Panchtara Yuwa Samrakhak Manch (PTYSM) is a non-profit, non-governmental humanitarian and development organization registered with the District Administration Office, Jajarkot, and affiliated with the Social Welfare Council. Established in 1997, PTYSM is run by dedicated young development professionals and social workers with extensive experience in rural development. Operating in Karnali Province, the organization focuses on improving food security, nutrition, livelihoods, education, disaster risk reduction (DRR), humanitarian response, protection, and disability inclusion for marginalized communities. PTYSM’s mission is rooted in equity, inclusion, and resilience, with a commitment to ensuring that women, children, youths, disadvantaged groups, and persons with disabilities benefit from its interventions.

1. Project Manager- SHAHAYATRA- III Project

PTYSM has been implementing the SHAHAYATRA-III project in partnership with Save the Children in Chhedagad Municipality of Jajarkot district. This integrated project includes education, child protection, child rights governance, sexual reproductive health rights, and climate change and green jobs interventions. The goal is to enhance the quality of education, protection, and child rights, with a particular focus on children from the most deprived and marginalized communities. In this context, PTYSM invites applications from competent and self-motivated Nepali candidates for the position of Project Manager on a full-time basis.

ROLE PURPOSE:

The Project Manager will work in close coordination with Save the Children International, the Program Director, the Board of the Organization, Project Coordinators across all thematic areas, Field Officers, Community-Based Organizations (CBOs) and targeted communities. The role also involves active collaboration with district and municipal-level stakeholders, including government agencies, I/NGOs, OPDs, and community networks, to create an enabling environment for smooth project implementation. Under the direct supervision of the Program Director, the Project Manager will be responsible for leading the implementation of all activities under the SAHAYATRA-III Project. This includes mobilizing and coordinating with a wide range of development actors and stakeholders working in the areas of Education, Child Rights Governance (CRG) and Child Protection, Sexual and Reproductive Health and Rights (SRHR), Climate Change and Green Jobs, as well as Forestry, Agriculture, and other relevant sectors. The Project Manager will ensure that all project activities are delivered on time, within scope, and in accordance with agreed quality standards.

Role Dimensions: This position is key position to lead all activities through mobilization of Thematic Project Coordinators and field officers of Education, CRG and Child Protection, SHRH and Climate Change and Green Jobs and overall project team to ensure the result of project under Sahayatra-III

KEY responsibilities:

Project Planning and Budgeting

• Lead and oversee the monthly, quarterly, semi-annual, and annual planning and budgeting processes in collaboration with thematic Project Coordinators, MEAL & DRC, and the Finance Coordinator, ensuring alignment with project goals and tracking progress accordingly.
• Facilitate and support inclusive community consultations with key stakeholders, including beneficiaries, for needs assessment, participatory planning, and informed project design.
• Ensure efficient budget implementation, financial forecasting, and timely reporting in line with donor and organizational standards.
• Strengthen coordination with district, municipal stakeholders, and local governance bodies for effective integration and alignment of plans.
• Ensure systematic data collection, documentation, analysis, and timely dissemination of information on project progress, challenges, and learning.
• Build the capacity of project staff through ongoing coaching, mentoring, and technical support to enhance the quality and effectiveness of project implementation.
• Lead the preparation and submission of Annual and Semi-Annual. Quaterly Reports in line with Save the Children International’s (SCI) standards and formats.

Coordination, Collaboration, and Networking

• Actively coordinate and collaborate with local, district, and provincial government line agencies, civil society actors, beneficiaries, media, peer project teams, and other service providers at all levels.
• Strengthen organizational visibility and contribute to the sustainability of interventions at community and local government levels.
• Represent the organization in relevant networks, clusters, and forums; foster collaboration with like-minded organizations for resource mobilization and shared learning.
• Maintain robust coordination with education, child protection, CRG, SRHR, climate change, green jobs, forestry, and agriculture stakeholders at district and municipal levels, leveraging opportunities for resource sharing.
• Facilitate integration of multi-sectoral components within the community to ensure a cohesive and community-owned approach to project implementation.
• Promote intra-organizational collaboration and lead resource sharing initiatives between thematic projects to avoid duplication and increase synergy.
• Serve as an effective bridge between Save the Children and the organization by ensuring consistent and transparent flow of project-related information and communication.

Project Implementation

• Provide overall leadership to the project team, guiding and supporting field staff to ensure timely execution of high-quality project activities at the district and local levels.
• Assist in developing practical and actionable work plans for field implementation, in close collaboration with project staff and local stakeholders.
• Facilitate technical and operational support to local government and non-government partners for strengthened implementation.
• Maintain and manage an effective filing, documentation, and database system at the office, ensuring data accuracy and accessibility.
• Lead local-level advocacy initiatives to increase budgetary allocation and policy attention towards education, CRG, child protection, SRHR, and climate resilience.
• Organize and lead community-level project activities as assigned, ensuring inclusive participation from schools, youth clubs, child clubs, and other community structures.
• Conduct and facilitate high-quality community-based activities such as training, meetings, workshops, and awareness campaigns aligned with project goals.
• Collect feedback from beneficiaries, stakeholders, and partners, incorporating their voices into ongoing project adaptation and learning.
• Supervise staff on a daily basis, working collaboratively with Project Officers and Coordinators to ensure effective delivery of tasks.

Project Review and Monitoring

• Conduct regular field visits to monitor the implementation and effectiveness of project interventions and provide technical backstopping to field teams.
• Support the design and implementation of surveys, internal reviews, and external evaluations across all project components.
• Ensure timely preparation and submission of event-wise reports to the Programme Director and Save the Children.
• Monitor program activities across all locations, guiding Project Coordinators and Field Officers to address implementation gaps.
• Facilitate stakeholder and community involvement in participatory review and reflection processes.
• Lead and participate in monthly project review meetings to assess progress against plans, identify challenges, and document lessons learned.
• Support the facilitation of social audits, public hearings, and community dialogues to promote transparency and accountability.

