1) Position: Monitoring, Evaluation, Learning, and Accountability (MEAL) Officer

Job Purpose

This position responsibility is to implement the MEAL plan of Shechen Karuna and implement the MEAL activities such as data collection, data organizing, data entry, data analysis, and dissemination at the field level. The priority focus will be on assuring the quality of activities implementation. This position will also be the focal person for the online database management of Shechen Karuna. Reporting to the Program Coordinator and MEAL Expert.

Responsibilities and Duties

Implementation of the MEAL Plan

  • Conduct data collection at the field level with the beneficiaries
  • Conduct data verifications and cleaning by working together with the program team
  • Analyze data and produce reports that highlight key findings, trends, and recommendations for program improvement.
  • Collect and document case studies, lessons learned, and best practices and conduct beneficiary tracking as per the online system of Shechen Karuna. 
  • Conduct field visits for data validation and to monitor the quality and completeness of data sets and implementation
  • Prepare Monthly and yearly reports and share them with the team on a timely. 
  • After monitoring visits, compile monitoring findings and prepare reports to share with the project team.
  • Support MEAL departments to initiate and conduct project evaluation – baseline, midline, and endline.
  • Support in joint monitoring visits, external (stakeholders) monitoring and donor monitoring visits.
  • Maintain the KPIs, database, and other monitoring tools to demonstrate the effectiveness of project interventions. Generate indicator reports for tracking progress against key indicators. 
  • Any other tasks related to the field of engagement, experience, and expertise as and when required by the organization and assigned by the supervisor.

Capacity Building

  • Directly support project staff in any capacity on using the online data collection platform and using the MEAL tools and template.
  • Regular MEAL skill sharing with project staff.
  • Ensure colleagues are trained and competent in the use of Shechen Karuna MEAL plan. 

Learning, Networking & Co-ordination

  • Coordinate and Cooperate with the program staff and relevant stakeholders at the field level.
  • Regular updates on target vs achievement with local government and the relevant stakeholders. 
  • Conduct quarterly program performance reviews and learning sessions with program staff and other stakeholders and monitor implementation of actions. 
  • Support in conducting research/survey of thematic potential areas. 
  • Develop learning documents from the results of MEAL evaluations/studies as required.

Qualification, Knowledge, and Experiences

  • Bachelor degree or above preferably in Public Health/Statistics/ Development Studies/ Economics /any other relevant social science discipline. Additional Master’s Degree in any development field is an added advantage.
  • Minimum of 2-3 years demonstrated experience in planning, monitoring and evaluation with reputed organizations, preferably with NGOs/INGOs.
  • Knowledge on both qualitative and quantitative research methods; study methodology, Tools for capturing knowledge and learnings, MEAL tools and techniques, and application of computer software (MS Office) is required.
  • Excellent analysis and writing analytical quality report skill; Knowledge and use of Mobile data collection ODK, Kobo and Survey CTO is required. 
  • Good communication skills and experience to work with community; pro-activeness, positive attitude and professional integrity is required as well.
  • Language proficiency in English and Nepali would be and added advantage.

2. Position: Program/Thematic Officer – Education and Environment

Location: Ruby Valley and Khaniyabas Rural Municipality, Dhading District- 1

Bijayanagar and Yashodhara Rural Municipality, Kapilvastu District- 1

Key Responsibilities:

  • In close collaboration with Thematic Head - Education and Environment and Head of field office, coordinate with the local Government and relevant thematic stakeholders and take lead in implementation of Education and environment activities. 
  • Provide necessary support to the district program coordinator and other team members to ensure the smooth implementation of the program.
  • Develop monthly and quarterly action plan for education and environment theme based on detail implementation plan and submit to the PM and PC.
  • Ensure the quality implementation of the program activities in the field.  
  • Prepare field/school visit report, progress report and financial supporting documents of district level program and submit to the Program Coordinator and Program Manager within the set deadline.
  • Coordination with the school management committee, parents’ teachers’ association members, school-based child clubs and community members for their meaningful participation in program activities 
  • Enhance communication and collaboration with relevant local government entities, schools, community networks, as well as other similar organizations and civil society groups, to foster partnerships for the project.
  • Support to collect and maintain relevant data and statistics for monitoring and evaluation purposes. 
  • Support PM in education volunteer’s field planning, volunteers’ wellbeing and mobilization. 
  • Collect relevant data, information and prepare case studies, best practices and lesson learnt of the project and submit it to PM 
  • Review the physical and financial progress of project interventions
  • Conduct regular field visits to support implement planned activities under education and environment theme.

