1. Background

World Vision International Nepal (WVIN) has started to work in Nepal since 2001. World vision is a global relief, development and advocacy organization to overcome poverty for dedicating to work with children, families, communities, local government and other stakeholders. It is focused on Education, Health, Resilience and Child Protection sector carrying out long term project in 16 districts of Nepal. The organization is following humanitarian principle and core humanitarian standards and serves all people, regardless of religion, race, ethnicity, or gender.

2. Purpose of the Expression of Interest

The purpose of this Expression of Interest (EOI) is to identify and pre-qualify competent and eligible audit firms to establish a roster of external auditors. Following the evaluation, WVI Nepal intends to select one (1) highest technically ranked firm to enter into a Long-Term Agreement (LTA) for statutory audit services for a period of three (3) years, while other technically qualified firms will be admitted into a prequalified roster for project audit, donor audit, expenditure verification, and other audit-related services to be engaged on an as-needed basis.

3. Services to be Covered

Audit firms admitted under this EOI may be invited to provide one or more of the following services:

  • Statutory financial audit of WVI Nepal (annual)
  • Project audits and donor-specific audits
  • Tax audit and compliance verification
  • Agreed-upon procedures and expenditure verification
  • Audit advisory and audit-related training (occasional)

4. Nature of the Long-Term Agreement

The LTA shall be valid for three (3) years and does not guarantee any minimum volume of services. Statutory audit engagement shall be awarded annually subject to satisfactory performance and continued independence. Project audits, donor audits, and other assignments will be awarded through separate call-off or mini-competition processes among prequalified firms.

5. Minimum Eligibility Criteria

Interested firms must meet all the following mandatory requirements:

  • Valid ICAN registration and practicing license
  • Firm registration certificate and latest renewal
  • Valid tax clearance certificate and PAN/VAT registration
  • Minimum five (5) years of audit practice
  • Experience in auditing INGOs/NGOs and donor-funded projects
  • Declaration of independence and absence of conflict of interest

6. Documents to be Submitted

Firms are requested to submit the following documents as part of the EOI:

  • Cover letter expressing interest
  • Company profile and organizational structure
  • ICAN license and firm registration documents
  • Latest tax clearance certificate and PAN/VAT registration
  • Summary of relevant audit experience
  • CVs of proposed engagement partner and team leader
  • Signed declaration on conflict of interest and independence

7. Evaluation and Shortlisting

The evaluation process will consist of two stages: (i) mandatory compliance assessment on a pass/fail basis, and (ii) technical evaluation of eligible firms using a simplified evaluation matrix. The highest technically ranked firm will be selected for the statutory audit LTA, while other firms meeting the minimum technical threshold will be included in the prequalified audit roster.

Annex A: Mandatory Compliance Checklist (Pass / Fail)

Each requirement below must be met for an EOI to be considered technically responsive:

Valid ICAN registration and practicing license – Pass / Fail

Firm registration and renewal certificates – Pass / Fail

Latest tax clearance certificate – Pass / Fail

PAN/VAT registration – Pass / Fail

Minimum five years audit practice – Pass / Fail

Signed declaration of independence – Pass / Fail

Annex B: Technical Evaluation Matrix

The following technical evaluation matrix will be applied to all compliant EOIs:

Relevant experience with INGOs/NGOs: 30 points

Experience in donor-funded audits: 15 points

International affiliation: 10 points

Audit methodology and approach: 20 points

Key personnel (Partner & Team Leader): 15 points

Institutional capacity and field coverage: 10 points

Total Maximum Score: 100 points. Firms scoring seventy (70) points or above will be considered technically qualified and admitted to the prequalified audit roster. The firm with the highest technical score will be invited to enter into the LTA for statutory audit services.
