Final Evaluation of Karnali Mental Health Program (KMHP)

 

Centre for Mental Health and Counselling – Nepal (CMC-Nepal), a national NGO working in the areas of mental health and psychosocial support, invites qualified and experienced individual consultants or consulting firms to submit an Expression of Interest (EOI) for conducting the evaluation of the Karnali Mental Health Program (KMHP).

Centre for Mental Health and Counseling-Nepal (CMC-Nepal) is a national non-governmental organization (NGO) established in May 2003. It is registered in Kathmandu District Administration Office (Registration No. 838-059/060) and is affiliated with the Social Welfare Council (Affiliation No. 14822).

Karnali Mental Health Programme (KMHP) is a three-year project from March 2023 to February 2026) in response to the critical gaps and urgent need for MHPSS services. It is led by the Centre for Mental Health and Counselling-Nepal (CMC-Nepal) at implementation level with financial and technical support from CBM Global Disability Inclusion and in collaboration with local governments. This three-year project builds upon the foundations laid by the Inclusive Community Mental Health Programme (ICMHP) implemented from 2020–2022 in Surkhet and Dailekh districts.

 

Objective of the Evaluation

The primary objective of the evaluation is to assess and capture KMHP’s effectiveness in achieving its objectives, including accessibility of MHPSS services, SHG empowerment, and policy influence, and to provide recommendations for sustainability including its challenges and learnings.

  • To evaluate the efficiency, effectiveness, impact, and sustainability of the KMHP interventions, comparing progress against baseline data and key indicators.
  • To examine the policy changes and social transformations driven by the project, particularly those enhancing access to MHPSS services and creating an enabling environment.
  • To identify best practices, key learnings, and innovative approaches from the project, while also documenting challenges, gaps, and lessons learned across all result areas.
  • Offer actionable recommendations to improve future project design and implementation, and support policy dialogue to sustain and institutionalize MHPSS services at the local and provincial levels.
  • To explore unexpected outcomes or successes of project activities that arose from the expansion of the project beyond its original scope.


Duration of Assignment and Location

  •  Evaluation Period (time frame): July 2025 – August 2025
  •  Final Report Submission: September 2025
  • Working Areas: Project municipalities in Surkhet, Dailekh, and West Rukum districts

Required Qualifications and Experience

The lead consultant will be responsible for conducting a comprehensive evaluation, ensuring alignment with community mental health, disability-inclusive development, and rights-based approaches. 


Key qualifications and responsibilities include:

  • The lead consultant must have master’s degree in psychology, public health, or inclusive development from a recognized university
  • Five years of proven experience in conducting and leading evaluation or research MHPSS and disability inclusion programs.
  • Good understanding of human rights, disability inclusion, government mechanism, policies, strategies and action of government in relation to mental health and psychosocial wellbeing and ensuring the rights of person with disability.
  • Strong background in mental health programs, preferably in low-resource or rural settings.
  • Experience in qualitative and quantitative evaluation methods (e.g., surveys, FGDs, case studies).
  • Experience in assessing programs for accessibility and participation of persons with disabilities.
  • Familiarity with Karnali province’s socio-cultural context, health systems, and local stakeholders.

Deliverables

  • Inception Report with detailed methodology and work plan

  • Draft Evaluation Report

  • Final Evaluation Report (in accessible format)

  • Power point presentation for Debriefing Workshop with stakeholders

Application Process

Interested consultants or firms must submit the following documents in their application:

  • Cover letter expressing interest

  • Technical proposal (including methodology, work plan, and team composition)

  • Financial proposal (including taxes)

  • CVs of key team members

  • Copies of PAN/VAT registration and firm registration certificates

  • At least one sample of a similar evaluation assignment completed previously

Ethical Compliance

The selected consultant/firm must adhere to the Code of Conduct and Safeguarding Policies of CMC-Nepal and CBM Global, including policies on Child Protection, PSEAH, Disability Inclusion, and Confidentiality.

Interested organizations meeting the requirements are requested to send their proposal with details of methodology and other requirements (including budget) included in the Terms of Reference to the following address in a sealed envelope not later than 15th June 2025.

Only short-listed organizations will be invited for the further process. All the rights for selection of organizations are reserved by CMC-Nepal.