Qualifications and Experiences

  • Bachelor in Education or related field with at least 2-3 years working experience in education sector preferably in improving quality in Early Childhood Education and Development (ECD) to Grade 3 education.

Key Skills, Knowledge and competencies required

  • Good knowledge and understanding of ECD and early grades learning with focus on education related issues and policies in Nepal.
  • Knowledge of teacher training practices preferred
  • Manages time and priorities, meets deadlines and is punctual 
  • Communicates in a clear, concise and responsible way 
  • Capacity to build and maintain effective working relations with local authorities and other relevant stakeholders in local level.

3. Position: Program/Thematic Officer – Health and Hygiene

Location: Ruby Valley and Khaniyabas Rural Municipality, Dhading District 

Specific roles and responsibilities:

A. Planning 

  • Collect Specific data and information on various public health issues. 
  • Assist in designing health and hygiene related plan. 
  • Support in preparing the action plan based on DIP.

B. Implementation 

  • Take lead in implementation of health and hygiene activities in the field level. 
  • Execute the PEN package program in both local level. 
  • Implement the capacity development activities of health workers and FCHVs. 
  • Keep the record of the implemented activities in the field level. 
  • Mobilization of the health promoters, social mobilizer and volunteers for awareness activities. 
  • Implement the "Towards Total Sanitation" activities in both local level. 
  • Implement congratulation program to the pregnant and lactating women with the coordination of HMG, FCHVs and health facilities for their behavior change on health and WASH.

C. Co-ordination

4. Position: Program/Thematic Officer – Health and Hygiene

Specific roles and responsibilities:

A. Planning 

  • Collect Specific data and information on various public health issues. 
  • Assist in designing health and hygiene related plan.

  • Plan daily, weekly and Monthly activities based on DIP.

B. Implementation

5. Position: Program/Thematic Assistant – Health and Education

Location: Yasodhara RM and Bijayanagar RM, Kapilvastu district

Job purpose

The Program/Thematic Assistant – Health and Education will focus on smooth implementation of planned activities under Health, Hygiene, Education and Environment thematic areas.

Key responsibilities: 

  • Facilitate to construct toilet in Household and sensitize the HH members to use toilet regularly. 
  • Support to Program coordinator, WASH triggers and other volunteers to declare total sanitation campaign in project-implemented site. 
  • Implement pregnant women congratulation program with the coordination of HMG, FCHVs and health facilities for their behavior change on health and WASH. 
  • Effective implementation of meeting with couple of pregnant and lactating women at community level with the coordination of ward and health facility. 
  • Regular mobilization of trained campaign and BFC members to community level for the promotion of health, hygiene, education and environment key behaviors. 
  • Implement day’s celebration programs in community level, ward level and palika level.
  • Helps in organizing meetings, seminars, workshops at Ward and palika level. 
  • Work closely with Program Coordinator and program officer provide inputs in work plan, implementation, timeline and deliverables related to health, and WASH programs. 
  • Participate; facilitate meetings of Health, Hygiene, Education and environment programs at community level with the participation of 1000 days mothers, FCHVs, HMGs, schools and health facilities.
  • Conduct regular field visits in the project areas in Community to improve the healthy behavior through the interpersonal counseling by use of IEC tools and materials; 
  • Coordination  with concern stakeholders, FCHVs in community and participate in  community stakeholders meeting  and  ward  level  meetings; facilitate  joint  field  visits;  share  and  update  field findings with the wards and local level.
  • Home visits to household, and counseling to decision makers on health, hygiene and education and environment theme by using Job aids and IEC materials.

  • Support to Head of field office, Program officer and other volunteers to declare total sanitation campaign in project-implemented site. 
  • Implement pregnant women congratulation program with the coordination of HMG, FCHVs and health facilities for their behavior change on health and WASH. 
  • Effective implementation of meeting with couple of pregnant and lactating women at community level with the coordination of ward and health facility. 
  • Regular mobilization of trained campaign to community level for the promotion of health and WASH key behaviors. 
  • Implement day’s celebration programs on health and education activities in community level, ward level and palika level.
  • Helps in organizing meetings, seminars, workshops at ward and palika level for SK.

