Finance & Administration Director (FAD)

iDE Nepal has a robust portfolio of projects focusing on areas such as agriculture mechanization, gender inclusion, access to finance, integrated pest management, and multiple-use water systems, among others. iDE Nepal is seeking a Finance and Administration Director who is primarily responsible for oversight of the finances, contracts and grants and overall administration for iDE Nepal Country Office and its projects with the guidance from the Country Director and relevant HQ staff.

Position: Finance and Administrations Director

Number of Vacancies: 01 

Job Location: Lalitpur, with occasional travel to the field

Reporting Line: Country Director with a dotted line to Regional Finance Manager

Key Responsibilities and Tasks

The key responsibilities of the Finance & Administrations Director will include the following:

Finance

  • Ensure maintenance of appropriate internal controls, financial systems and financial procedures.
  • Ensure all activities related to financial management are carried out in conformance with policies and procedures established by iDE and funding agencies.
  • Generate timely monthly, quarterly, yearly and project specific financial reports
  • Oversee audit activities and ensure compliance with government and donor regulations. Work with auditors to ensure timely issuance of the reports.
  • Coordinate with the senior program team to create and manage the annual organizational budget. ????
  • Develop budgets for proposals in conjunction with the business development team and partnership.
  • Manage and monitor the various controls and financial measurements for the projects including budget limits, obligations and burn-rates on an ongoing basis.
  • Maintain adequate financial resources in-country to support monthly program operations and reimbursements/payments.
  • Conduct periodic site-visits to partners to review their financial records and internal control systems.
  • Manage various types of agreements (cooperative agreements, grants, contracts,  sub-grants, sub-contracts, personal services agreements, memos of understanding, etc.) and solicit legal advice when needed to ensure compliance with applicable government rules and regulations.
  • Provide guidance to the senior management team on strategic business directions by conducting financial planning, analysis, forecasting, developing scenarios to inform decision making, and advising on key directions and options for development.
  • Participate in the policy development/revision process as a member of the senior management team. Responsible for developing short-, medium-, and long-term financial plans and projections.
  • Processes payroll, remits tax and other government contributions and reports to local agencies.
  • Prepares monthly financial reports for the donors, organization and internal management reports containing budget to actual expenditure information.
  • Reviews monthly bank reconciliations of and oversees other month-end closing steps are completed on or before the deadline.
  • Ensures monthly revenue recognition is done properly and grant accounts are reconciled monthly.
  • Perform other tasks as requested by the senior management team and relevant HQ staff.

Administration

  • Oversee and implement the Country Office administrative and office management system including office leases, equipment and vehicles.
  • Oversee Human Resources function, in conjunction with the senior management team. Play an active role in the recruitment of iDE core programme and projects personnel
  • Supervise Finance and admin staff for relevant tasks. Lead facilities, inventory, and other administrative functions, supported by the finance and admin staff. 
  • Ensure all insurance policies are renewed on an annual basis.
  • Trains and mentors finance and administrative staff in an effort to continuously build capacity of the in-country staff
  • Responsible for procurement activities in accordance with the iDE and donors’ procurement policy.
  • Perform other tasks as requested by the senior management team and relevant HQ staff.

Skills and Experience

Candidates are expected to have the following qualification, skills, and experience, and to be comfortable with the following conditions.

Education and Work Experience

  • Master’s degree in accounting, finance, business administration, management or related field and 5 years relevant experience; or Bachelor in accounting, finance, business administration and 10 years relevant experience; Master’s preferred
  • Prior experience in senior management positions in related organizations
  • Proven experience and performance in program development, grant making and grant management with international organization
  • Ability to work in teams and create collaborative team building environment
  • Experience with USAID rules and regulations
  • Proficient in Microsoft Office Suite with a high degree of proficiency in Excel. Experience with Oracle NetSuite or similar modern, cloud-based ERP system strongly preferred.
  • Intermediate knowledge of non-profit accounting practices, including multi-currency accounting, budgets, financial reporting and grants close-out process.

  • Ability to set priorities and multi-task while maintaining accuracy and meeting deadlines;
  • Excellent interpersonal and leadership skills; ability to work with various national and international team members and with a broad range of public and private sector and NGO partners
