Women Association for Marginalized Women (WAM) is a respected and impactful local non-governmental organization located in Birendranagar-8, Aawas Cheetra Surkhet. WAM was a funded in 2054 (1997) and run by women working towards the dignity, empowerment, and self-reliance of women.  It is a non-profitable NGO which works to reduce the gap between men and women on social, economic and cultural aspect for promoting the equitable society. It helps the women to empower themselves conducting the awareness activities related to traditional beliefs, violence against women, gender and social discriminations and social exclusion.

Expression of Interest (EOI) for Consultancy Services for Develop Minimum Operating Guidelines for PIF partners and Organizational Charter

WAM as a women's right based organization. Various programs are conducted especially for the women empowerment and social inclusion. WAM has developed several policies and strategic plans. Currently, with funding from Oxfam Nepal’s Partner Investment Fund (PIF), WAM is working on creating minimum operating guidelines for PIF partners and an organizational charter. This initiative, in collaboration with Bagmati Welfare Society Nepal (BWSN), is intended to enhance the capacity of the organization and align with PIF’s objectives.

WAM Surkhet is seeking experienced and qualified consultants to Develop Minimum Operating Guidelines for PIF partners and Organizational Charter. Interested consultancy firms or individual consultants should refer to the attached Terms of Reference for further details.

Qualifications and Requirements

Consultancy firms or professionals interested in this project must meet the following qualifications:

  • At least a Master’s degree in organizational management, social sciences, or a related field.
  • Demonstrated experience in developing policies and guidelines for NGO/INGOs (experience with at least 2 NGOs required).
  • Organizational Development: Experience in NGO organizational development.
  • Strong command of the English language.
  • Familiarity with the local context of Nepal, government policies, and priorities.
  • Knowledge of gender and social inclusion issues and women's rights.
  • Understanding of the minimum operating guidelines approach.
  • Ability to conduct comprehensive assessments, facilitates participatory workshops, and produce high-quality guidelines documents.
  • The firm must provide registration certificates, tax clearance, VAT, and PAN certificates with the application.  (applicable for firms only)

Expression of Interest (EOI) for Consultancy Services for Developed communication Policy & MEALD guideline WAM

WAM as a women's right based organization. Various programs are conducted especially for the women empowerment and social inclusion. WAM conducts training related to gender equality and social inclusion at the community level in different time periods. The Oxfam Nepal funded by Partner's Investment Fund (PIF) project is helping to capacity strengthening of WAM. According to the agreement between the organization and Oxfam Nepal, we are doing this work with the aim of increasing the capacity of the organization.

WAM is seeking an experienced and qualified consulting firm/company or professional to lead the Develop organization's communication Policy & MEALD guideline. Interested consultancy firms or individual consultants should refer to the attached Terms of Reference for further details.

Qualifications and Requirements:

Interested consultancy firms or professionals must have the following qualifications:

  • At least Master's in organization management, social science or any other relevant subjects. 
  • Solid experience of developing policies of NGOs (at least 2 NGOs) 
  • Experience of working in organization development of NGOs.
  • English language should be good.
  • Understanding of local context of Karnali province, government policies and priorities.
  • Understanding of Gender and Social Inclusion and women's right issues.  
  • Understanding of Communication and MEALD System.   
  • One should have potentiality in conducting comprehensive assessments, facilitating participatory workshops and producing high-quality policies guidelines documents.
  • Familiarity with the social and development landscape in Surkhet or similar contexts.
  • Deep understanding of local culture, challenges, and opportunities that inform strategic decision-making.
  • Firm's registration certificate, tax clearance, VAT, PAN certificate should be attached with the application. (applicable for firms only)
