dignity of all. 

About the Project 

Security and Justice Programme (SJP).  

Eliminating gender-based violence (GBV), This project is envisaged in the context of the Foreign, Commonwealth and Development Office’s (FCDO)’s International Strategy on Women and Girls (2023-2030), the UK Gender Equality Act 2014, and the British Embassy Kathmandu (BEK) Country Plan, in particular, the goal defined as ‘Changes in social norms in key institutions and society mean less acceptance of GBV’. The project is strongly aligned with BEK’s commitments to the (a) transition to federalism in line with the 2015 constitution and (b) inclusive development, leaving no-one behind in the effort to empower the poor and traditionally marginalized and to improve service delivery to them.  A multi-year project directly funded by FCDO and Lead by the People in Need. It is expected that the programme will directly benefit community members, Community Based Organizations (CBOs) and Civil Society Organizations (CSOs). The priority district is Bara, Sarlahi & Dhanusha in Madhesh Province, which is implementing by the DDRC Parsa.    

1. GEDSI & Safeguarding Officer - 1 (Female candidate)

Duty Location: Based in Janakpur, Dhanusha with frequent visits to project areas

Reports to: Project Manager 

KEY ROLE & RESPONSIBILITIES:

GEDSI and Protection Mainstreaming:

  • Work closely with PIN's GEDSI and Protection team to ensure adherence of GEDSI and protection in the project designing and implementation and with PIN's Safeguarding and Accountability Lead for ensuring safeguarding. 
  • Support in Gender Analysis and inclusion of GEDSI program designing, implementation, monitoring, evaluation and assessments. 
  • Work with program teams to develop and implement GEDSI and Protection-sensitive interventions
  • Conduct training sessions and workshops for project staffs and stakeholders on GEDSI and Protection issues
  • Advocate for GEDSI and Protection within the organization and with external stakeholders.
  • Support in the case handling of protection cases and ensure safe referral of the cases as required adhering to the protection principles.
  • Ensure the integration of “do no harm” approach and protection principles in the organization and project interventions.
  • Carry out the duties in accordance with the DDRC Code of Conduct (CoC) and Key policies.
  • Ensure to have measures in place to create and maintain a respectful, dignified, and safe workplace.

Safeguarding:

  • Work closely with PIN's Safeguarding and Accountability Lead for ensuring safeguarding. 
  • Oversee development and implementation of the safeguarding framework for the organization, project and CBOs, in compliance with international and PIN standards and norms, best practices and donor requirements. 
  • Manage safeguarding risks across the project implementation and work closely with relevant departments and program teams on mitigating those risks using appropriate tools and approaches.
  • Promote and harmonize national legislation and organizational safeguarding standards that enhances the protection of children and vulnerable people, across all project activities.
  • Timely identify risks and gaps related to safeguarding of children and vulnerable adults and timely report to PIN and mitigate them in coordination with PIN in accordance with appropriate policies and procedures. Provide timely inputs to the risk register.
  • Record and timely respond to violations of child rights and dignity by reporting through appropriate channels and make referrals for response, including advocacy were deemed appropriate. Consult and communicate referral options for concerned beneficiaries, including those with disabilities, by exploring availability and feasibility of available services; enable acquisition of disability cards where relevant and possible.
  • Develop mitigation measures to prevention and response to exploitation, violence and abuse of any kind and gender-based violence (GBV).
  • Ensure adherence to survivor centered approach and prioritize best interest of the child and vulnerable adults when dealing with cases related to child protection and safeguarding of children and vulnerable adults.
  • Coordinate with national/district/local authorities and stakeholders on protection needs.
  • Ensure program staff are familiar with child protection and safeguarding of children and vulnerable adults, policies and protocols, and follow/monitor them.
  • Support HR in recruitment process to maintain gender balance and inclusiveness in staff hiring and to ensure safe recruitment process.
  • Develop and maintain a referral framework for DDRC Nepal, provide training to project staff on the referral framework, maintain a database of referrals including follow-ups on each referral.
  • Identify referral and support system for the physical and psychosocial (mental, social, emotional) wellbeing of women, children, GBV survivors and their families, share the available services with PIN, beneficiaries, communities on regular basis.
  • Develop mitigating measures to prevention and response to exploitation, violence and abuse of any kind.
  • Support in development of community-project context IEC/BCC materials and ensure its appropriate dissemination among beneficiaries and community including its monitoring in coordination with MEAL. 
  • Regular and timely reporting to and coordination with PIN. 
  • Support Project Manager to ensure safeguarding protocols are complied with when rolling out Gender Transformative Social Norms Toolkit with support of GEDSI and safeguarding officer.
  • Collaborate with GEDSI and SG Officer to conduct risk assessment of safe spaces including commute (route)
  • Support technical coordinator in reviewing risk registers monthly and quarterly
  • Ensure inclusive participation (diversity) and promote diversity among facilities

