Forum for Rural Welfare and Agricultural Reform for Development (FORWARD Nepal) is a national nongovernmental organization working in the areas of livelihood enhancement, migration, psychosocial wellbeing, climate resilience, and community empowerment. With financial support from AWO International under the BMZ–Social Structure Fund, FORWARD Nepal is implementing the project “Empowering Migrants for Sustainable Economic Development (MEED)” in Ichchhakamana Rural Municipality, Chitwan District.
The project works closely with potential migrants, returnees, migrants’ families, youth, women, and marginalized communities by organizing them into community self-help groups, youth clubs, and networks, and supporting them through agriculture-based livelihood promotion, vocational skills, enterprise development, market linkage, and psychosocial support. FORWARD Nepal invites applications from qualified Nepalese citizens for the Ichchhakamana RM based following positions (requiring extensive field visits) with the reporting line to the Project Manager/Coordinator for the full time, fixed term contract (January 2026-December 2028).
1. Position: Field Officer - Institutional Dev. & Networking
Number: One
Position based: Ichchhakamana RM, Chitwan
Key Responsibilities
- Support capacity strengthening of social structures at community, local, and district level institutions such as spouse groups, migrant networks, cooperatives, etc. engaged in safe migration, reintegration, and migration governance.
- Facilitate and strengthen migration-related networks at local, and district levels. This includes mentoring and facilitating institutional development through support in the formulation of policies and guidelines, developing templates and providing documentation assistance.
- Support institutionalization and functional linkage of Migration Information Centres (MICs) within local government systems and relevant provincial structures.
- Organize and facilitate coordination meetings, consultative forums, policy dialogues, consultations and workshops.
- Support evidence-based advocacy and policy lobbying on safe migration, migration governance, reintegration, and social protection.
- Support dissemination of advocacy messages through networks, media, and public platforms.
- Document good practices, lessons learned, and innovative approaches related to institutional development and networking.
- Facilitate learning, exchange, and reflection events among partners, networks, and government stakeholders.
- Provide technical backstopping to implementing partners on institutional strengthening and networking components.
- Coordinate closely with other technical staff, M&E personnel, and Social Mobilizer JTAs to ensure integration across project components.
- Contribute to activity planning, progress reporting, and documentation as per FORWARD Nepal and donor requirements.
Required Qualification, Experience, and Skills
- Bachelor's degree in social sciences, Development Studies, Governance, Sociology, or a related discipline, with a minimum of five (3) years' experience in institutional development, governance, networking, coordination, or advocacy-related roles, preferably in migration, labour, or social protection sectors;
- Demonstrated experience working with civil society organizations, and networks; proven ability to facilitate multi-stakeholder coordination and policy dialogue;
- Strong analytical, facilitation, and report-writing skills in Nepali and English;
- Capacity to prepare policy-oriented documents and technical reports;
- Strong organizational and time-management skills; and
- Willingness to work extensively in rural and community settings.
2. Position: Community Mobilizers cum JTA (Seven - 1 per Ward)
Number: Seven (1 ward each) Position based: Ichchhakamana RM, Chitwan
Key Responsibilities
- Facilitate the formation and/or strengthening of Community Self-Help Groups (CSHGs) (approximately 10 per ward) with an inclusive composition (sex, ethnicity, etc.).
- Support the formation and strengthening of Youth Clubs (one in each ward) to operate as ward-level migration and livelihood resource hubs.
- Facilitate sessions for social structures (CSHGs, youth clubs, networks) on topics including group management, record keeping, leadership development, and democratic system development.
- Mobilize CSHGs and Youth Clubs for regular meetings and ensure the effective implementation of project interventions.
- Provide technical trainings and demonstrations on diversified livelihood options, including Vegetable and Fruit farming; oat farming, Pig farming, and Fisheries; Bee-keeping and post-harvest handling; etc.
- Promote environment-friendly and sustainable agricultural practices among farmers and nature-based farming systems.
- Disseminate appropriate technologies through demonstrations, in-site coaching, and conducting various technical sessions to enhance community awareness and skills.
- Support trained youth in enterprise development and market linkage initiatives for consistent and better income, focusing on market-driven local job creation.
- Facilitate regular sessions for social structures on issues of safer migration, anti-human trafficking, pre-requisites for migration, and available government services and entitlements.
- Assist in linking targeted communities with relevant stakeholders and governmental social security services (health services, subsidies, Social Security Fund (SSF), etc.).
- Support the project team in micro-level advocacy efforts with the local government for policy development/review related to youth engagement, utilization of fallow land, and job creation.
- Collect field data, document case studies, capture good practices, and ensure timely and accurate tracking of project activities at the field level.
- Prepare and submit quality weekly/monthly field activity reports to the Project Officers/Coordinator.
Required Qualification, Experience, and Skills
- Junior Agriculture Technician from recognize institution, with the ability to provide practical, farmer-friendly technical training and guidance. Project will hire both the Technicians holding academic degree in Plant Science and Animal Sciences.
- Trainings on Strong community mobilization and facilitation skills, nature-based/organic and climate resilient farming practices, will be an additional asset.
- Experience of working with the similar technical role in hill and mountainous regions of the country.
- Good documentation and reporting abilities.
- Willingness to travel extensively, resides and work in remote rural settings.
- Ability to work independently and as part of a multidisciplinary team.
- Good command of Nepali language; knowledge of local languages is an asset.
3. पदः कार्यालय सहायक (Office Support Staff)

कार्यालय सहायकले प्रशासनिक कार्य, लजिस्टिक तथा सामान्य सहयोगका जिम्मेवारीहरू सम्हाल्दै कार्यालयको दैनिक कार्य सञ्चालनलाई सहज बनाउन सहयोग गर्दछ। यस भूमिकामा कर्मचारीहरूलाई सहयोग गर्ने, कार्यालयको सरसफाइ र व्यवस्थापन कायम राख्ने, आधारभूत कागजात व्यवस्थापन गर्ने, लजिस्टिक्स तथा खरिदसम्बन्धी कार्यमा सहयोग गर्ने, साथै बैंकिङ, डेलिभरी र आपूर्तिकर्तासँगको समन्वयजस्ता कामहरू समयमै सम्पन्न गर्ने जिम्मेवारी समावेश हुन्छ । यस पदका लागि विश्वसनीयता, गोपनीयता कायम गर्ने क्षमता, तथा स्वतन्त्र रूपमा काम गर्न सक्ने क्षमता आवश्यक हुन्छ ।
