Terms of Reference (TOR) for Livestock Technology and One Health (LTOH) Consultant

Heifer Project Nepal (HPN) is dedicated to ending hunger and poverty while caring for the Earth through agriculture-based livelihood and market system development programs. 

LTOH program is central to this mission, as it strengthens livestock productivity, promotes improved animal health, and encourages sustainable farming practices. To support the delivery of this program, HPN seeks to recruit a LTOH consultant. The consultant will play a vital role in providing technical support, assisting community mobilization, and contributing to capacity-building efforts in the project area.

Position Title: LTOH Consultant

Duty Station: Bharatpur

Contract Duration: Six (6) Months

Major Functions:

LTOH consultant will be responsible for supporting the technical and field components of livestock-related projects. The consultant will assist community and technical staff in the construction of cattle, goat, and swine sheds, ensuring that standards are followed. He or she will also be responsible for verifying the quality of animals procured through the projects, thereby ensuring that farmers receive healthy and productive livestock.

The consultant will help project teams in organizing trainings, interactive meetings, and other program activities designed to strengthen the capacity of farmers and communities.

Another important function will be to coordinate with insurance companies in order to facilitate livestock insurance and support claim settlements for participating farmers.

Regular household visits will be required to observe livestock management practices, provide farmers with orientation on Good Husbandry Practices (GHP), and monitor the adoption of improved techniques and support in the scaling up of Milky Way project learnings. The consultant will also work closely with regional teams to support the overall implementation of projects and will ensure that Community Agro-Vet Entrepreneurs (CAVEs) are able to deliver effective services at the field level. In addition, the consultant will perform other project-related duties as assigned by supervisors.

Qualifications and Skills:

Applicants must hold a Bachelor’s degree in Veterinary Science from a recognized university and must have successfully passed the Nepal Veterinary Council examination, with valid registration. The position requires a willingness and ability to travel extensively to the field. Candidates should demonstrate strong coordination skills and the capacity to manage multiple tasks effectively. Flexibility in working hours is important, as project activities may require work outside of traditional office schedules. The candidate should be culturally sensitive and committed to gender equity and inclusive practices. Proficiency in Microsoft Office applications, including word processing, spreadsheets, and presentation tools, as well as familiarity with email and internet use, is required.

Applicants with a valid two-wheeler license who are willing to use their personal vehicle for official field visits are strongly encouraged to apply.

Reporting and Supervision:

LTOH Consultant will work under the direct supervision of the Regional Manager of Bharatpur Regional office. He or she will also collaborate closely with Senior Program officer-LTOH and project teams to ensure smooth project implementation.
