Job Summary

The Procurement and Finance Officer will manage and support procurement, finance, payment processing, financial documentation, supplier management, inventory-related documentation and financial reporting for the humanitarian response for CBM Global funded project name “Inclusive Humanitarian Response to the Bhotekoshi Flash Flood 2026 – MHPSS”. The position will ensure timely and cost-reasonable procurement, proper emergency procurement justification and approvals, payment processing with complete supporting documents, accurate expenditure recording and reconciliation, complete audit-ready records, fair supplier selection, timely programme support, and full compliance with KOSHISH and donor requirements

MAJOR DUTIES & RESPONSIBILITIES:

1. Roles and Responsibilities

The officer shall perform, but not be limited to, the following duties and responsibilities. 

  • Prepare and implement procurement processes for goods, services and works required by the Nuwakot field office and humanitarian response.
  • Receive and review procurement requests from programme and field teams and ensure that requests contain clear specifications, quantities, required delivery dates and appropriate approvals.
  • Obtain quotations/RFQs from qualified suppliers in accordance with KOSHISH procurement procedures and applicable emergency procurement provisions.
  • Support preparation of RFQs, quotation comparison sheets, bid/quotation analysis, purchase orders, contracts/ service agreements and procurement approval documents.
  • Ensure procurement decisions are based on price, quality, availability, delivery capacity and other relevant criteria.
  • Maintain an updated supplier/vendor database and conduct supplier due diligence.
  • Maintain accurate and up-to-date field-level financial transaction records; review payment requests and supporting documents before processing.
  • Prepare payment vouchers, cash/bank documents and maintain records of advances and timely settlements. 
  • Assist cashbook maintenance, reconciliations, budget monitoring and field financial updates.
  • Support donor financial reporting and maintain complete, organized, audit-ready procurement and financial documentation. 
  • Provide rapid emergency procurement support for relief and operational services while ensuring transparent, competitive and justified processes.
  • Coordinate inventory and asset documentation including GRNs, delivery notes, stock records and fixed asset register updates. 
  • Ensure compliance with KOSHISH policies, donor requirements, approved budgets, anti-corruption policy and internal controls. 
  • Coordinate with project teams, Head Office Finance and Administration, suppliers, service providers and local stakeholders. 

2. Qualifications and Experience

The successful candidate should possess the following qualifications, professional experience, and competencies:

Education

  • Minimum Bachelor’s degree in finance, Accounting, Business Administration, Management, Procurement, Commerce or a related field.
  • Professional accounting/procurement training will be an advantage.

Professional Experience

  • Minimum 2 years of relevant experience in procurement, finance, administration, logistics, or a combined procurement and finance position, preferably with an NGO/INGO or development/humanitarian organization.
  • Practical experience in procurement processes, including RFQ/quotation collection, quotation comparison, supplier selection, purchase orders, delivery verification and payment documentation.
  • Experience in project finance, including payment processing, advance settlement, expenditure tracking, budget monitoring and financial record keeping.
  • Experience in humanitarian/emergency or disaster response projects is highly preferred, particularly procurement and financial support for relief operations.
  • Experience working with local supplier’s/service providers and field offices is desirable.
  • Knowledge of donor compliance, NGO financial procedures, procurement rules and audit documentation will be an advantage.
  • Ability to work effectively under tight deadlines, emergency conditions and changing field requirements.
