FIAN Nepal was established in 2008 with the objective to promote and advocate for the realization of human right to adequate food in Nepal, focusing on the vulnerable people and communities.

FIAN Nepal invites qualified and experienced individuals and consulting firms to submit technical and financial proposals along with required legal documents to undertake the following assignments. 

The detailed scope of work, expected deliverables, required qualifications, and timeline are outlined in the Terms of Reference (ToR).

Areas of Assignment/TOR:

1. Assessment of Local Seed System in Working Palika

The study aims to assess the current status of seed systems used by farmers in selected Palikas, focusing on the use of local/indigenous, improved, and hybrid seed varieties. The assessment will document traditional practices related to conservation, exchange, and protection of indigenous seeds, and examine factors influencing farmers’ seed choices. The study will also review local government policies and initiatives supporting local seed systems and analyze dependency on externally sourced seeds. Based on the findings, the study will provide recommendations to strengthen community-based seed systems and promote agroecological practices to ensure the realization of the right to food.

2. Training of Trainers (ToT) on Climate Change from the Right to Food Perspective

The objective of the ToT is to develop a shared understanding among staff, Right to Food Promoters, and Lead Farmers on climate change concepts, associated risks, and adaptive practices within a human rights-based framework, particularly the right to food. The training will strengthen participants’ technical and analytical capacity to document climate change impacts on farmers’ livelihoods using practical tools such as VRA. The ToT will also equip participants with skills to develop and implement a Climate Resilience and Adaptation Action Plan to support community-based advocacy and interventions that safeguard the right to food and promote food sovereignty.

3. Assessment on Effectiveness of Agricultural Subsidies Linking with Right to Food

This study will assess the implementation status and effectiveness of agricultural subsidy programs in selected Provinces and Palikas. The assessment will analyze targeting accuracy, delivery mechanisms, and the impact of subsidies on improving food security and livelihoods of marginalized farmers. The study will include field-based case studies and analysis of budget allocation and expenditure trends over the past three fiscal years at local and provincial levels. Based on the findings, the study will identify policy and operational gaps and provide recommendations to improve transparency, accountability, and equitable access to agricultural subsidies, thereby strengthening the realization of the right to food.

4. Score Card Testing (Agroecology, Food Sovereignty and Right to Food)

FIAN Nepal aims to promote agroecological practices and strengthen the realization of the right to food through community empowerment and policy advocacy. As part of this effort, FIAN Nepal plans to facilitate Right to Food Vulnerable Communities in implementing the Community Score Card (CSC) as a social accountability tool. The assignment will support testing and application of the scorecard approach to enhance transparency, public accountability, and access to information regarding resources and services related to food and agriculture.
