Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

1. Background

Lumanti Support Group for Shelter was registered in 1994 as a non-government organization dedicated to alleviating urban poverty in Nepal through integrated approach of improving shelter conditions. Lumanti with its approach of providing housing for urban poor is now working for onsite upgrading of settlements with the provision of secure tenure, support in the construction of housing and improved access to sanitation and water supply and credit facilities. Lumanti is also coordinating community-based disaster resilience program to promote grassroots women led disaster mitigation activities. Lumanti promotes all these activities through community led finance mechanisms by strengthening savings and credit programs and cooperatives.

As Lumanti concludes the implementation of its current strategic phase, the organization is now preparing to develop a new 5-year strategic plan (2027–2031). This plan will ensure alignment with its mission while addressing emerging challenges in a rapidly evolving external environment—including policy shifts, economic fluctuations, stakeholder expectations, and advancements in technology and program methodologies.

Additionally, Lumanti aims to use this strategic planning process to strengthen its internal organizational growth, operational efficiency, and long-term sustainability, ensuring resilience and continued impact in the years ahead.

2. Purpose of the TOR

This document outlines the scope, objectives, deliverables, and process for developing Lumanti’s strategic plan. It serves as a guide for consultants/organizations bidding to undertake this assignment.  

3. Objectives of the Assignment

The strategic plan will:

  1. Assess Lumanti’s current strengths, weaknesses, opportunities, and threats (SWOT).
  2. Define a clear vision, mission, and strategic priorities for 2027–2031.
  3. Align programs with national/international frameworks (e.g., SDGs, Nepal’s housing policies and others as relevant).
  4. Enhance organizational resilience, stakeholder engagement, and resource mobilization.
  5. Develop a monitoring and evaluation (M&E) framework for impact measurement.

4. Scope of Work

The consultant/team will:

Phase 1: Situational Analysis

  • Review existing documents (reports, evaluations, policies).
  • Conduct SWOT/PESTLE analysis.
  • Interview staff, management, board members, donors, and partners.
  • Map key stakeholders and their expectations.

Phase 2: Stakeholder Consultations

  • Organize workshops/focus groups with:
  • Lumanti staff and leadership.
  • Community beneficiaries 
  • Donors, partner NGOs and concerned stakeholders.

Phase 3: Strategy Formulation

  • Draft strategic priorities, goals, and objectives.
  • Define theory of change and results framework.
  • Outline resource mobilization strategies (funding, partnerships). 

Phase 4: Implementation Planning

  • Develop a 5-year action plan with timelines, proposed budgets, and responsibilities.
  • Propose governance and accountability mechanisms.
  • Integrate risk management and sustainability strategies.

Phase 5: Finalization & Validation

  • Present the draft plan to Lumanti’s board, management
  • Finalize the document and create a summary for presentation.

5. Key Deliverables

  1. Inception Report: Methodology, work plan, and stakeholder list.
  2. Draft Strategic Plan: Including situational analysis, strategic priorities, and implementation roadmap.
  3. Final Strategic Plan: Prepare final strategic plan based on the draft strategic plan and after discussion with Lumanti’s Executive board and management, with an executive summary and M&E framework.
  4. Validation Workshop: Presentation of the plan to stakeholders.

6. Timeline

The assignment should be completed within 5 months from signing the contract.

7. Expertise Required

  • Proven experience in strategic planning for NGOs especially in housing, WASH DRR, Community Finance and governance-sector organizations.
  • Knowledge of these thematic sectors as well as relevant policies as well.
  • Strong facilitation and participatory workshop skills.
  • Familiarity with Nepal’s socio-economic context.
  • Fluency in English and Nepali (preferred).

8. Proposal Submission Requirements

Consultants/organizations should submit:

  • Technical proposal (methodology, timeline, team profiles).
  • Financial proposal (breakdown of costs).
  • Organizational/Consultant profile with the CV of key team members (if any) and references from past clients.
  • VAT/PAN registration certificate and other related registration document including latest tax clearance.
