1. Background
The Transboundary Community Resilience Project aims to strengthen disaster preparedness and climate resilience of vulnerable communities in Nawalparasi West, particularly those exposed to flood risks in transboundary river systems. The project focuses on strengthening institutional capacity, promoting anticipatory action, and improving early warning and response mechanisms at community and local government levels.
To achieve these objectives, MADE Nepal seeks to engage a competent consultant/firm to design and deliver structured capacity development training programs.
The assignment is expected to be completed within 30–45 days from the date of contract signing.
The consultant/firm shall submit:
- Training Curriculum
- Participant Handouts (in Nepali language)
- Training Completion Report
Interested consultants must meet the following requirements:
- At least 5 years of experience in DRR, climate change adaptation, or emergency preparedness.
- Demonstrated experience in conducting capacity-building programs related to Anticipatory Action and Early Warning Systems.
- Strong understanding of local governance systems in Nepal.
- Experience working in flood-prone areas; experience in Nawalparasi West is preferred.

Capacity Development to CDMC, Local Government, and Relevant Stakeholders on Anticipatory Action
1. Background
Multi-dimensional Action for Development (MADE) Nepal is implementing the “Transboundary Community Resilience Project in South Asia” in Susta Rural Municipality, Nawalparasi (Bardaghat-Susta West) District in partnership with LWF Nepal. The project aims to establish community-based DRR/ER institutions and strengthen local government capacity.
Community Disaster Management Committees (CDMCs) have been formed in the project area, serving as frontline responders during disasters. Many local officials, however, do not fully understand how anticipatory systems work or the benefits of anticipatory action. Training clarifies these concepts and encourages municipalities to develop and adopt local-level policies, guidelines, and anticipatory action plans.
This ToR is developed to provide a two-day capacity-building training for CDMC task force members, ward chairpersons, disaster focal points, and TBCF members in coordination with local government representatives. The training aims to strengthen the ability of local stakeholders to recognize forecast triggers, coordinate early actions, and implement Anticipatory Action Protocols (AAP) effectively.
2. Objective of the Assignment
The overall objective of this assignment is to strengthen the capacity of CDMCs, local government, and relevant stakeholders on anticipatory action. As a result, participants will:
- Gain a clear understanding of anticipatory systems and their benefits
- Be able to develop and adopt local-level anticipatory action plans
- Coordinate early actions during disaster situations based on forecast triggers
3. Scope of Assignment
The scope of the assignment includes, but is not limited to:
- Conducting a consultation meeting with the MADE Nepal to finalize training content
- Delivering a two-day training program for CDMC task force members, ward chairpersons, disaster focal points, and TBCF members on:
- Early Warning Systems (EWS) and “Early Warning for All” (EW4A)
- Anticipatory Action Protocol (AAP)
- Emergency Action Plan (EAP)
- Submitting a comprehensive training report, including methodology, participant list, and outcomes
4. Qualification of Consultant(s) or Firm
Eligible consultancy firms, service providers, or resource persons should meet the following criteria:
- Extensive experience in delivering training and workshops on AAP, EWS, and EAP with local government and community stakeholders
- Fluent in Nepali with strong presentation and group facilitation skills
- Minimum of 5 years’ experience in Disaster Risk Reduction (DRR) and capacity-building training
- Excellent report writing skills in Nepali and English
5. Methodology
The trainer is expected to:
- Conduct a quick pre-training consultation with MADE Nepal team to finalize the agenda and content
- Use participatory methods, including group work, discussions, and simulations to enhance learning
6. Deliverables
- Two-day training program on Anticipatory Action Protocol for CDMCs and local government stakeholders
- Detailed training report.
7. Timeline
The training is scheduled to be completed by March 25, 2026.

9. Ineligibility Criteria
Tenderers will be excluded from participation if they were identified to:
- Have committed grave professional misconduct
- Have not fulfilled obligations related to taxes or social security contributions
- Have been convicted for fraud, corruption, criminal activities, or child labor exploitation
- Do not respect employees’ basic social rights
