Nepal National Social Welfare Association (NNSWA) established itself in 1990. In 1994, NNSWA registered with the District Administration Office Kanchanpur and affiliated to Social Welfare Council Kathmandu. NNSWA has grown over the years, implementing various integrated community based development programs in Far Western Region being one of the leading development organizations in the Sudur Paschim Province of Nepal. NNSWA has 107 General Members who constitute the General Assembly of NNSWA. 11 members of this General Assembly constitute an Executive Committee. Executive Members are elected by the General assembly for a term of 5 years. The Executive Committee has 6 Office Bearers (President, Vice-president, General Secretary, Secretary, Treasurer and Vice-treasurer) and 5 Executive Members. 40% of General Assembly and Executive Committee members are female. NNSWA has its district chapters at Dadeldhura, Baitadi and Darchula districts and other district NNSWA helping committee are existed and providing services in all 9 districts within the Sudur Paschim Province, Nepal. The Executive Committee is the legally constituted body responsible for providing strategic and policy direction to the organization. NNSWA has its own office building having sufficient rooms and training hall at Bheemdatt Municipality-18 in Kanchanpur district.

Terms of Reference (ToR) for Consultancy Services on the Development of Trigger and Threshold Statement
Background
Nepal National Social Welfare Association (NNSWA), established in 1990 and registered in 1994, is a leading NGO headquartered in Mahendranagar, Kanchanpur, working across Sudur Paschim Province to promote social justice and inclusive development. It focuses on empowering marginalized 3D communitiesDalits, persons with disabilities, and deprived populations including freed Kamaiyas, displaced groups, women, children, PLHIVs, and those affected by leprosythrough education, health, disaster preparedness, livelihoods, economic empowerment, rights advocacy, capacity building, and research. Collaborating with local governments and development partners, NNSWA builds resilient communities and fosters equity for Nepal’s most vulnerable groups. In Kailali and Kanchanpur districts, where communities face climate-induced hazards like floods, droughts, and landslides, NNSWA, in partnership with Mercy Corps Nepal and funded by The Coca-Cola Foundation, implements the SAAN project to strengthen early warning systems, enhance institutional and community capacities, and promote evidence-based coordination and advocacy.
As part of ongoing efforts to strengthen anticipatory action in Nepal, it has been identified that local government currently lack context-specific trigger and threshold statements. There is also a need to clarify the Radar Level Sensor (RLS) and their corresponding thresholds as defined by DHM, along with updated trigger statements for the Laljhadi RM, Punarbas Municipality, Bhajani Municipality and develop for Chure RM. This consultancy will focus on hazard identification, data and risk analysis, and the development of scientifically validated thresholds that enable timely and actionable early responses. Additionally, the assignment will define key parameters and processes to support effective implementation.
2. Objective of the Consultancy:
The overall objective of this consultancy is to develop a comprehensive and context-specific Trigger and Threshold system to strengthen anticipatory action and disaster preparedness. The assignment aims to establish scientifically informed and locally validated trigger thresholds that enable the timely dissemination of early warningsleads to early action and ensure coordinated responses among stakeholders at the community, municipal, and institutional levels.
- To develop flood-specific triggers for the Bhajan, PunarbasLaljhadi R. Municipalityand Chure RM by establishing context-specific trigger indicators.
- To develop Early action protocols/ Mechanism linked with trigger statement for the respective local government
- To review existing thresholds and provide recommendations by establishing scientifically sound and locally validated trigger and threshold levels for prioritized risks.
- To define the roles and responsibilities of stakeholders at the community, municipal, and institutional levels.
- To calculate the lead time for floods and design targeted most significant early actions to save lives and properties
3. Scope of Work
The selected consultant or consulting firm will be responsible for developingTrigger and reviewing the current.Threshold for river level, and Update Trigger and Threshold statement for Doda basinand Mohona basin.
The scope of the assignment will include, but not be limited to, the following components:
- The Consultant will lead the technical development of Community-Based Early Action Protocols on Riverine Flood for Laljhadi, Punarbas, Bhajani and Chure municipality aligning with national and local plan policies.
- Reviewing relevant national policies, anticipatory action frameworks, and local risk data.
- Conducting inclusive consultations and participatory workshops with stakeholders and community members.
- Developing anticipatory action protocol, including trigger considerations and defined roles and responsibilities.
- Finalization of protocol in consultation with Palikas, and reporting
4. Consultancy firms or individuals are required to submit the following documents:
- Letter of interest
- Technical proposal, which includes objectives and methods with detailed timeline.
- CVs of professional personnel proposed for this project
- One-page financial proposal covering all major costs
- Copy of company registration certificate (not applies for Individual consultant)
- Copy of Citizenship Certificate for Individual Consultant
- Copy of PAN/VAT registration certificate
- Sample of similar previous production
