Background:

1. Introduction to Geruwa Rural Awareness Association

Geruwa Rural Awareness Association (Geruwa) is a non-profit, non-governmental, grass-roots social development organization founded in 1993. It is registered in the District Administration Office, Bardiya in 2049/10 B.S. (DAO, Bardiya, Registration No. 20 in FY 2049/50, renewal 2074/07/17 B.S.), SWC Affiliation No: 985 in FY 2049/050, PAN number 301068969. It has been working in the field of socio-economic development and improving the health status of disadvantaged, untouchable, ethnic and other poor communities in close collaboration with local government stakeholders. To boost social, economic, educational, and health status, including WASH activities for the benefit of women and children, especially in poor communities, is the main objective of Geruwa.

2. Background of the Consultancy

Geruwa aims to enhance local education, health, and WASH services through a system-strengthening approach to WASH programming. The objective of the project is to ensure access to sustainable WASH services in HCFs and schools through capacity strengthening of local government and stakeholders. The proposed system approach is designed to assist system actors in enhancing the quality and sustainability of WASH services, ensuring equitable access for all populations. Collaborating with the local government, Geruwa seeks to support local governments (municipalities) through development of essential WASH related policies and regulatory frameworks for strengthening WASH systems and facilitate WASH service delivery.

This Terms of Reference (ToR) is developed for the consulting firm/ individual to formulate policies and plans in the thematic area of WASH. In this context, Geruwa is seeking a highly experienced and senior level WASH expert to conduct a rapid assessment of the existing policies and regulatory framework for WASH in the targeted two municipalities of Bardiya district and support them on updating and/or formulation identified instruments in line with the federal Policies, Acts, Laws, Policies, (Laws), Regulations, Strategies, Plans, Guidelines, Standards, Norms, Directives, Procedures, etc.

3. Objectives of the Consultancy

The objective of this consultancy is to provide targeted local governments with technical support for the review, updating, and development of WASH-related policies and regulatory frameworks, ensuring they are comprehensive, context-appropriate, and aligned with national standards.

4. Qualifications and Experience

The consultant/ firm must have: 

• Team Leader with a master’s degree in environmental engineering, environmental science, public health, or a related field
• Minimum of 15 years of experience in the WASH sector and experience in at least two WASH-related guidelines, policies, acts, rules, or similar assignments.
• Legal Expert with master’s degree in law and a minimum of 10 years of experience in drafting policy and regularity framework. 
• The organization should have a minimum of three years of experience in the WASH sector and experience of developing at least two WASH-related policies and regularity framework.
• Demonstrative previous experience of working closely with/ for government system and stakeholders (MoWS and MoHP) for similar works
• Previous experience of working with development agencies in similar roles
• Excellent skills in facilitating workshops with government officials
• Excellent communication and report-writing skills (English and Nepali)
• Working experience with governments in guideline, sectoral or periodic plan related assignments
• Understanding of the context of local governance in the federal structure will be an added value
• Consultant/firm must be registered in VAT
• Nepalese citizens.
