1. Background and Rationale 

The National Farmers’ Group Federation (NFGF), Nepal is an umbrella organization. It has been working in Nepal since B.S. 2068 and currently have expanded NFGF structure in 70 districts including 7 provinces. NFGF, Nepal has been implementing on different themes like Agro-ecology, Climate Change, Disaster, Resilience, Gender Equality, Disability and Social Inclusion, Conservation Livelihood, Protection, economic growth, Nutrition, climate smart agriculture) in various district of Nepal.   

NFGF Nepal With the collaboration of Care Nepal have been implementing Climate Smart Village Nepal (CSVN) Project in Madesh Province of Siraha and Saptari across targeted communities. The organization is committed to having all target communities formally declared as CSVs by the end of 2027. To achieve this milestone in a credible, evidence-based, and participatory manner, it is necessary to:

  • Develop a context-specific CSV model for Madhesh Province grounded in the CARE Nepal CSV prototype and global CSA frameworks;
  • Develop a set of measurable criteria and parameters that a community must meet to be formally declared as a CSV;
  • Design a CSV declaration process, including self-assessment tools, verification mechanisms, and a certification protocol.

To this end, NFGF seeks to engage a qualified individual consultant or consulting firm with expertise in climate change adaptation, climate-smart agriculture, and community development to lead this assignment.

2. Objectives of the Assignment 

The overall objective of this consultancy is to develop a context-specific Climate Smart Village (CSV) model and a comprehensive set of measurable criteria and parameters for the formal declaration of CSVs in Madhesh Province, Nepal.

The specific objectives are:

  • Review and analyze existing CSV frameworks, prototypes, and related national and global literature to inform the development of the Madhesh-specific CSV model.
  • Develop a replicable CSV model for Madhesh Province that reflects the five core components: institutional development, climate-smart technologies and practices, climate information and services, climate-responsive plans and policies, and GESI and social norms. At the same time, this mentioned components should parallel align with the national and global recognized indicators.
  • Develop a set of clear, measurable, and context-appropriate criteria and parameters for CSV declaration, including minimum thresholds, performance indicators, and weighting systems.
  • Design a CSV declaration process including a community self-assessment tool, third-party verification protocol, and a certification/recognition framework along with defined roles and responsibilities of the actors engaged in the process.
  • Validate the CSV model and declaration criteria through stakeholder consultations at community, Rural/Municipality, and provincial levels.
  • Develop a roadmap for CSV declaration in Madhesh Province by the end of 2027.
  • How the CSV interventions are linked with the NAP, LAPA, SDG.

4. Application Process

Interested and qualified consultants or consulting firms are invited to submit the following:

  • A technical proposal (maximum 5 pages) outlining the consultant’s understanding of the assignment, proposed methodology, and work plan.
  • A financial proposal with a detailed budget breakdown (daily rate, number of days, travel and logistics costs).
  • Curriculum Vitae (CV) of the lead consultant team (Lead, Agriculture/Livestock person and GESI.
  • At least one relevant work samples (e.g., frameworks, criteria documents, technical reports) from similar previous assignments.
  • Contact details of two professional references from previous similar assignments.
  • After deadline cross and incomplete applications, we will not consider the submitted Quotations/applications.
  • All the legal documents (PAN, VAT, latest Tax/Vat clearance documents etc.)  are required to submit quotations by consultants and consulting firms.

5. Ethical Standards and Safeguarding

The consultant/Team is expected to uphold the highest standards of professional ethics, integrity, and conduct throughout this assignment. The consultant team must:

  • Adhere to NFGF’s Code of Conduct, Child Safeguarding Policy, and Prevention of Sexual Exploitation and Abuse (PSEA) Policy and Safeguarding Policy.
  • Ensure informed consent is obtained from all research participants and that data collection respects the rights, dignity, and confidentiality of community members.
  • Apply GESI-sensitive approaches throughout all data collection, analysis, and reporting activities.
  • Disclose any potential conflicts of interest at the outset of the assignment.
