Emergency Medical Services - Admin and Finance Officer 

Medical Teams International is the USA based non-profit humanitarian aid and global health organization. Medical Teams International has mobilized 2,000 medical aid teams since 1979 Medical Teams International begun health related interventions shortly after the disaster in late April 2015. The EMS project will be directly implemented by MTI through the partnership of Ministry of Health (MoH) and District Health Office (DHO), Dhading district. The project duration is from 2016 to 2018.We are looking for a visionary and committed individual to work for Emergency Medical Service (EMS) project in Dhading district. 

Reports to: EMS Project Manager

Employment Period: 3 years contract 

Location: Dhading

JOB SUMMARY: To provide financial and administrative support to the Emergency Medical Services program. The position aims to handle administrative and financial management of the project committing to values and norms of MTI.

DUTIES AND RESPONSIBILITIES

Financial:

  • Conduct day-to-day financial management of EMS project activities;
  • Prepare a monthly financial report of EMS project and circulate to concern line agencies;
  • Ensure that sufficient funds are available to meet ongoing operational requirements;
  • Forecast cash flow positions, related budget request needs;
  • Co-ordinate with Kathmandu finance officer for submission and checking of paper works;
  • Assures the financial activities are conducted in compliance with MTI and Government requirements;
  • Co-ordinate with Kathmandu finance officer for financial auditing;
  • Prepare budget monitoring for controlling project fund administration;
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments.
  • Assist the program and logistics staff with day-to-day accounting operations and financial support in accordance with MTI policies and procedures; 
  • Process bank and cash transactions, including reconciliations;
  • Prepare monthly expense reports with actual to budget analysis;
  • Committed to the values and principles of MTI;
  • Create additional analyses, reports and field visit as requested by Project Manager;

Administrative:

  • Provide administrative support for day-to-day EMS Project activities;
  • Provide administrative support to the Project Manager in conducting EMS training and other activities as required;
  • Maintain up to date inventory record of MTI assets, and supplies;
  • Assists project Manager or/and M&E/Logistics Officer to collect additional information from the field to support preparation of activities; 
  • Responsible for daily operations of administration issues;
  • Carry out supportive functions to establish and maintain offices, ensuring that all departments (Operations, Planning, Logistics, Finance /Admin/HR) are properly supplied;
  • Assist Program Manager to ensure all contracts and leases adhere to national policies and laws.
  • Ensure required preapprovals are secured in advance of incurring expenses.
  • Prepare and maintain leave tracking sheet;
  • Any other responsibility provided by the Project Manager;

QUALIFICATIONS:

  • Strong commitment to the mission and vision of Medical Teams International;
  • Post graduate in management with specialization in finance;
  • Experience working in an NGO for 3-5 years in a financial management and administrative support role (preference to prior working in health projects);
  • Proven ability to work accurately with data, experience and/or interest in administrative activities;
  • Willing to travel and stay overnight at the project site;
  • Good computer skills;
  • Willing to work additional hours at crucial times;
  • Excellent analytical, interpersonal and communication skills both in English and Nepali;
