The United Nations Development Program (UNDP) in Nepal is currently looking for Social and Environment Safeguards Specialist for FRAM+ Project preparations that requires the services of an individual to perform the work described in this document.
In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have attached hereto the following:
- The Terms of Reference for the assignment described above;
- The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
- The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.

BACKGROUND
UNDP has been present in Nepal since 1963, working towards greater development impact for the people living in the most remote, poor, and vulnerable areas. Over the years, UNDP has established itself as the Government of Nepal's trusted partner in sustainable development, livelihood promotion, and disaster and climate risk management through strong policy and institutional support and enhancing capacities for resilience building at all levels. UNDP works towards three directions of change: structural transformation, including green, inclusive, and digital transformation; leaving no one behind; and building resilience.
Financing Agro-chemical Reduction and Management Plus (FARM+) proposes a multi-focal area approach to ensure that interventions supported in the agricultural sector are mutually reinforcing and beneficial, add up to more than the sum of their parts, and do not cause unintended harm in other focal areas. The objective of the GEF FARM+ Programme (“FARM+”) is to unlock new resources and repurpose existing financial resources to support governments and agricultural stakeholders in transitioning from unsustainable agricultural practices to sustainable and climate resilient agricultural practices, which strengthen climate resilience, protect, and regenerate biodiversity, improve productive landscapes and soil health, reduce soil and water pollution and GHG emissions. The FARM+ ambition is to enhance the sustainability of ecosystems, by reversing ecosystem damage and the degradation of soil health, caused by the overexploitation of land, destruction of biodiversity, depletion of freshwater resources, application of harmful agrochemicals (“toxic loading”), erosion, generation of wastes , and other harmful practices, by demonstrating that sustainable agricultural practices can lead to better yields and increased income opportunities. The FARM+ emphasizes on making transformational change in existing policies, system, financing, and practices to address systemic challenges to environment. The funding for the FARM+ Child project has been successfully secured, and the process is now in the Project Preparation Grant (PPG) phase. UNDP is seeking a team of qualified consulting firm to prepare full project of FARM+ (Financing Agrochemical Reduction and Management Plus) in Nepal, ensuring alignment with the objectives and goals of the FARM+ initiative. This project aims to increase the adoption of sustainable and climate resilient agricultural practices, by unlocking and repurposing financial resources, in a manner that protects, regenerates, and improves productive landscapes and soil health and reduces soil and water pollution as measures for adaptation through nature-based solutions and access to adaptation support.
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
The consultant will have competency and demonstrated experience and expertise in undertaking the assignments. The consultant shall possess following qualifications:
- Master’s degree or higher in environmental science, anthropology and relevant field, such as social studies.
- Minimum 10 years of demonstrable experience in the technical area of environmental safeguards, impact assessment, gender mainstreaming, and social and environmental safeguards risk assessment and mitigation.
- Experience carrying out participatory gender and stakeholder analysis, collecting and formulating gender responsive indicators and sex-disaggregated data and preparing gender responsive project analysis and developing gender action plans.
- Prior experience in the safeguards assessments and processes of international organizations and donors, such as UNDP, World Bank, and GEF.
- Demonstrated understanding of the links between sustainable development, social and gender issues.
- Clear understanding of the GEF rationale and procedures and demonstrated experience in formulation of GEF-funded project proposals is highly desirable.
- Excellent analytical, writing, advocacy, presentation, and communications skills are required.
- Demonstrate experience in ethical and sustainable procurement practices in social and environmental assessments.
