Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified consulting firm for the GIZ Health Programme/ Support to the Health Sector Strategy II (S2HSS II) project. 

Within the framework of the German Development Cooperation (GDC) in the health sector, GIZ Nepal has been supporting the Ministry of Health and Food Safety (MoHFS) to implement the Nepal Health Sector Strategic Plan (NHSSP 2023-2030) through the Support to the Health Sector Strategy II (S2HSS II) project. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for the social health protection and healthcare provision of the population and covers the following major areas of work in Nepal.

• Social Health Protection: Improving core processes of the Health Insurance Board (HIB) and the Social Security Fund (SSF) 
• Evidence-based Health Management: Strengthening health management capacities of selected subnational governments and hospitals, based on evidence-informed decision making
• Digital Health: Improving access to digital data and information for health sector management

SSF was established on Chaitra 7, 2067 B.S., under the Social Security Fund (Management and Operation) Regulations, 2067. Following the Contribution-based Social Security Act, 2074, SSF administers contribution-based social security schemes and provides social security protection to eligible contributors.

SSF uses openIMIS, an open-source digital public good, to manage claims under its health-related schemes. GIZ has supported SSF in the implementation and upgrade of openIMIS, including alignment with the latest global version.

The project seeks a consulting firm for “SSF openIMIS Migration, Refactoring and Global openIMIS Alignment” to support the migration, refactoring, and further development of the system, enabling efficient implementation of planned features and sustainable future development.

GIZ/S2HSS-II is soliciting proposals/bids from interested companies for the services.

Eligible criteria: The tenderer (consulting firm) should have:

• Be registered with Government of Nepal and have a VAT certificate as well as a latest tax clearance certificate
• The average annual turnover for the past three fiscal years must be a minimum of NPR 4 million
• List of reference projects on similar areas of work/service (at least 3)

The application should include: A copy of company registration certificate, copy of VAT/PAN Certificate, the latest tax clearance certificate, proven audit reports from past three years and company profile having 3 years of experience as mentioned under the eligibility criteria.

Should you be interested in implementing the tasks in accordance with the Annex 3 Terms of Reference, we requesting to submit an electronic bid consisting of technical and financial proposals. The bid should be submitted in English only and must reach GIZ by 20.10.2026, 11:59PM via NP_Quotation@giz.de.
