Background: Centre for Mental Health and Counselling – Nepal (CMC-Nepal) is committed to promoting mental health, psychosocial well-being, human rights, protection, dignity, and inclusion of persons with disability, children, adolescents, families, and communities.
CMC-Nepal recognizes its responsibility to ensure that children and adolescents who participate in or come into contact with its programs, services, staff, volunteers, partners, and other representatives are protected from abuse, exploitation, violence, neglect, discrimination, harassment, and other forms of harm. CMC-Nepal also recognizes that persons with disabilities, including persons with psychosocial disabilities, may face increased risks and barriers during disasters and humanitarian emergencies. Disability-inclusive disaster risk reduction and management is therefore an important component of CMC-Nepal's commitment to inclusive, rights-based, and resilient communities.
CMC-Nepal has an existing Child and Adolescent Safeguarding Policy. In response to evolving safeguarding risks, organizational learning, changes in the operating environment, and relevant national and international standards, CMC-Nepal intends to review and update the policy to further strengthen its safeguarding systems and practices.
Organization has a Disability-Inclusive Disaster Risk Reduction and Management (DIDRRM) Policy to guide its institutional and programmatic approaches to disaster risk reduction, preparedness, response, and recovery. In view of changing disaster risks, organizational learning, emerging humanitarian challenges, and evolving national and international standards, CMC-Nepal intends to review and strengthen its existing DIDRRM Policy.
CMC-Nepal has further developed a psychosocial disability inclusive safeguarding Policy. In response to evolving safeguarding risks, organizational learning, changes in the operating environment, and relevant national and international standards, CMC-Nepal intends to review, notarize and introduce the new policy to further strengthen its safeguarding systems and practices.
CMC-Nepal therefore invites qualified and experienced individual consultants/lawyers or consulting firms and law firms to submit an Expression of Interest for the three different assignments.
1. Consultancy for Review of Disability-Inclusive Disaster Risk Reduction and Management (DIDRRM) Policy
The purpose of the consultancy is to review and support update CMC-Nepal's respective policies to ensure that it is relevant, practical, inclusive, rights-based, and aligned with applicable national and international frameworks.
Key Objectives:
The selected consultant/ firm will:
Review CMC-Nepal's existing DIDRRM and safeguarding Policies/guidelines Identify and update the strengths, gaps, relevance, and implementation challenges of the existing policy by ensuring the inclusion of persons with disabilities, including persons with psychosocial disabilities, in DRRM processes Facilitate a policy review/validation workshop with board and senior management; and finalize the revised DIDRRM Policy.Key Deliverables:
The consultant/firm will be expected to submit:
DIDRRM Policy review and gap analysis Facilitation of one day validation/review workshop with staffs and board members Finalizing revised DIDRRM Policy with workshop report;2. Consultancy for review and updating Child and Adolescent Safeguarding Policy
The purpose of the consultancy is to review and support to strengthen, and update CMC-Nepal's Organizational Child and Adolescent Safeguarding Policy to ensure that it is child-centered, rights-based, gender-responsive, disability-inclusive, trauma-informed, practical, accessible, and aligned with relevant national and international safeguarding standards.
Key Objectives
The selected consultant/firm will:
Review the existing Child and Adolescent Safeguarding Policy of CMC-Nepal Identify policy, institutional, and implementation gaps in relation to relevant national legislation, policies, and international safeguarding standards Facilitate a validation/consultation workshop with CMC-Nepal staffs and board members and Finalize the updated policy and implementation recommendations.Key Deliverables:
The consultant/firm will be expected to submit:
Safeguarding Policy review and gap analysis Two-day Workshop with CMC-Nepal staffs and board members Recommendation to revise safeguarding tools/annexes, where required Update Child and Adolescent Safeguarding Policy along with workshop report.3. Consultancy for Review and notarizing psychosocial disability inclusive safeguarding Policy. In response to evolving safeguarding risks, organizational learning, changes in the operating environment, and relevant national and international standards, CMC-Nepal intends to review, notarize and introduce the new policy to further strengthen its safeguarding systems and practices.
Key Objectives:
The selected consultant/firm will:
Review the newly developed psychosocial disability inclusive safeguarding Policy. Review and identify gaps in relation to relevant national legislation, policies, and international safeguarding standards; Facilitate a validation/consultation workshop with CMC-Nepal staffs and board members on identified findings; and Finalize and notarize the updated policy as per review and recommendations to be approved by the board.Key Deliverables:
The consultant lawyer/ law firm will be expected to submit:
Presentation on psychosocial safeguarding Policy and gap analysis with CMC-Nepal staffs and board members Revise the policy, safeguarding tools/annexes, where required; Final the disability inclusive Psychosocial Safeguarding Policy by notarizing final document along with a report.Rquired Qualifications and Experience
The consultant/firm should demonstrate:
Master's degree or equivalent in Child Protection, Social Sciences, Development Studies, Human Rights, Gender Studies, Law, Psychology, or a related field; At least years of relevant professional experience; Proven experience in developing, reviewing, or updating organizational safeguarding policies; Strong knowledge of child rights, rights of person with disability, DIDRR and protection principles; Experience in safeguarding risk assessment and organizational capacity strengthening; Knowledge of gender/age-responsive and disability-inclusive safeguarding; Experience facilitating participatory stakeholder consultations/workshops;Experience working with NGOs/INGOs, UN agencies, government institutions, or organizations working in mental health, psychosocial support, child protection, and disability inclusion will be an advantage.
