USAID Nepal Karnali Water Security Activity (KAWAS) Project

Scope of Work

Project Background

The USAID/Nepal Karnali Water Security Activity (KAWAS) will create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate WRM, watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders system-wide.

Open Positions:

Finance and Administration Manager

  • Position Summary: The Finance and Administration Manager (FAM) will provide overall management of the finance, subcontracts, human resources, and administration functions of the project. 
  • A Bachelor’s degree in a related field, Master’s degree preferred.
  • At least 16 years of relevant experience, including at least 8 years of finance and admin management on donor-funded projects
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.

Communications Manager

  • Position Summary: lead all communications activities on KAWAS, both developing and implementing the communications strategy
  • A Bachelor’s degree in a related field, Master’s degree preferred.
  • 14 years of experience required, of which at least 8 years of experience in communications for development activities.
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.

Grants and Procurement Manager

  • Position Summary: The Grants and Procurement Manager will lead day-to-day oversight of the KAWAS procurement processes and grants fund, ensuring compliance with USAID regulations and best practices.
  • University degree in relevant field required.
  • At least 8 years of experience. 4+ years of relevant experience in procurement and grants management on USAID-funded projects.
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.

IT and Database Manager

  • Position Summary: responsible for managing and responding to all IT and database needs of the Kathmandu and Surkhet Regional Offices, including system installations, maintenance, work closely with TAMIS administrator on TAMIS database trouble shooting and maintenance, MEL
  • Database design and maintenance, and provide support and technical consultations to clients. 
  • Bachelor’s degree required; IT certifications a plus
  • 6 years of experience required
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.

HR Officer

  • Position Summary: The Human Resources Officer will manage all of the day-to-day aspects of recruitment and human resources
  • B.A. degree in Human Resources, Finance, Business Administration, or similar.
  • 4 years of experience required
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.

Finance Officer

  • Position Summary: the position will play a pivotal role in overseeing adherence to project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, financial policies, procedures, controls, and reporting systems
  • B.A. Degree in Accounting, Finance, Business Administration or equivalent. Advanced degree MBA, CPA or equivalent preferred
  • 6 years of experience required, minimum 2 years experience on USAID funded projects
  • Location: Based in Kathmandu full time with occasionally travel to field sites in the Karnali River Basin.