Investigation:

  • Under the supervision of Programme Manager of DDRC, manage allegations and complaints with a potential to warrant internal investigation in line with DDRC policies and systems. This includes being a Focal Person handling Safeguarding Case Register, and support in preparation and/or analysis of investigation reports for as pertinent for each case.
  • Liaise with Safeguarding and Accountability Lead of PIN on all ongoing investigations relevant to project to ensure compatibility with PIN processes and strong cooperation.
  • Support the investigation under the supervision of the Safeguarding and Accountability Lead of PIN wherever deemed required.

Capacity Development 

  • Train and support staff, associated CBOs and stakeholders and suppliers on organizational safeguarding minimum standards and monitor their adherence and compliance to donor's (if applicable), PIN's and DDRC's policies and internal procedures, protocols, code of conduct, with special attention to safeguarding standards and procedure including case handling, child protection, zero tolerance and do no harm policies; immediate reporting and respond complaints and issues based on its severity.
  • Ensure DDRC safeguarding framework developed to protect children and vulnerable adults, and other policies and protocols and follow/monitor them. 
  • In collaboration with PIN, build strong evidence-based track records, case stories and best practices on GEDSI and Protection achievements of the project.

Programmatic support & Programme development

  • Support Program manager in integration of GEDSI, safeguarding and protection in project implementation. 
  • Support DDRC teams with GEDSI and Protection inputs in programmatic design and adaptation, implementation, monitoring and evaluation. Collect and share lessons learned from the project’s implementation and recommend integration of best practices into project development efforts
  • Lead and/or Support on GEDSI analysis for new proposals, including all other relevant GEDSI components.

Coordination, collaboration, and networking

  • Coordinate with PIN and relevant government agencies particularly Provincial Social Development Ministry, District Child Welfare Board, Women and Children Office, District Police Office, District Coordination Committee, local government authorities including civil society organizations for effective implementation of the project.
  • Participate in different networks, working groups and forums and coordinate at the district/community level likeminded organizations for resource collaboration and synergy.

Review & monitoring

  • Conduct regular field visits with appropriate tools and checklists, including interacting meaningfully with beneficiaries to identify issues related to GEDSI, protection and safeguarding of women, children, GBV survivors and vulnerable adults and learn about program effectiveness and needs of the beneficiaries and support project team to prepare action plan.
  • Coordinate and assist in the monitoring and analysis of available data and indicators from child protection and safeguarding lens in a monthly basis.
  • Support the management of reports and other resources for GEDSI, protection and safeguarding and their accessibility for field operations
  • Success Story preparation, Reporting and documentation
  • Support, monthly report, compile quarterly, semi-annual and annual reports on GEDSI, protection and safeguarding issues, as per the donor requirement.
  • Regular and timely reporting to PIN on GEDSI, protection and safeguarding issues. 

Required skill, experience and knowledge

Education: Bachelor’s degree in social science, education, rural development, social work, Law, and humanities or relevant field 

Language Proficiency: Knowledge of the local language is desirable.

Facilitation Skills: Strong facilitation skills including good verbal communication and articulation; ability to deliver sessions clearly and effectively.

Skills, Knowledge, and Experience:

  • Experience in contextualizing including translating toolkit, designing and facilitating
  • Gender transformative curriculum and practitioner of reflective facilitation.
  • Experience working with adolescent particularly girls and vulnerable communities 
  • particularly women and gender and sexual minorities.
  • Strong knowledge of analysis of Gender-Based Violence (GBV) issues, social norms and harmful practices. 
  • Experience in identifying local-level GBV issues and advocacy skills.
  • Understanding of local culture and social norms.
  • Understanding of legal provision related to GBV prevention and gender equality is desirable
  • Ability to mentor and build the capacity of facilitators.
  • Good report writing skills.
  • Experience in strong coordination and collaborative skills with CSOs/CBOs and local levels.