7. Position: Field Technical Officer - Infrastructure

Number of vacancies: 2

Location: Kapilvastu and Dhading district

Job purpose

The role of the Field Technical Officer - Infrastructure will focus on smooth implementation of planned construction activities under various thematic area of NIDP – II program.  Field Technical Officer will plan, implement, and oversee a variety of construction projects. Prepare and verify all construction detailed designs, estimates, and other essential construction-related documents.

Specific roles and responsibilities:

Planning and Coordination:

  • Work closely with thematic project managers and other team members to plan and coordinate various construction activities. 
  • Identify the skilled, semi-skilled, and unskilled workers needed for the project.
  • Support in formation and mobilization of users’ committee, plumbers, electricians, mesons etc. in the construction site. 
  • Coordinate with various stakeholders, including construction committee, subcontractors, suppliers, and local authorities.   

Site Inspection and Assessment:

  • Onsite supervision of the construction work and making sure that the construction work is in accordance to approved design, quality and timeline.
  • Conducting regular visits to inspect work progress and coordinate with the construction committee, locals, and suppliers/vendors to prevent miscommunication.
  • Provide technical guidance to the local construction committee, suppliers, and contractors, and coordinate with the district program coordinator to support Shechen Karuna in implementing various construction-related activities under the NIDP 2 program.

Documentation:

  • Preparing list of materials with budget for Procurement Requisition, support to collect quotation, comparing the quotation, analyzing them and checking the quality of materials for the projects. 
  • Maintaining records of routine activities and preparing and submitting reports to both the field office and the central office.
  • Support in preparing purchase requisition and quality assurance for required materials based on approved design and estimate.

Resource Management:

  • Verifying purchased construction materials, monitor stores and overall inventory management of construction materials on site. 
  • Manage resources such as labor, equipment, and materials to ensure efficient and cost-effective construction.

Design Interpretation:

  • Accurately interpret and implement approved designs, making necessary adjustments as needed.

Qualifications and Experiences

  • Bachelor in Civil Engineering with at least 2 years of experience or Certificate level in Civil Engineering with at least 7 years of work experience in related fields.

Other experiences and requirements

  • Familiar with various computer software packages, including Microsoft Word, Power Point, Outlook, Excel, AutoCAD etc.
  • Good knowledge and preferred experience on construction of household and institution level toilets, water supply systems, irrigation schemes, school building, health facility etc. 
  • Ability to work in a multi-disciplinary team and facilitate the working of other team members. 
  • Excellent communications skills - spoken and written, both in English and Nepali and possess good report writing skills. 
  • Good interpersonal skills and the ability to work effectively with a range of institutions including local government, I/NGOs and private sector.
  • Motivated, and capable of working under pressure.
  • Willingness and enthusiasm for working with remote rural and vulnerable people and communities of project areas.

8. Position: Program/Thematic Assistant – Food Security and Economic Development

Location: Khaniyabas RM, Dhading district- 2

Bijayanagar RM, Kapilvastu district- 2

Yashodhara RM, Kapilvastu district- 1

Job purpose

The Program/Thematic Assistant – Food Security and Economic Development will focus on smooth implementation of planned activities under Food-Security and Economic Development thematic areas under the direct supervision of Head of Field Office and line managed by thematic Head of Food Security and Economic Development.

Specific roles and responsibilities:

  • Ensure the effective implementation of the planned activities as stipulated in the detail implementation plan.
  • Facilitate to re/form farmers groups, follow up regular farmers meeting to assess progress, address concerns, and provide necessary support and identify the agenda for discussion.
  • Perform activities related to soil and soil fertility, agriculture protection, post-harvest, and marketing of agricultural products.
  • Facilitate marketing of agriculture products with value addition methods.
  • Organize and facilitate local-level meetings, group discussions, orientations, and agricultural training sessions.
  • Promote sustainable agroecological practices and support pilot demonstrations of agricultural innovations, technologies, and practices.
  • Strengthen farmers' groups through capacity building initiatives.
  • Coordinate with local stakeholders such as ward chairperson and members, ward secretariat, agriculture unit of respective rural municipalities, and other related stakeholder/committees at ward and community level.
  • Collect and prepare data for project reporting on events and activities.
  • Ensure adherence to organizational rules and regulations.
  • Assist in farmer-led action research initiatives.
  • Prepare and submit monthly action plans.
  • Assist in the identification and establishment of micro/small businesses in the working area.
  • Attend various trainings, meetings, and workshops to enhance skills and knowledge.
  • Facilitate farmers' groups in shed and feed management, organic manure preparation, quality fodder management, and support.
  • Submit the regular report on event, monthly, quarterly, trimester basis as per requirement reports including narrative, photos & videos (Case Studies & Interviews) to Head of Field Office. 

