Background

Center for Dalit Women Nepal is a non-government, not-for-profit, non-political development organization, governed by an independent democratically elected Board of seven competent Dalit women from different communities and localities reflecting the diversity of Dalit women. CDWN has launched an initiative titled “Improving Gender Equality and Social Inclusion and Reducing Poverty through Education of Dalit and Highly Marginalized Girls and Women” funded by the Evangelical Lutheran Church in America (ELCA). This project covers Balkhu , Kathmandu District.

Dalits of Nepal are an educationally most disadvantaged caste group. Although the participation of both boys and girls has increased at various levels of education, there has not been the expected improvement in the access of Dalit and highly marginalized children to educational services, especially girls (Subba, 2008). Early dropout rates of Dalits are high and many children from the community are still out of school (Poudel, 2007). The underlying causes of this problem is cultural beliefs like investing in girls’ education is unnecessary, child marriage, low economic condition, school environment (unhygienic toilets, emergency sanitary pad, etc.), discrimination faced at school, etc. In order to address these causes, it is believed that education and job opportunities can help to eliminate such discrimination. Education is indeed a tool of social transformation. Education helps to get a good job opportunity which ultimately helps to improve their living standard and health.

In this context, this project was launched to increase the literacy rate of Dalit and highly marginalized girls and encourages them to go to school by supporting their education expenses and raising awareness about caste discrimination. The project will increase access of Dalit and highly marginalized women to different job opportunities resulting to enhanced possibilities of recruitment. The project will attempt to help the concerned stakeholders realize the importance of their role to eliminate the caste based discrimination at schools.

As this project is coming to an end, CDWN plans to conduct an end line survey to collect data and updated status on the impact of the project in the beneficiaries’ lives.  The study will help understand the changes brought about by the interventions of the project. In addition, it will also provide case studies and lessons of the project. A comparative data will help understand the changes made and plan for the similar future interventions. To encompass the end line survey, CDWN envisions the following activities will be performed accordingly. The activities mentioned below are not finalized and are subject to change based on the preliminary meeting with the consultant or consulting agency. At a minimum, CDWN expects to carry out the following activities to complete the assignment.

1. Formulation of the survey questionnaire

To accumulate the information based on the log frame indicators from various activities, it is necessary to formulate the survey questionnaire. The questionnaire will be developed in close consultation and coordination with the focal persons. The questionnaire covers all the activities and gives insights to stick to what necessary information is required and how to achieve it in a purposive way.   

2. Team Composition

The study will be conducted by the independent consultant’s/consultancy firm. The central team will backstop them should they need any support.

3. Orientation and deployment of the enumerators in the field

After the formulation of the questionnaire, it is necessary to orient assigned team members and enumerators before deployment into the field. A clear understanding of the questionnaire to all enumerators is a prerequisite along with other ethical issues.  

4. Data Collection 

After completion of fieldwork, the gathered data or information has to be managed systematically in a purposive way. So, the organization of data in a systematic way is followed with firsthand information.

5. Data Analysis

The first-hand data has to be refined and analyzed based on the objective of the survey. The recruited consultant/consulting firm will be responsible to clean and manage the data and also analyze it. The project team of CDWN will provide support as needed. After analyzing, it postulates the existing status referring to the past. 

6. Inception Report

An inception report will provide an evaluation prepared by an evaluator after an initial review of relevant documentation. It sets out the conceptual framework to be used in an evaluation, the key evaluation questions, and methodology, including information on data sources and collection, sampling, and key indicators.

7. Final Report

The final report of the end line survey gives a detail status on the impact of the project intervention in the beneficiaries’ lives. It also gives a way forward to address this issue in future interventions. The same consultant/consulting firm will be responsible to generate the end line survey report.

The deliverables of the assignment are:

Inception report: It includes desk review of secondary documents having been included methodology, data collection plan.

Draft report: A preliminary and comprehensive report of the findings in English with data, charts, graphs, status of said indicators along with in-depth analysis

Final report: A final report along with an excel sheet with the data collected and cleaned.

Duration of the survey

The duration of the assignment will of 21 days and commences with the date of the contract signing.

Eligibility of the Consultant/consultancy firm

  • Demonstrated Knowledge of Caste based discrimination issues and response mechanisms
  • Track record in developing and conducting surveys including qualitative and quantitative data collection. 
  • Experience in managing and coordinating large-scale surveys, delivering agreed outputs on time and within budget. 
  • Ability to write high-quality, clear, concise reports in English.
