The United Nations Development Program (UNDP) in Nepal is currently implementing a project Renewable Energy for Resilient Agri-Food Systems (RERAS) that requires the services of an individual to perform the work described in this document.
In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have attached hereto the following:
- The Terms of Reference for the assignment described above;
- The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
- The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.
Should you be interested and decide to submit an offer for this assignment, kindly submit directly in the online supplier portal no later than the deadline indicated in the system. If any discrepancy between deadline in the system and in deadline indicated elsewhere, deadline in the system prevails.

1. BACKGROUND
Good governance, subsistence agriculture practices, job/ skills opportunities, decent employment, environmental restoration, waste management, water management, disaster risk management, etc. are the major challenges that require urgent and immediate actions. It is also critical to understand that socio-environmental and economic impacts and mitigation measures should be interlinked and executed jointly for better and collective results.
Similarly, Nepal’s federal governance structure necessitates strong coordination and cooperation between different levels of government (federal, provincial and local) and among municipalities. Strengthening inter-governmental and inter-municipal relations is critical for effective service delivery, resource sharing, and policy harmonization. Especially in terms of environmental conservation, ecosystem regeneration, circular economy and disaster risk reduction, inter-municipal collaboration and joint programmatic visioning is particularly important for optimizing local resources, addressing complex issues, and promoting regional developmental cooperation.
In this context, the Terms of Reference (TOR) outlines the framework for assignment to “enhance and strengthen inter-governmental relationships in Nepal”. The assignment aims to mobilize individual consultant with expertise on environmental governance and inter- governmental relations, with extensive experiences working with all three tiers of the government on developing crucial policies/ frameworks/ standard operating procedures and joint action plans. The experienced and interested individuals are requested to submit a technical and financial proposal for the assignment outlined in this TOR.
