National Federation of the Disabled Nepal (NFDN) is national umbrella organization of persons with disabilities. It has been consistently working for promoting and protecting the rights of persons with disabilities since 1993 in Nepal. NFDN is implementing a five-year project titled “Collective Action for Disability Rights in Nepal- CADiR” in consortium partnership with Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), and Nepal Netra Jyoti Sangh (NNJS) with support from Atlas Alliances. NFDN is looking for a highly experienced and qualified person for the following various positions:

1. TOR of M&E Coordinator
Position Title: Monitoring and Evaluation (M&E) Coordinator
Project: Collective Action for Disability Rights in Nepal
Duration: Full-time position for the project period (5 years, with annual renewal based on performance Evaluation)
Duty Station: NFD-N Central Office, Kathmandu (with travel to provinces)
Report to: Administrative Manager
Position Summary:
The Monitoring and Evaluation (M&E) Coordinator will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the consortium project. S/he will ensure the project adheres to high M&E standards, produces timely evidence and learning, maintains effective reporting systems, and manages the project database. The M&E Coordinator will also support consortium partners in strengthening their M&E practices. This role is responsible for planning, implementing, and enhancing the project’s M&E system, ensuring accountability to stakeholders, and documenting project processes and outcomes. The position plays a key role in ensuring evidence-based reporting and support quality program implementation under the CADiR Project.
Key Responsibilities
MEAL System Design, Strategic Planning, and Oversight
- Lead the design, implementation, and continuous refinement of a robust MEAL framework, ensuring full alignment with the Atlas Alliance’s standards and consortium objectives.
- Develop comprehensive indicator matrices, baselines, targets, and disability-sensitive data collection methodologies.
- Embed intersectional and inclusive approaches, ensuring disability and gender considerations are integrated across all MEAL components.
- Guide the periodic review and adaptation of the project’s result framework and performance indicators in response to evolving context and findings.
- Provide technical leadership in consortium-led research, assessments, and policy-relevant evidence generation.
Monitoring, Data Management, and Quality Assurance
- Oversee end-to-end monitoring of project inputs, activities, outputs, outcomes, and long-term impact across all implementing partners.
- Maintain and manage a centralized M&E data system, ensuring real-time data entry, validation, consistency, and security.
- Lead the design and operationalize of digital tools (e.g., Kobo Toolbox, ODK) for data collection and analysis.
- Collaborate with thematic and regional leads to review project reports, identify trends, and deliver actionable feedback.
- Ensure data accuracy and timely flow from all consortium partners to support evidence-based decision-making.
- Lead the documentation of key project results, unintended outcomes, and systemic change.
- Coordinate and supervise field monitoring visits and provide strategic technical support to partner organizations.
- Lead baseline, mid-line, and end-line surveys, including tool design, enumerator training, data analysis, and reporting.
Reporting, Knowledge Management, and Evidence Generation
- Produce high-quality, timely, and evidence-based MEAL reports (quarterly, annual, and final) to meet donor, consortium, and stakeholder requirements.
- Train and mentor partners in MEAL systems and establish a functional and streamlined reporting mechanism.
- Support the development and analysis of outcome harvesting, Most Significant Change, and other qualitative tools.
- Document success stories, case studies, and policy-relevant learning briefs for strategic advocacy and dissemination.
- Ensure full compliance with Atlas Alliance and Social Welfare Council (SWC) reporting standards and timelines.
- Provide strategic inputs for mid-term reviews, learning assessments, and final evaluations.
Accountability, Learning, and Adaptive Management
- Lead the establishment and strengthening of inclusive feedback and accountability mechanisms across the project.
- Facilitate learning reviews and adaptive management workshops to reflect on progress, address challenges, and revise strategies.
- Promote the practical use of MEAL findings to improve project design, delivery, and impact.
- Support consortium-wide knowledge exchange and collaborative learning among OPDs and stakeholders.
Capacity Development and Coordination
- Build the MEAL capacity of consortium partners, including OPDs, through tailored training, mentoring, and technical assistance.
- Serve as the MEAL focal point and represent NFD-N in consortium-level MEAL coordination forums.
- Coordinate closely with the Atlas Alliance M&E Team to align systems, tools, and reporting frameworks.
- Support the Country Coordinator in project implementation oversight and strategic decision-making.
- Collaborate with government counterparts, civil society actors, and stakeholders to advance disability data systems and inclusive accountability.
Institutional MEAL System Strengthening
- Support the development and refinement of NFD-N’s internal MEAL strategy, tools, and frameworks to enhance organizational learning and evidence-based programming.
- Collaborate with NFD-N leadership to institutionalize standard M&E procedures, including indicator libraries, reporting templates, and quality assurance protocols.
