FHI 360 has been working in Nepal since 1993. Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning (FP)/reproductive health (RH), health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform and the environment and climate change.
We request applications from qualified Nepali citizens for the positions mentioned below.
1. Administrative Manager
The Administrative Manager will be responsible for office operations, management, and administration of procurement, services, travel, logistic, asset and vehicle management. S/he works closely with all FHI 360 Nepal Office departments and units to ensure timely, appropriate and efficient office administrative, operations and within FHI 360 Nepal Office policy and procedural guidelines.
Key Responsibilities
- Ensure the FHI 360 Nepal Office procurement process strictly adheres to FHI 360 Nepal Office policy including review of all procurement requests for completeness of necessary information, considering the best value for money, soliciting and reviewing quotations on procurement items coordinating with FHI 360 Asia Pacific Regional Office (APRO)/Headquarters (HQ) for required approvals, preparing purchase orders and obtaining necessary signatures/approvals.
- Identify key areas of improvement on the administrative processes and devise ways to streamline processes thereby contributing to operation efficiency, support procurement team in procurement challenge as necessary.
- Manage FHI 360 Nepal Office’s asset/inventory management, insurance, asset/ inventory report requirements of as per donor requirement.
- Responsible to organize and supervise disposal of commodities in adherence to donor requirements and organization policies.
- Monitor and maintain Nepal Office’s operations records, review and analyze monthly consumption reports.
- Ensure smooth front desk operation, and oversee all facilities and maintenance activities
- Oversee and manage travel arrangements for official domestic and international travel for staff and consultants including visa and hotel reservations.
- Manage all service agreements and outsourcing contracts related to guards and support staff, ensuring timely contract renewals.
- Ensure timely submission of tax obligations including preparation of VAT bills for reimbursement to USAID and Inland Revenue Department. Oversee the VAT reconciliation of local Implementing Partners and Country Office is done as per the VAT standard operating procedures (SOP).
- Perform other FHI 360 related duties as assigned by the Finance and Administration Director and the Country Director.
Requirements
- Master’s degree in humanities, business management or related social science or behavioral sciences and at least five years related experience in administrative and office procedures or a bachelor’s degree in humanities, business management or related social science or behavioral sciences with seven years’ experience in administrative and office procedures.
- Knowledge and experience with office management systems.
- Excellent interpersonal, organizational skills and attention to detail.
- Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
- Excellent oral and written English and Nepali including documentation skills.
2. Information Technology specialist
Maintains the Nepal Office IT System which includes supervision of Nepal Office computers, servers, mailing and networking system and ensures its smooth operation. Coordinates between FHI 360 Nepal Office IT, Asia Pacific Regional Office (APRO), Headquarters (HQ) Information Solutions and Services (ISS) Team and Internet Service Provider (ISP) to update and upgrade the software and communication system as required.
Key Responsibilities
- Provide support to users as and when required with problems on emails, FHI 360 standard programs/applications, printing, network connections, file management, recovery and installation of FHI 360 standard applications
- Maintain Servers, Network Equipment, Firewalls, CISCO VOIP System check and monitor all the computers, printers, and VOIP phones regularly for smooth operation, e.g. hardware/software troubleshooting, manage LAN / WAN connections, setup laptops.
- Provide assistance in procurement and evaluation of all IT related equipment and Software as required by offices including procurement of IT Equipment, Software etc. Also assist in technical documentation such as preparing specifications and bid evaluation.
- Provide ICT needs as required by various projects (e.g.: Web Application designs, Webhosting and backend support). Create/reset/unlock/disable user accounts.
- Backup servers, user’s files, network shared files on schedules basis.
- Maintain Nepal Office IT system and upgrade periodically, as and when required or as instructed by HQ and APRO.
- Assist APRO/HQ ISS team in testing and deploying the new emerging technologies.
- Train and orient users on new technologies that is implemented by HQ
- Assist in knowledge-based video making as required by different Projects.
- Coordinate and follow-up with International IT support team whenever required.
- Regularly update the status of IT to leadership teams at FHI 360 Nepal Office and APRO and HQ ISS team.
