Seeking a Qualified Finance and Administration Officer

Position Title:  Finance and Administration Officer 

Location: Kathmandu, Nepal 

Direct Supervisor: FES Chief Financial Officer

Also Reports to: BD4FS Nepal Program Director

About Business Drivers for Food Safety (BD4FS)

Inadequate food safety undermines the health and well-being of hundreds of millions of people across the globe each year. Improper food handling practices and poor infrastructure across supply chains increase health risks to consumers, in addition to being root-causes of pre-consumer food loss in the overall food system. BD4FS is partnering with local agri-food actors – growing food businesses (GFBs) – to co-design and implement incentive-based strategies, thereby strengthening their capacities and enabling them to be agents of positive change in the effort to improve food safety, reduce malnutrition, mitigate pre-consumer food loss, and shrink overall hunger. By focusing on the role of GFBs in improving food safety, the FES team contributes to USAID’s knowledge base, strategies, and methodologies for business-level assistance in food systems. The BD4FS mission is to provide technical assistance and capacity building, develop best-practices and lessons learned, and generate success for entrepreneurs working to improve food safety.  

Role and Responsibilities

The BD4FS Nepal Finance and Administration Officer will be responsible for: 

Monthly Cash Request: Liaise and collaborate with Country Program Director to determine funding needs for program implementation for the month. In addition to the program activity funding need, include the monthly routine regular expenses in the Cash Request – Salaries, Fringe Benefit, Rent, Consultant Fees, Internet, Telephone, Office Supplies, etc.

Payroll: Working with Country Program Director, ensure time sheets are completed and signed by month-end and within deadlines. Prepare payroll, benefits, statutory deductions and remittances, using the accrual system in accordance with GAAP. Remittances to DGID and tax authorities must be made on the payday along with payment of salaries.

Accounting and Finance: Record accounting transactions in QuickBooks using the approved established chart of accounts. Work collaboratively with HQ Project CFO to ensure that transactions are coded accurately and correctly. Ensure that expenses and expenditures are in compliance with both USAID rules and regulations and FES’ internal policies.

Bank Statement Reconciliation: Download the bank account statement and reconcile it to the Cash account in QuickBooks of the 5th of the month.

Property Inventory List: Record all equipment and property in the Property Inventory List identify the item, cost, Serial No., Purchase date. TVA/VAT paid etc.…Staff Custodian…

Procurement: Assist with vendor selection and oversee related procurements to ensure they are in compliance with FES policy and USAID rules and regulations

Program Support: Provide finance, procurement, administrative and logistics support to the Country Program Director and the program management in the implementation of program activities.

Other Duties: Undertake other finance and program duties as may be assigned from time to time.

Qualifications:

  • Proficiency in QuickBooks, MS Office Suite – MS Word, MS Excel, MS Outlook and other IT tools
  • Experience: Minimum 5 years working on USAID projects and/or international organizations
  • Education: Bachelor’s degree +2 years Minimum
  • Languages: Proficiency in English
