Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

HI Nepal invites applications from qualified and competent candidates for the following position: 

1. Compliance Officer (Government Liaison and Partner Monitoring)- 1 position

Position Summary: The Compliance Officer ensures the functioning of the organization in line with SWC requirement and will liaise with government bodies for HI Nepal’s projects and programmes and ensure that it has met all the SWC as well other government requirement/s. 

S/he will be required to train, monitor and support the local implementing partners to ensure compliance with Nepal government’s rules and regulations, SWC requirement as well as HI and donor rules.

Terms & Conditions: Fixed Term Contract with possibility of extension

Location: Country Office, Kathmandu Nepal

Key Responsibilities:

  • Ensure that HI Nepal is up-to-date with regards to Government  compliance
  • Coordinate with government bodies for the approval of various programmes and projects run by HI Nepal
  • Train/monitor/support the local implementing partner/s to ensure compliance with Nepal government’s rules and regulations, SWC requirement, HI and donor rules
  • Coordinate for preparation of SWC project agreement for new projects, monitoring projects expenses against SWC approved budget, take necessary actions for eventual amendment of SWC project agreement and follow up on it
  • Compile and update the government policies, rules and procedure linked to INGO and update the management and program team promptly
  • Lead, coordinate and support periodic monitoring by Government
  • Lead, coordinate and support audit/review by external auditor/ donors/ HI HQ
  • Ensure timely renewal of legal documents of HI
  • Facilitate and be responsible for local partnership agreement and fund transfer
  • Organize and plan regular internal audit in the organization and partner organizations

Qualification and Skills:

  • Minimum Bachelor’s Degree in Management/Economics/Business Studies or Administration or ACCA/semi-qualified CA preferred
  • At least  3 years of relevant working experience preferably in liaising with Government authorities at different level
  • Strong working experience in partner monitoring
  • Sound Knowledge and understanding of Government/ SWC requirements
  • Knowledge of internal audit, audit and policy implementation
  • Strong analytical  and interpersonal skills
  • Sound coordination skill
  • Good orientation and training skills
  • Fluency in spoken and written English and Nepali language
