Blind Youth Association Nepal

Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Consultant for Training Package Development

1. Background

Blind Youth Association Nepal (BYAN) is an organization established by Blind and Partially Sighted youth, with the vision of "persons with disabilities of Nepal enjoying a dignified life in an inclusive society." BYAN works across policy advocacy, education, employment, disaster risk reduction, political participation, and promotion of SRHR for persons with disabilities.

Currently, BYAN is implementing the Strengthening the Capacity of Organizations of Persons with Disabilities for Sexual and Reproductive Health and Rights (SCOPE for SRHR) project, a collaborative initiative with three other national organizations of persons with disabilities (OPDS): the National Federation of the Deaf Nepal, the Federation of Women with Disabilities Nepal, and the Society of Deafblind Parents Nepal. The project aims to strengthen the disability-inclusive SRHR movement in Nepal by empowering young persons with disabilities as peer mentors, developing accessible SRHR information and services, and creating an enabling policy and social environment.

As part of this initiative, the project is generating Peer Mentors (Champions) among young individuals who are deaf, blind/partially sighted, or physical disability. These peer mentors are being mobilized to conduct peer sessions in schools, communities, and with parents and caregivers.

In this context, BYAN is developing 26 peer mentors (representing deaf, blind, and physically disabled youth) to deliver peer sessions at the Kathmandu Metropolitan City, Janakpur Sub-Metropolitan City, and Tilottama Municipality. These champions will not only facilitate peer sessions but will also engage in various advocacy initiatives to promote disability-inclusive SRHR.

To support this, BYAN seeks to engage a qualified consultant to develop a comprehensive, disability-inclusive training package for peer mentorship initiatives, focusing on SRHR,CSE, MHM, and disability-friendly services.

2. Objectives :

The primary objective of this consultancy is to develop a comprehensive and inclusive training package that will:

  1. Equip peer mentors with knowledge, skills, and confidence to conduct sessions with young persons with disabilities, parents, and caregivers.
  2. Ensure content is accessible for diverse disability groups, including blind, deaf, deafblind, and persons with severe or multiple disabilities.
  3. Integrate SRHR, CSE, MHM, and YFHS concepts and their components in a culturally and contextually appropriate manner for Nepal.
  4. Include guidelines for participatory, interactive, and inclusive peer sessions.

3. Scope of Work

The consultant will be responsible for the following tasks:

A. Review and Assessment:

a. Review existing SRHR and peer mentorship materials, IEC resources, and training packages used in Nepal and globally.

b. Assess the needs of peer mentors, parents, and caregivers of PWDs, including those with severe and multiple disabilities, to ensure relevance and accessibility.

B. Training Package Development:

a. Develop a comprehensive training package for five-days peer mentorship trainings and subsequent mentorship sessions, including:

b. Session plans, facilitators’ guides and participants handouts. 

c. Learning activities, role-plays, discussions, and interactive exercises suitable for young PWD peer mentors.

d. Integrate concepts and contents of SRHR, CSE, MHM, YFHS, and advocacy skills, 

e. Include strategies for engaging parents and caregivers effectively.

f. Ensure content is culturally appropriate, gender-sensitive, rights-based, and accessible to all disability groups.

g. Provide guidance for inclusive facilitation, participatory learning, and practical exercises

C. Validation and Feedback:

a. Organize consultation/validation workshops with key stakeholders, including peer mentors, parents/caregivers, disability organizations, and project staff.

b. Incorporate feedback to finalize the training package.

4. Deliverables:

  • A fully developed and finalized training package in accessible formats.
  • Facilitators’ guide with session-by-session instructions.
  • Participants handouts covering the key contents of each session.
  • Summary report outlining methodology, references, and guidance for implementation.

5. Duration and Timeline

The consultancy will be carried out over a period of 20 working days based in Kathmandu. A detailed timeline with milestones will be finalized during the inception phase.

6. Required Qualifications and Experience

  • Master degree in Public Health, Social Science, Education, SRHR, Disability or related field.
  • Minimum 5 years of experience in SRHR, disability-inclusive programming, or curriculum/training package development.
  • Strong understanding of disability-inclusive SRHR, including knowledge of challenges faced by persons with blindness, deaf and physical disability. 
  • Experience in developing training packages or curricula for persons with disabilities, including accessible materials.
  • Excellent facilitation and training skills, with experience in participatory adult learning methodologies.
  • Strong communication skills in Nepali and English, with ability to prepare materials in accessible formats

7. Reporting and Coordination

  • The consultant will report to the Director, BYAN.
  • Close coordination with BYAN, partner organizations (NDFN, FWDN, SDBP), and project staff will be essential.
  • Regular updates and consultations during the development phase are expected.

8. Payment and Logistics

  • Payment will be made upon satisfactory submission of deliverables.
  • BYAN will provide necessary background documents, project resources, and support for consultations.
  • Travel and accommodation (if required) will be arranged or reimbursed according to BYAN policy.

9. Submission of Proposals:

Interested consultants/firms  are invited to submit their technical and financial proposals, including a detailed CV, a cover letter outlining their suitability for the consultancy, examples of previous similar work, proposed methodology, and financial proposal, no later than 5th Feb. 2026 to procurement@byanepal.org

BYAN reserves the right to accept or reject any proposal and to annul the selection process at any time prior to contract award, without thereby incurring any liability to the affected consultants.

This TOR is subject to revision based on discussions and agreement between the contracting parties.