Project Reporting and Documentation

• Prepare and submit comprehensive monthly tracking updates and quarterly, semi-annual, and annual reports to the Programme Director and Save the Children.
• Support the development of project communications materials such as Project Charters, brochures, case studies, success stories, and action photos.
• Ensure timely submission of event reports, updated databases, and indicator-based survey results to relevant stakeholders.
• Conduct regular field monitoring visits and document observations in detailed reports highlighting areas for improvement.
• Work closely with the MEAL and Documentation & Reporting Coordinator to ensure that project achievements are well-documented, learning is captured, and quality standards are consistently met.
• Proactively implement corrective actions based on MEAL feedback to improve performance and outcomes.

Other Responsibilities

• Lead and support learning, knowledge management, and documentation processes within the project and the broader organization in coordination with the Programme Director.
• Support proposal and concept note development to expand the organization’s funding portfolio and strengthen its long-term programming.
• Carry out any additional tasks assigned by the Programme Director or organization leadership that contribute to effective project delivery and organizational development.

QUALIFICATIONS AND EXPERIENCE

Master's Degree in Development Studies, International Development, Rural Development, Sociology, Social Work, Education or Gender Studies with minimum of 5 years’ of experience in Program/Project Operations and management in I/NGOs or other development agencies.

2. Engineer (Civil)- Consultant AMNH Project

PTYSM, in partnership with Save the Children, is implementing the Adolescent MNH Project in Chhedagad Municipality, Jajarkot district, from February 2025 to December 2027. This initiative aims to collaborate closely with communities, local government structures, and key stakeholders to enhance the health and well-being of parenting adolescents, mothers, and new-borns, ensuring their survival and development.

To address the challenges and opportunities in adolescent MNH, the Adolescent MNH Project integrates Save the Children’s global expertise with insights from local partners. The project is designed to collaborate closely with adolescents, communities, stakeholders, and the government to improve the survival and well-being of pregnant and parenting adolescents and their new-born. Temporarily named Action MNH until a Nepali name is co-created with adolescents, the project will be implemented in Chhedagad Municipality, Jajarkot District, Karnali Province. This region overlaps with the SAHAYATRA project, presenting an opportunity to build upon its initiatives while prioritizing support for the most vulnerable communities.

Objective

The objective of the Engineer (Civil) as a consultant is to repair and renovate the health facilities (Birthing Center) as per the Project's estimated duration.

Terms of Reference:

Range of Service

• Assess sites for repairing and upgrading the health facility (Birthing Center) renovation, drinking water, toilet (WASH), adolescent-friendly corner in targeted communities and schools in the construction of the project area.
• Prepare quantity and cost estimates for the construction/renovation works required infrastructure.
• Provide proper orientation to the Construction Committee regarding construction/renovation about the minimum standard, clauses of agreement, roles and responsibilities of each party, design estimate, working modality, mode of payment, and other construction-related tasks.
• Lead the construction/renovation activities under the AMNH project. 
• Supervise the ongoing construction/renovation work at project sites to carry out the work as per design and estimate, fulfilling the minimum standards.
• Provide regular updates and reports of the ongoing construction and renovation activities to the supervisor and Construction Coordinator-Engineer of SC.
• Prepare running & final bills and recommend for payment after analyzing the work progress.
• Provide regular technical support to the masons and community at construction sites.
• Assist the construction committee and community in the procurement of non-local materials, record keeping of the skilled and unskilled laborers, and proper documentation of bills and receipts.
• Prepare a work completion report of each scheme after completion of the work.
• Regularly mobilize the construction committee and community to accomplish the proposed work effectively as per the work schedule.
• Strictly implement the concept of child and disability friendly infrastructures during construction. 
• Maintain good professional relationships with construction committee members, laborers, community members, and other stakeholders at the Palika level.
• Need to accomplish any other relevant responsibilities assigned by the supervisor.
• Closely coordinate and communicate with PC, Construction Coordinator of SCI and partner team when relevant. 
• Must follow the child safeguarding policy of PTYSM & Save the Children.
• Timely risk assessment and create a strategic plan to overcome. 
• Project deliverables for the mentioned period.
• Valuation and Certification of work completion

Qualification and Experience

• Bachelor's degree in engineering (Civil) with at least 1 year of working experience in the related field.

Expertise

• Knowledge and skill in construction Management methodology, materials, with legal regulations (policies, and Guidelines)
• Report and proposal and case studies writing skills.
• Presentation, facilitation, and negotiation.
• Having experience in structural design is an asset.
• Excellent knowledge of documentation and reporting in English and Nepali.  
• Excellent presentation and training facilitation skills and knowledge.   
• Excellent Knowledge of building and construction methods, materials, and legal regulations
• Proficiency in AutoCAD, MS Project, Structural Design Software, and Microsoft Office Package.
• Skilled in managing multiple projects and meeting tight deadlines.

Working Modality

The work will be monthly basis, submitting the timesheet and progress report furthermore final report should be submitted. The applicant may be asked to extend their working hours/days beyond the standard schedule during the consultancy period. This flexibility is essential to meet project deadlines. Coordination and Communication with all stakeholders involved in the initiative.

Terms and Conditions

As TOR for Engineer (Civil) follows as per PTYSM Policies and Guidelines, the consultant would have to complete work within 3 months. No, extension of agreement if work needs to be complete.
