Transitioning to Agroecological Production (TAP) is a regional project funded by the International Fund for Agriculture Development (IFAD) for implementation in Nepal, Bhutan and Pakistan for the period of 3 years. In Nepal, the project will be implemented in Karnali, Sudurpaschim and Lumbini Provinces to support the IFAD funded Resilient High Value Agriculture Program (RHVAP), the Nepal Government’s flagship programme under the Ministry of Agriculture, Forestry and Environment (MoAFE). The TAP project aims to support transition to commercially viable agroecological systems and strengthen the economic resilience of smallholder farmers through promotion and scaling of agroecological farming systems in the region. The project will seek to accelerate on farm agroecological transformation while strengthening the market, knowledge and institutional systems required to sustain and scale agroecological practices within ongoing investment projects in Nepal, Bhutan and Pakistan. While project implementation in each country will be led by the respective implementing partners, LI-BIRD will be responsible for overall coordination and project management. The project will promote collaboration, learning and knowledge exchange among the three countries while ensuring effective planning, implementation, monitoring, financial oversight, reporting and accountability at both national and regional levels.

1. Team Leader (Level 11) - (1): To be based at Programme Coordination Office, Sanepa, Lalitpur
Job Summary: Reporting to the Head of Programmes (HoP), the Team Leader will provide overall strategic, technical, and managerial leadership for the project, ensuring effective partnership, coordination, planning, implementation, monitoring, financial oversight, quality assurance, reporting, and compliance. The Team Leader will lead the Nepal project team and coordinate closely with the funding agency, implementing partners, Nepal Government’s flagship RHVAP programme, and provincial government, and other relevant stakeholders. At the regional level, the position will provide strategic coordination, technical support, and oversight to partners in Bhutan and Pakistan, including joint planning, progress and results tracking, reporting and compliance, and cross-country learning and knowledge exchange. The position will also support the Capacity Development and Knowledge Management Expert in generation, documentation, and dissemination of evidence and knowledge to support agroecological transformation and strengthen regional collaboration and learning.
Education and Experience: Master's degree in agriculture, agroecology, agribusiness management or related field with at least 7 years of relevant experience in management, implementation and monitoring projects related to agriculture, agroecology, agri-value chains. Candidates with a demonstrated track record of developing technical guidelines, manuals, Palika agriculture strategy and delivering trainings and having experience working closely with government systems and managing consortium projects is an advantage and are encouraged to apply.
2. Capacity Development and Knowledge Management Expert (Level 9)-(1): To be based at Programme Coordination Office, Sanepa, Lalitpur
Job Summary: Reporting to the Team Leader, the Capacity Building and Knowledge Management Expert will lead the planning, implementation, monitoring, and coordination of capacity development and knowledge management activities to strengthen the adoption and scaling of agroecology in Nepal, Bhutan and Pakistan. The key responsibilities include designing course curricula and facilitating Training of Trainer (ToT) on Agroecology, supporting the Youth Apprenticeship programme, updating Palika Agroecology Plan (PAPs), updating and developing agroecology training materials and practical Package of Practices (PoP). The Expert will lead the development and dissemination of innovative learning and advisory resources, including instructional videos, digital agroecological advisory services and farm diaries. The Expert will also facilitate national and regional sharing and cross-learning events, and document and disseminate project knowledge, experiences and good practices. In addition, the Expert will provide technical guidance and support to project teams from Bhutan and Pakistan in contextualizing and adapting agroecology training materials, tools and knowledge products to their respective contexts.
Education and Experience: Master's degree in agriculture with specialization in Agri-economics, Agriculture Extension or related field with five years of relevant experience. Candidates with good understanding on climate resilient and agroecological farming approaches, strong track record of documentation and publications, relevant training or certification in Training of Trainers (ToT), prior experience of developing guidelines and designing training course curriculum and delivering trainings will have added advantage and are encouraged to apply.
3. Value Chain and Business Development (VCBD) Expert (Level 9)- (1): To be based at Surkhet
Job Summary: Reporting to the Team Leader, the Value Chain and Business Development (VCBD) Expert will lead and support in-country project activities related to the marketing of agroecological products with Participatory Guarantee System (PGS) certification and value chains in close coordination with RHVAP, local government community groups and private sectors. Key responsibilities include developing localized certification and traceability systems; forging partnerships and strengthening capacity of farmers, producer organizations, market actors and other relevant stakeholders on establishing record keeping and certification systems, marketing and business development planning and execution; facilitating farmer-to-farmer learning and exposure visits; and supporting data management, documentation and reporting. The VCBD Expert will provide technical guidance to the farmers and producer organizations and coordinate with local government, private sector actors and other stakeholders to strengthen market-led production, agri-business linkage, building synergies, leverage resources and scale promising innovations and agroecology-based value chain models.
Education and Experience: Master's degree in agribusiness management or agriculture economics or an equivalent related field, with at least 5 years of work experience on agriculture value chain and market systems development engaging smallholder producers and private sectors. Candidates with valid motorbike/scooter license and grounded experience in safe food and agroecological value chains and market developments, basic understanding about organic certification including Participatory Guarantee System (PGS) and private sector promotion are encouraged to apply.
4. Project Admin and Finance Officer (Level 6)- (1): To be based at Surkhet
Job Summary: Reporting to the Team Leader, the Project Administration and Finance Officer (PAFO) will be responsible for the effective management of the project's financial, administrative, procurement, and logistical functions. PAFO will coordinate with relevant staff to ensure accounting and documentation of all financial transactions are carried out accurately and in a timely manner. The PAFO will also ensure that financial and administrative documentation is maintained in a systematic and timely manner to support reporting, accountability, transparency, and overall operational effectiveness of the project.
Education and Experience: Bachelor's degree or equivalent degree in commerce/management with 5 years of relevant work experience or Master's Degree in management with 1 year of experience.
