1. Background

World Vision International Nepal (WVI Nepal) has been operational in Nepal since 2001 and implements development, humanitarian, and advocacy programmes across multiple sectors and districts. In support of its corporate governance, financial integrity, and staff welfare, WVI Nepal intends to replace its existing payroll system with a secure, SaaSbased Payroll Management System that aligns with Nepal statutory requirements and WVI global standards.

The existing payroll system is reaching end-of-life, and WVI Nepal seeks to engage a qualified and experienced software development/service provider with a proven SaaS payroll product for configuration, customization, implementation, and long-term support. This Expression of Interest (EOI) is the first step of a two-stage procurement process:

• Stage 1: Shortlisting based on minimum eligibility and organizational capability
• Stage 2: Only shortlisted firms will be invited to submit full Technical and Financial Proposals

2. Objective of the EOI

The objective of this EOI is to:

• Identify eligible and competent SaaS-based payroll solution providers;
• Assess minimum technical, organizational, financial, and compliance capability;
• Create a shortlist of qualified bidders who will be invited to the next stage of the procurement process.

3. Scope Overview (Summary)

The selected service provider (in subsequent RFP stage) will be expected to:

• Provide an existing SaaS-based payroll system;
• Configure and customize the solution as per WVI Nepal requirements;
• Ensure full compliance with Nepal statutory payroll regulations including IRD, CIT, EPF, SST/TDS;
• Enable secure integrations (APIs, SSO);
• Implement strong cybersecurity and data protection controls;
• Support data migration, training, go-live, warranty, and long-term support.

Note: Detailed functional and technical requirements are documented in the Software Requirements Specification (SRS) and Terms of Reference (ToR), which will be shared only with shortlisted bidders.
