National Individual Consultant to Study on the Potentials and Prospects of Municipal Revenue Generation in Dhangadhi Sub-Metropolitan City (DSMC)

The United Nations Development Program (UNDP) in Nepal is currently implementing a project Green Transition in Nepal Portfolio (GTN) that requires the services of an individual to perform the work described in this document.
In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have attached hereto the following:
- The Terms of Reference for the assignment described above;
- The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
- The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.
Should you be interested and decide to submit an offer for this assignment, kindly submit directly in the online supplier portal no later than the deadline indicated in the system. If any discrepancy between deadline in the system and in deadline indicated elsewhere, deadline in the system prevails.

BACKGROUND
The overall objective of this assignment is to identify the potential avenues for municipal revenue generation through a rigorous study to contribute the DSMC’s vision of “Clean, Green, Safe and Bright Dhangadhi”. In this context, the objective of this study is to analyze the trends and composition of revenue and expenditure of DSMC.The specific objectives are:
- Review the existing revenue generation system and its database management.
- Examine the trends and patterns of revenue and expenditure of DSMC.
- Identify the potential areas and prospects of revenue generation in DSMC and update/revise the revenue generation action plan.
- Recommend the areas of improvements on revenue generation and suggest strategies on potential applications
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
Education:
- Minimum of master’s degree in public financing, public policy, economics, Law, development studies, or relevant social science field
Experience:
- At least 5 years of experience on carrying out the research, assessments, evaluation, baseline studies/surveys, public financing sector etc. for development organizations
- Working experience with the local government on policies and providing technical support on revenue generation, taxation and financing.
- Experience of working with UN Agencies, development partners, local, provincial, federal governments and multi-lateral organizations.
- Proven experiences on report writing, facilitation and communication skills.
- Knowledge on issues and concept of gender, disability, diversity, and Prevention of Sexual Exploitation and Abuse.
- Understanding the concept of Leave No One Behind.