- Facilitate internal learning and reflection processes across NFD-N’s provincial and local chapters to promote a culture of results and adaptive management.
- Establish systems for tracking cross-project outcomes, lessons learned, and good practices across NFD-N’s portfolio.
- Provide technical inputs to align NFD-N’s monitoring systems with global standards (e.g., CRPD, SDGs) and national disability data frameworks.
Required Qualifications and Experience
- Master’s degree in Social Sciences, Development Studies, Statistics, Public Policy, Disability Studies, Management or a related field.
- Minimum of 3 years of progressive experience in MEAL roles within the development, humanitarian or Disability inclusion projects.
- Demonstrated expertise in developing and managing MEAL systems, particularly in rights-based or disability-focused programming.
- Advanced skills in data management, statistical analysis (Excel, SPSS, or similar), and digital data tools (Kobo Toolbox, ODK, Google form).
- Proven experience in disability-dis-aggregated data analysis, accessibility, inclusive monitoring, and tracking change over time.
- Strong communication, analytical writing, and presentation skills in both Nepali and English.
- Prior experience working with Organizations of Persons with Disabilities (OPDs) and understanding of CRPD and SDG frameworks is highly desirable.

Report to: Administrative Manager
Job Purpose:
The Project Coordinator (PC) will be responsible for the effective implementation of the CADiR project activities at the federal and provincial levels under the guidance of the Administrative Manager. The role entails ensuring that the project is delivered as planned effectively, efficiently, and in a cost-sensitive manner to achieve the project objectives. The PC will lead the overall planning, implementation, monitoring, reporting, documentation, and integration of good practices and learning. Additionally, the PC will serve as the lead focal point for the consortium on thematic areas related to human rights and organizational development.
Duties and Responsibilities:
- Provide overall day-to-day management of the CADiR project in partnership with FFO Norway (Atlas Alliance), under the supervision of the Administrative Manager
- Ensure effective, efficient, and value-for-money project delivery including planning, activity implementation, monitoring, and coordination.
- Facilitate for monitoring and evaluation framework and provide technical support for project monitoring, reviews, and follow-up actions.
- Ensure timely and budget-compliant implementation of all project activities in accordance with partner agreements, result framework and approved plans.
- Prepare detailed project implementation plans and oversee the execution of project activities at all levels.
- Organize and facilitate required training sessions, workshops, and orientation programs as per project needs.
- Strengthen the capacities of provincial units, partner organizations, and OPDs; provide technical guidance, monitor their performance, and mobilize them for provincial-level project activities.
- Collect and analyze data on project implementation, outcomes, challenges, and lessons learned; document key findings and generate various reports as required.
- Develop articles, case studies, and success stories for publication on NFDN’s website and in other communication materials.
- Prepare and submit periodic project reports to project partners, NFDN leadership, and relevant government agencies in the prescribed formats.
- Represent the project in various meetings and events with stakeholders as the official focal person.
- Coordinate closely with project partners, consortium members, NFDN departments, government agencies, and OPDs to ensure meaningful participation and ownership.
- Monitor ongoing project activities and provide timely guidance to the project team to ensure alignment with project objectives and outcomes.
- Foster strong coordination and collaboration between NFDN and partner organizations for effective project delivery.
- Ensure all project-related financial transactions, inventory management, and administrative processes are carried out transparently and in compliance with internal controls.
- Provide technical and logistical support to the NFDN Working Committee and Administrative Manager as required.
- Support the project accountant in ensuring proper financial documentation, transaction tracking, and budget compliance.
- Carry out administrative and logistical tasks at the provincial level as required by the program.
- Perform any other duties assigned by the Administrative Manager or General Secretary in relation to the project.
Qualifications, experiences and skills requirements:
- At least Bachelor’s degree in Social Work, Development Studies, Education, Management, or a related field. A specialization in Disability Studies is highly preferred.
- Minimum of 3 years of experience in coordinating and implementing development or rights-based projects.
- Proven experience working with Organizations of Persons with Disabilities (OPDs), NGOs, local municipalities, and community stakeholders.
- Strong background in engaging with diverse impairment groups and OPDs at provincial and municipal levels.
- Experience in project coordination, business development, and stakeholder engagement.
- Solid understanding and experience in disability-inclusive development, accessibility, disability rights, and advocacy.
- Excellent skills in communication, documentation, coordination, and team collaboration.
- Proficient in both written and spoken Nepali and English.
- Competent in using basic computer applications, including MS Office packages, email, and internet tools.

