CONSULTANCY SERVICES FOR DESIGN DATABASE MANAGEMENT INFORMATION SYSTEM (DBMIS) 

TERMS OF REFERENCE 

1.  Introduction 

Antenna Foundation Nepal (AFN) is an independent, non-governmental and non-profit making organization working in media development since 2002. AFN mainly focuses on production of innovative and distinctive social and behavioral change communication (SBCC)  programs for radio,  television,  online media and social media,  on various development and contemporary issues.  

AFN produces and distributes live radio talks show, radio magazine, soap opera , mini- drama , docu-drama,  public service announcement (PSA), TV documentary and serials and  IEC  materials aimed at raising public awareness,  sensitizing the government,  promoting behavioral change for social transformation and supporting media advocacy. AFN also builds the capacity of media professionals and also conducts content analysis and audience survey using various tools including online applications, mobile software, SMS and IVR.

Contract type: Consultancy contract 

Start Date: Sep 27, 2020 

Period of consultancy: 1.5 months 

2.  Purpose 

Currently, AFN is in need of services of a qualified and highly competent consultant (individual or firm) to assist it to design and develop a database management information system to track /monitor its project activities as well as maintain the overall data of AFN. The purpose of these Terms of Reference (ToR) is to guide the consultant in the process of designing and developing the required database system. The consultant will work in close consultation with the AFN team including its ICT staff having functional skills of database development.  

3.  Scope of Work   

The consultant in close consultation with the AFN team, including its ICT staff having functional skills of database development, will carry out the following activities: 

3.1. Requirement analysis & technical preparation 

• Conduct a requirement analysis for the database management information system in consultation with the AFN team 
• Provide technology specifications and local server maintenance plan and procedure in a written report form 
• Ensure compatibility of the software with different OS like Windows, LINUX, mac OS 

3.2. Database design 

• Prepare a conceptual design of the database system using an appropriate conceptual data model 
• Ensure the conceptual schema meets all the functional requirements identified during the requirement analysis 
• Present the design, the wireframe, the ER diagram for feedback from the AFN team, and incorporate the feedback 

3.3.  Database development: 

(Once the design is approved by AFN, the consultant will) 

• Develop user interface layout and prototype of a UI of database application (Including login page, registration page, the entire data presentation page, dashboard, etc.) 
•  Select theme of the database management information system 
• Demonstrate prototype and theme of the database system and incorporate feedback from the project team 
• Use database server (refer to the point in server system); provide for user login/registration with authentication 

3.4.  Testing & evaluation 

• Test and fine-tune the database system for data integrity, security, performance, scalability and recoverability.

5.  Qualifications 

• Extensive experience in designing database management information systems for communication projects (at least 5 years) 
• At least university degree or equivalent in the relevant field 
• In case of firms, legally registered with proven IT competency and experience of having successfully undertaken similar assignments