Education / Qualifications 

  • Junior Technician (JT) / I. Sc Agriculture with at least 1 year or JTA with at least 3 years experiences in related field. 

Other experience and requirements

  • At least 2-3 years of professional experience in agriculture sector at community level
  • Knowledge of functionalities of Local Government is desirable
  • Proven experience in implementation of projects in coordination with local government and stakeholders 
  • Strong interpersonal skills to interact effectively with farmers and local stakeholders
  • Strong commitment and willingness to live and work with remote and underprivileged communities 
  • Good command of Nepali language (written and spoken).

9. Position: Junior Admin and Finance Officer

Job purpose

Junior Admin and Finance Officer is responsible for providing general Financial and Administrative support to the smooth functioning project activities and financial management of the field offices. 

Specific roles and responsibilities:

Financial and logistics operations

  • Recording of financial transaction as per the policy and guidelines 
  • Check bills, supporting documents and prepare financial report with correctness & to ensure compliance of Shechen Karuna Nepal, in all the payment requests in the field level activities.
  • Ensure Approval process of all district level expenses as per Authority Matrix for the expenses related to field office operation.
  • Organize the logistics arrangement for project activities such as workshops, trainings, seminars, meetings etc. and participate in line with program support.
  • Support in vendor selection and perform the procurement support function of the field offices coordination with Procurement Department.
  • Handle the imprest fund for the petty expenses of the field.
  • Preparation of the Palika level financial reports and present them in the periodic planning and sharing meetings of working palikas.

Supervision, Guidance and coordination

  • This position will provide direct supervision and guidance to the field office Office Support Assistant for maintaining clean and healthy office environment of the field office.
  • Maintain the good and cordial relationships with all the stakeholders of the project areas.

Administrative/HR support

  • Preparation of the official letter for the correspondence with local level authority
  • Maintain the records of the assets in the field offices.
  • Ensure that all inventories are well organized, recorded, and correctly stored, well protected, fully identified and easily accessible (cleanliness, safety, access, etc.) in the field 
  • Compile and review timesheets submitted from all field based staff in monthly basis.
  • Maintain database for leave records of all field based staff.
  • Support in HR Administration requested by HR Officer.

Education / Qualifications 

  • Bachelor degree in Commerce, Business Studies in Finance/Accounting or Equivalent with 2-3 years of relevant work experience or Intermediate level with 7 years of work experience in relevant field.

Skills, requirements and competencies required

  • Expertise in advance MS Excel. Demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet
  • Manages time and priorities, meets deadlines and is punctual. 
  • Communicates in a clear, concise and responsible way.
  • Adapts a collaborative attitude both inside and outside the department.
  • Standard management skills, time management, quality assurance of work.
  • In-depth understanding of Financial Management.
  • Good command of English and Nepali language (written and spoken) 
  • IT Knowledge. Good computer literacy & skills. Experience working in a computerized accounting system like SaralBooks, Tally.

10.  Position: Office Support Assistant

Job purpose

The Office Support Assistant will provide support on cleanliness of the office as well assist Junior Admin and Finance Officer based in Field Office on maintenance of the stocks.

Duties and Responsibilities:

  • Cleaning and maintaining the office: Responsible for keeping the office clean and tidy, including tasks such as brooming, wiping the windows along tables and chairs, mopping the floor, removing the dust, cleaning the wash room, vacuuming, taking out the trash etc.
  • Running errands: Responsible for running errands such as picking up and delivering packages, collecting and delivering mail, and purchasing office supplies.
  • Assisting with basic office tasks: Assist with tasks such as photocopying, filing, and organizing paperwork.
  • Preparing and Serving refreshments: Responsible for serving tea, coffee, and snacks to staff and visitors. 
  • Support to other staffs: provide support to other staff members as needed, such as helping with minor doable issues or setting up hall for meetings.
  • Assisting with maintenance tasks: Assist with tasks such as setting up and taking down equipment for events or maintaining office equipment and facilities.
  • Stock Keeping: Record the stock or supplies of kitchen, cleaners and other normal supplies.
  • Other general assistance: Deliver the other tasks as assigned by the Supervisor and Head of Field Office.

Qualification and experience

  • SEE pass out is preferred however general literate read and write can also apply
  • Minimum one year of working experience in related field.