3. TOR Finance Officer
Position Title: Finance Officer
Project: Collective Action for Disability Rights in Nepal
Duration: Full-time position for the project period ( with annual renewal based on performance Evaluation)
Duty Station: NFDN Central Office, Kathmandu (with travel to provinces)
Report to: Chief Finance Officer/Administrative Manager
Position Summary:
The Finance Officer will be responsible for managing the financial operations of the “Collective Action for Disability Rights” project and other relevant initiatives. This includes ensuring accurate accounting, timely financial reporting, effective budget tracking, and full compliance with organizational, partner, and donor financial policies. S/he will work closely with the project team and the Chief Finance Officer of NFDN to ensure sound financial oversight, transparency, and accountability at both federal and provincial levels. The Finance Officer will also supervise, guide, and monitor financial activities across NFDN’s central and provincial offices, including budgeting, financial planning, procurement support, and compliance with national laws and internal policies. Key responsibilities include preparing and reviewing financial reports, maintaining proper documentation, ensuring tax compliance, contributing to staff recruitment and logistics planning from a financial perspective, and fostering cross-departmental collaboration to strengthen the organization’s financial systems and sustainability.
General Duties and Responsibilities of Finance Officer.
A. Financial Leadership
- Lead the financial management of the assigned project and report regularly to the Treasurer, Chief Finance Officer (CFO), and Administrative Manager.
- Update all organizational financial transactions and report key financial data to the Executive Board and Working Committee.
- Monitor and support the performance of other finance staff, providing timely guidance, instructions, and feedback while reporting progress to the Treasurer, CFO, and Administrative Manager.
- Supervise and manage the performance of Accountants involved in the project and across NFDN’s operations.
B. Financial Systems and Controls
- Ensure a regularly updated inventory of both fixed and current assets of the organization.
- Develop, implement, and monitor effective financial systems, internal controls, and procedures to ensure transparency, accountability, and smooth financial operations.
- Manage and oversee the use of the FAMAS accounting system for project-level and organizational financial transactions.
- Promote good governance and compliance across all financial functions of the organization.
C. Financial Planning and Reporting
- Prepare monthly, quarterly, and annual financial and management reports.
- Coordinate the preparation of the annual organizational and project-specific budgets in close coordination with the Project Coordinator, Chief Finance Officer, Treasurer, and Administrative Manager.
- Prepare detailed expenditure reports and complete financial statements of the project for submission to internal and external stakeholders.
- Guide and coach Project Coordinators and other relevant staff to strengthen financial literacy, including budgeting and financial forecasting.
D. Budgeting and Donor Compliance
- Ensure timely preparation of project budgets for submission to donors and partners in coordination with the CFO and Administrative Manager.
- Ensure the availability and legal compliance of all supporting documents related to each financial transaction, including income, expenditures, receivables, payables, and asset management, as per NFDN policies and national laws.
- Produce and submit financial reports to donors and partners in a timely and accurate manner, and represent the finance department in partner communications as needed.
E. Auditing and Compliance
- Coordinate periodic financial audits of the project in line with project agreements and NFDN financial policies.
- Ensure every six-month internal review of financial transactions by the registered auditor.
- Maintaining updated bank reconciliations and the overall financial position of NFDN.
- Ensure that all organizational financial transactions are audited annually in accordance with the NFDN Constitution and financial guidelines.
F. Logistics and Procurement Support
- Support project logistics, procurement processes, and contractual agreements in close coordination with the Project Coordinator.
- Manage relationships with suppliers, consultants, and professional service providers; develop and maintain an updated roster.
- Assess tenders and quotations from potential vendors and consultants in alignment with NFDN’s procurement policy.
G. Coordination and Communication
- Foster strong coordination between finance, program, and administrative teams to ensure smooth financial planning and implementation.
- Build collaborative relationships with key stakeholders, including Board Members, project staff, donors, and external partners.
H. Other Duties
- Promote the principles of good financial governance within all NFDN projects and operations.
- Perform other financial tasks and responsibilities as assigned by CFO and Administrative Manager.
- Remain updated on NFDN’s Constitution, financial policies, and internal guidelines, and ensure full compliance in daily financial operations.
Qualification, experiences and skills requirements:
- At least Bachelor’s degree in Finance, Accounting, Business Administration, or related field. Master’s degree preferred.
- Minimum 3 years of experience in a similar financial management position, preferably in NGO/INGO sector.
- Knowledge of accounting software such as FAMAS, Tally, or others.
- Experience with donor-funded project financial management and reporting.
- Familiarity with Nepali tax rules, financial regulations, and compliance issues.
- Strong knowledge of MS Excel and other Microsoft Office tools.
- Attention to detail, ability to manage multiple tasks, and work under pressure.
- Having experience of working with OPDs, NGOs, municipalities and local communities.
- Good experience of working with different impairment groups/OPDs at province & municipal level.
- Strong communication, documentation, coordination and team-building skills.
- Good written and verbal communication in Nepali and English
- Good understanding of disability context/concerns and rights