- Ensure that only FHI 360 licensed software are installed in office computers to avoid unnecessary problems with office computers.
- Ensure all FHI 360 ISS as well as funders IT compliance and requirements are adhered
- Regularly monitor internet connection and follow-up with ISP whenever required.
- Configure PC, arrange printing and network services for consultants/visitors as needed or required by management.
- Suggest and orient staff on best IT practices and the security measures to be considered.
- Ensure timely application of virus threats related and security related patches installed to prevent from possible threats.
- Recommend/Coordinate any foreseen security options as well as upgrades and updates with APRO IT.
- Assist Nepal office staff for archiving and managing files and emails regularly.
- Responsible for managing the Office Intranet and electronic filing system, update the intranet and insert the FHI 360 documents whenever required.
- Assist FHI 360 Nepal Office staff for computer layout and designing the FHI 360 documents, printing and production.
- Performed other task as assigned by Finance and Administrative Director and Country Director
Requirements
- Master’s degree in IT field with three years of experience or a bachelor's degree with five years of experience with qualification in Microsoft Certified Professional (MCP), Microsoft Certified Solutions Expert (MCSE), Cisco Certified Network Associate (CCNA).
- In-Depth knowledge of MS Windows Server 2008/2012, Office 365 Mail System, Microsoft Windows10, 11, Professional/Enterprise, MS Office 2013, MS office 2016
- Knowledge of MS Windows Server /2008/2012 and Office 365 and SharePoint
- Knowledge of Azure Cloud Backup.
- Knowledge of VMware
- Knowledge of Cisco Router/Switch Configuration

3. Civil Society Specialist
The Civil Society Specialist will provide technical and scientific leadership in designing, implementing and evaluating the project’s civil society engagement and capacity building strategy of USAID Clean Air. The Civil Society Specialist will also work with USAID Clean Air implementing partners to identify key characteristics for a knowledge exchange portal among civil society organizations (CSO) and determine system specifications and primary outputs.
Key Responsibilities
- Provide technical leadership in the design, development, execution and evaluation of a civil society engagement and capacity building strategy, ensuring the project’s activities use a systematic planning process that is evidence-based and reinforced through a coordinated, shared vision among partners, key stakeholders, and the Government of Nepal
- Lead development and preparation of annual workplans and routine donor reporting for the civil society engagement and capacity building components of the project
- Oversee coordination of community forums in year one to gain insight into community and CSO priorities, define shared objectives and develop and monitor shared action plans
- Develop and implement an advocacy and accountability accelerator training and mentoring program, with a goal to help CSOs become more effective for holding local government officials accountable for reducing air pollution
- Work with project stakeholders to develop CSO tools and implementation frameworks, including air quality impact checklists, standard operating procedures (SOP) for open and interactive public hearings/forums, and citizen report cards to provide feedback to government officials.
- Provide support to CSO network as required through one-on-one mentoring, on-demand technical assistance (TA), learning-by-doing activities, group trainings, and relationship building with local government.
- Work with the project’s monitoring and evaluation specialist to track whether program civil society engagement and capacity building activities are achieving the project’s indicators.
- Oversee development of civil society-led online knowledge sharing platform by program partners, with an emphasis on sharing cross-border knowledge across the region.
- Ensure that new knowledge and best practices in civil society engagement and capacity building for air pollution reduction are shared and contribute to the knowledge base through participation in local, regional and global partner and technical networks, scientific forums and other knowledge-sharing platforms
- Oversee planning and implementation of other specific civil society activities, as needed.
Requirements
- Master’s degree in business administration, education, law, political science, public administration or another related field with three to five years of experience or a bachelor's degree with over five years of experience as mentioned above.
- Experience in management of and technical direction to civil society engagement and capacity building projects and/or programs, preferably in countering air pollution, climate change, environment or related development areas
- Experience in training, mentoring, and providing technical assistance to local CSOs and local governments
- Ability to manage projects and consultants, and to set realistic priorities, and plan for the successful implementation of activities required
- Flexibility and ability to adapt implementation based on data or information from monitoring of activities
- Proactive in managing multiple tasks, managing and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
