Dalit Jan Kalyan Yuba Club (DJKYC) is a local non-profit and non-political organization based in Bastipur (Pradip Giri Ashram), Ward 14, working towards eliminating discrimination and improving the well-being of women and children. DJKYC also focuses on improving Water, Sanitation, and Hygiene (WASH) facilities in Lahan UM. DJKYC has been working in different Nepali communities since its establishment in 2000 AD.
The Beacon Project is a joint initiative supported by Anglian Water and WaterAid Nepal (WAN), implemented in collaboration with DJKYC (Dalit Jan Kalyan Yuba Club) Lahan. Key partners include Nepal Water Supply Corporation (NWSC) and Lahan Municipality. The project focuses on delivering impactful WASH (Water, Sanitation, and Hygiene) interventions, promoting health and hygiene awareness, improving water supply systems, and fostering community engagement, particularly among Dalit, poor & marginalized groups, to achieve Sustainable Development Goal 6 (Clean Water and Sanitation).

Job Title: MEAL Officer

Duty Station: DJKYC office based in Bastipur (Pradip Giri Ashram), Lahan Municipality, Siraha District
Reports To: Project Manager – The Beacon Project
Duration: One year with possibility of extension

1. Job Purpose:
The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer will be responsible for planning, implementing, and strengthening the project's monitoring and evaluation system, ensuring accountability to stakeholders, and documenting project processes, outcomes, and learning. The role ensures evidence-based reporting and supports quality program implementation under The Beacon Project.
2. Key Responsibilities:
- Develop and implement M&E tools and frameworks aligned with the project log frame and indicators.
- Conduct regular monitoring visits to project sites and support the project team to improve the project performance as necessary
- Maintain and update the project database and reporting tools.
- Ensure Project quality standards through regular evidence-based project quality monitoring and promote downward accountability towards the communities with whom the project works.
- As a focal person for the usage of m-Water and NWASH
- Prepare and submit monthly, quarterly, and annual reports.
- Support project team in documenting best practices, success stories, and lessons learned.
- Contribute to donor reports and presentation materials using accurate data.
- Participate in periodic project reviews, reflection meetings, and learning workshops.
- Facilitate feedback loops between the field and project team for adaptive management.
- Train and orient project staff, school focal teachers, and local stakeholders on data collection tools and M&E processes.
- Provide technical support in developing monitoring formats and tracking mechanisms.
- Liaise with the partner M&E focal at WAN or other coordinating bodies.
- Ensure that M&E data is aligned with indicators from the Beacon project’s results framework.
3. Required Qualifications and Experience
- Bachelor's degree in Social Science, Development Studies, Statistics, or related fields (master’s preferred).
- Minimum 3 years of experience in similar roles
- Experience in and coordination skills in project planning, monitoring and evaluation
- Experience working with marginalized groups, especially in the Madhesh region.
- Excellent verbal and written communication skills in Nepali and local language (Maithili); English proficiency required for reporting.
- IT skills particularly MS Word, Excel, PowerPoint
- Proficiency in relevant computer applications, particularly MS package and data analysis software such as SPSS, m-Water and NWASH etc.
- Good communication skills in written and verbal English and Nepali, with good interpersonal, negotiating and persuasive skills and experience. Local language (Maithili) preferred
- Excellent skills in writing, producing excellent monitoring and project reports, learning documents, case stories for wider audience
